Chief Minister and a
Gandhi family loyalist Ashok Ge-
hlot and a cracker of a time espe-
cially for his political journey,
when he receives his ‘prime sup-
porter’ (specially in the present
times) Priyanka Gandhi at Jaipur
airport this afternoon. She will
also be received by Avinash Pan-
de and Sachin Pilot. Priyanka
will be arriving in a charter plane
from Varanasi. She will be
flanked by Mukul Wasnik, Rajeev
Shukla and UP PCC Chief Ajay
Kumar on board and will drive
straight to the Rambagh Palace
Hotel, where she will be attending
her UP aide and a Rajasthan Me-
wat area leader Zubair Khan’s
son’s marriage function. After at-
tending the wedding ceremony
for an hour or so, she will drive
back to the airport to fly to New
Delhi. This incident shows that
Gandhis value loyalty and the lat-
est ‘reward’ goes to Zubair Khan.
Interestingly, Priyanka’s visit to
the Pink City comes after a gap of
11 months as on February 12,
2019, Gandhi had accompanied
her husband Robert Vadra to
Jaipur for a hearing. Priyanka,
after dropping Robert at the air-
port, had returned by the same
flight. Priyanka is basically fond
of Rajasthan and especially Ran-
thambore Tiger Reserve near
Sawai Madhopur town happens
to be her first choice and a fre-
quent and favourite destination.

Thursday called for the
removal of JNU VC M
Jagadesh Kumar, say-
ing it is “shocking” that
he is adamant on not
implementing a govern-
ment proposal to re-
solve fee-hike crisis in
the university.
“Reports are that the
HRD ministry had twice
advised the JNU VC to
implement certain rea-
sonable and working
formula for resolving
the issue of enhanced
fees in JNU. He was also
advised to reach out to
teachers and students.
“It is shocking that
the VC is adamant on
not implementing the
government proposal.
This attitude is deplor-
able and in my opinion
such a VC should not be
allowed to continue on
this post,” Joshi tweet-
ed. The HRD Ministry,
however, ruled out his
removal saying sacking
him is not the solution
but addressing the core
issues on campus.

arrested without any
further delay.

mains in his position,
there is no scope for nor-
malisation of the cam-
pus situation. The gov-
ernment should ask the
VC to resign forthwith,"

New Delhi: While a
section of JNU stu-
dents agitating over
hostel fee hike took out
a march to the HRD
Ministry on Thursday,
the “non-agitating” stu-
dents are still in a di-
lemma whether to reg-
ister for a new semester
or not due to lack of
clarity on the fee
amount being finally
charged.
After the hostel fee
hike was announced by
JNU last November,
there has been a series
of consultations and
“partial-rollbacks” and
“waivers” with the stu-
dents taking to the
streets boycotting ex-
ams, prompting the
HRD Ministry to inter-
vene for resolution of
the issues.
The university, how-
ever, began the registra-
tion process for the se-
mester from January 1.
While the administra-
tion officials including
VC M Jagadesh Kumar
have repetitively main-
tained that students are
not being charged utili-
ty and service expenses,
there has been no offi-
cial notification, which
has caused confusion.
“I have nothing to do
with protests. I don’t go
to any but I haven’t reg-
istered yet. I have no
clue what is being
charged ultimately. One
person says something,
another says something
else,” said a student.
The students’ union
had refused to accept it
saying they wanted a
complete roll back in-
cluding the increased
room rent. However,
when the registrations
were started, students
were told that there is
no utility and service
charge but the varsity
has not issued any noti-
fication yet.

Churu: The cold wave
and ensuing fog in the
state led to a grave ac-
cident on the Nation-
al Highway 11, on
Thursday morning.
The accident was so
intense that eight per-
sons were killed when
a van was hit by a
roadways bus in Ra-
jdesar, near Ratan-
garh in Churu dis-
trict while overtaking
in the wee hours of
Thursday. All the de-
ceased persons have
been identified as resi-
dents of Bikaner. Few
passengers of the bus
too suffered injuries.
Accidents like these
have become rampant
because of rash driving
especially by the public
transport vehicles’ driv-
ers who do not abide by
the road safety rules.
SP Tejaswini Gau-
tam also reached the
accident site and while
talking to First India,
said that rash and
reckless driving by the
bus driver snatched all
these lives. The bus
driver was trying to
overtake the speeding
van from wrong side
resulting in this seri-
ous accident.

Jodhpur: Reacting for
the first time to the
criticism over the
death of infants at a
hospital in Kota by
his deputy Sachin Pi-
lot, Chief Minister
Ashok Gehlot on
Thursday said people
from both, the Oppo-
sition and the govern-
ment could ask ques-
tions.
He stressed it was Pi-
lot’s right to raise the
issue as he also holds
the post of the state
Congress chief.
“Pilot is the
Pradesh Congress
Committee president.
It is his right to say
this about the govern-
ment. It is not the Op-
position only, which
could ask questions.
People from the gov-
ernment could also
ask questions,” said
Gehlot.
Pilot, after a visit to
Kota’s JK Lon Hospital,
had told the media that
the death of infants was
a serious matter and
the government could
not be spared of its ac-
countability.
“We have to fix ac-
countability. After 13
months of being in
government, it may
not serve any purpose
to keep pointing to-
wards the previous
government. We have
to face responsibility
and consequences.
People expect us to
deliver,” Pilot had
said.
Talking to the me-
dia, Gehlot at the air-
port here said Pilot
should give sugges-
tions and say openly
about any lacunae.
“I have no problem
with it as it would en-
sure good govern-
ance,” the CM said.
He also termed the
deaths a conspiracy
against the state gov-
ernment and said those
who died had come
from outside.
“It was a conspira-
cy against the govern-
ment. In order to
propagate a word on
it, media from Delhi
was called. It was
done on purpose close
on the heels of the
Nirogi Rajasthan
launch,” the CM said,
adding that only time
would tell who were
behind it.

cent violence by a
mob at New Delhi’s
Jawaharlal Nehru
University, Gehlot
said the democracy in
the country was in
danger and chaos pre-
vailed everywhere.

along with his family
offered condolence over
the demise of Bilam
Kanwar, mother of CM
Gehlot’s childhood
friend Paras Dakliya.
Gehlot also offered his
respects to the family of
Padam Singh who re-
cently passed away at
Jodhpur.
Meanwhile, the
Chief Minister took
time out from his hec-
tic schedule to meet
his elder sister Vimla
Devi at her house at
Lal Sagar area and
took her blessings be-
fore leaving for Jodh-
pur airport to leave
for Jaipur.
Meanwhile, express-
ing concern over the
locust issue, Gehlot said

since the agriculture
minister has been visit-

she will boycott a meeting called by Cong interim president
Sonia Gandhi on January 13 over campus violence and the

however, is there a kingmaker for

absurd that an individual could
be a ‘kingmaker’ of a particular
election. However, in one family
from Banswara, the ‘kingmaker’s
brother has won four times while his
wife, who is currently Banswara Jila
Pramukh, has won twice and is now
prepping for the third inning. So who

Jaipur: In a major de-
velopment which will
help the Pink City re-
tain its Heritage tag,
the Walled City area of
Jaipur will be declared
as a construction free
zone after January 31.
This was decided dur-
ing the meeting of state
level Heritage Commit-
tee, under the chair-
manship of Chief Sec-
retary DB Gupta on
Thursday. The deadline
for Jaipur Heritage tag
has also been fixed as
January 31. If any con-
struction takes place in
the region after the pe-
riod, then it will be
sealed. It was informed
that a team of UNESCO
could soon visit the
Walled City areas.
If UNESCO gets sat-
isfied with the compli-
ance report, the Walled
City area of Jaipur will
be able to retain its title
of World Heritage.
On the other hand,
there will be a Smart
City award ceremony in
Jaipur where Chief
Minister Ashok Gehlot
will be the chief guest.

Jaipur: The Gehlot gov-
ernment has provided a
major relief to the roof-
top restaurants running
in various major cities
of the state.
On Thursday, bylaws
have been released by
the Urban Development
and Housing and Self
Governance Depart-
ments for issuing no
objection certificate for
the operation of these
restaurants. Rooftop
restaurants are operat-
ing in many major and
tourist cities of the
state where currently,
there are no safety and
facility rules for run-
ning these restaurants.
Many rooftop res-
taurants do not even
have firefighting pro-
visions, safe evacua-
tion for rescue in times
of disaster and ample
parking space.
The bylaws have
been released to en-
sure that all the re-
quired facilities and
safety measures at the
rooftop restaurants
are complied to.
In this regard, a meet-
ing was held under the
chairmanship of UDH
Minister Shanti Dhari-
wal on November 22.
The bylaws have been
issued based on the de-
cisions taken in the
meeting.

Chief Minister Ashok
Gehlot’s statement on
Union Home Minister
Amit Shah’s recent
visit to Jodhpur and
his silence on the lo-
cust attack in the state,
BJP State President Dr
Satish Poonia said that
the CM has been trying
to evade his responsi-
bilities.
Poonia said that the
farmers and the BJP
representatives had al-
ready appraised the
state government of
the locust attacks way
back in May 2019, but
the state government
had been apathetic to-
wards the same for last
four months, due to
which the farmers had
to bear huge losses.
Poonia further added
that Home Minister
Amit Shah and Finance
Minister Nirmala Sita-
raman were informed
about the farmers’
plight, during their re-
cent visit to the state.

the same. The issue has
also been discussed
with state’s Union Min-
istersPrakashJavdekar,
Arjun Meghwal, Gajen-

commented on the state
government’s slack at-
titude towards rising
problems of farmers,
women and youth. Tak-
ing a dig at CM Gehlot,
Poonia said that may be
he (Gehlot) has been
waiting for a formal
statement from the
Deputy CM on this.
Speaking on the issue
of infant deaths in
Kota, Poonia demanded
that health minister
Raghu Sharma should
resign from his post, ac-
cepting the failure to
control the situation.

Jaipur: Jaipur Police
(West) succeeded in ar-
resting most wanted
criminal, Sagar Singh,
who has been abscond-
ing after murdering
Mahaveer Meena. He
had killed Meena in
broad daylight on Octo-
ber 5, in Loha Mandi
area of Harmada.
Singh was also want-
ed for cases of opening
fire on history sheeter
Chandra Singh and his
ally Sarjeet Singh on
October 7, in Jhotwara
area. The police had
placed an award of Rs
5000 on him.
The arrest happened
after the cops got a tip
off on the suspicious
movement of two mis-
creants—Mukesh Gos-
wami and Sangram
Singh—in Kardhani
area where both were
eventually arrested
possessing illegal arms
and pistols. On interro-
gation, both agreed to
be involved in planning
a serious crime in as-
sociation with Sagar
Singh and his allies.
Taking clue from this
tip, the police arrested
Singh and three others,
although one Bhagwan
Singh managed to es-
cape.
DCP Kavendra Sagar
informed that Sagar
Singh was looking out
for an opportunity to
kill history sheeter
Chandra Singh and
that he was imperson-
ating as a police official
in his locality.
Speaking about oth-
er miscreants, addi-
tional DCP Bajrang
Singh informed that
Mukesh Goswami had
been absconding soon
after getting a parole in
the last month. He was
earlier serving a life
imprisonment sen-
tence from 2015 for his
involvement in the
Gurjar Murder case,
and also that there was
an award of Rs 5000
placed on him as well.
According to reports,
Sangram is undertrial
for seven cases against
him and Sagar is un-
dergoing trial in six
cases. Mukesh Goswa-
mi has more than 13
cases registered
against him.

(RSS) Sah Sarkaryawah
Dattatreya Hosabale is
on a two-day visit to
Jaipur from Thursday.
This visit is taking
place in view of the im-
portant meeting of the
Sangh. In the meeting
held at Seva Sadan, all
India level officials and
campaigners from dif-
ferent wings of the RSS
are invited. In the meet-
ing, discussions were
done on the works being
done by these wings.
The officials, includ-
ing Prem Kumar, Dr
Dinesh, Gopala Arya,
Sunil Goswami, Som-
nath, Rajesh Deshkar
and Rajkumar Matole
were present in the
meeting. The outline of
the upcoming events to
be held throughout the
year was also discussed
on Thursday.
It may be noted that
during the two-day
meeting discussions
will also be held on RSS
Seva Sangam which
will be organised on
March 27, 28 and 29.

run for the online

process is being done
by the intelligence de-
partment since the

thority. At present,
the police station

process is offline af-

Jaipur: The health of
one of the five farmers,
who buried themselves
neck-deepintheground
over the alleged land
acquisition by the
Jaipur Development
Authority (JDA) for a
housing project, dete-
riorated on Thursday
but he refused to leave
the protest site at
Nindar village.
Demanding that their
land be acquired as per
the revised Land Acqui-
sition Act and compen-
sation be given accord-
ingly, farmers from the
village located on the
outskirts of Jaipur are
holding ‘Zameen Sama-
dhi Satyagrah’.
As part of the pro-
test, five people have
taken ‘Zameen Sama-
dhi’ (burying them-
selves neck-deep in the
ground) in the past two
days.
“Health of one of the
protesters deteriorated
but an officer of the
JDA met us on Thurs-
day. We have apprised
him of our demands. He
has asked one-day time
to reply,” Nagendra Sin-
gh Shekhawat, leader
of Nindar Bachao Yuva
Kisan Sangarsh Samiti,
said. “We will continue
to hold satyagrah and
more people will take
‘Zameen Samadhi’ till
the reply from the JDA
comes. If the response
is positive then our dia-
logue with the govern-
ment will proceed,” he
said.
Protesters are de-
manding that state gov-
ernment should imple-
ment the amended Land
Acquisition Act in the
state, which was passed
by the Congress govern-
ment at the Centre and
acquire land as per it.
Shekhawat said
farmers will not let the
government acquire
the land as per the pre-
vious Land Acquisition
Act, which was running
in the country since
British rule.
The Jaipur Develop-
ment Authority, in a
statement, had said that
it would issue allotment
letters to farmers af-
fected due to the Nindar
Housing Scheme with
mutual understanding.
Deputy Commission-
er Manish Fauzdar said
those farmers who have
surrendered their land
for the housing scheme
will soon be issued al-
lotment letters and
those who have not yet
surrendered their land
will be issued letters
with mutual consent.
The farmers had
launched a similar pro-
test in October 2017 and
some of them had even
gone on a hunger strike.
The protesters are
against the acquisition
of more than 1,300
bighas of land for a
housing project.
The JDA has taken
possessionof 600bighas
of land so far and de-
posited Rs 60 crore in a
local court as compen-
sation for it after villag-
ers refused to accept the
amount, claiming it did
not hold up to the pre-
vailing market rates.
Around 10,000 houses
will be built under the
scheme, which was an-
nounced in January

sub committee for regu-
larising contractual
workers. The total num-
ber of contract workers
currently working is
believed to be above 1
lakh. In this regard, a
meeting of the sub-com-
mittee was held under
the chairmanship of
Energy Minister BD
Kalla on Thursday.
An agreement was
made for filling 10,029
posts under NREGA Re-
cruitment 2013. Out of
these, 365 posts are un-
der court review and
Finance Department
has given approval for
the same.
Minister Govind Sin-
gh Dotasara said after
receiving the complete
data of contract staff,
figures of vacant posts
are being collected so
that these workers can
be accommodated.
Kalla said that the fi-
nal report will be given
to the Cabinet after the
next few meetings. Gov-
ernment will fulfill the
promise made in its
manifesto, of making
contract workers per-
manent.

Udaipur: IIM Udaipur
is organising its third
edition of annual
‘Udaipur Runs’ at Fateh
Sagar Lake on January
12 on the theme ‘Run
with the Jawans’ where-
in 200 Jawans will par-
ticipate in the event.
The run will be held in
categories under the
stretch of 3.5km, 6km,
and 8.2km.
The last edition of
Udaipur Runs had a
footfall of around 2000
people with more than
1200 participating in
the run encompassing
IIM-U students. This ex-
ponential increase in
the footfall made
Udaipur Runs the sec-
ond largest run of
Udaipur in two years.
Before the event,
Prof Janat Shah, Direc-
tor, IIM Udaipur said,
“Udaipur Runs is grow-
ing exponentially with
the youth participating
in high numbers. The
social cause associated
with this important
event echoes with the
core values that the in-
stitution upholds.”
The run will be
flagged off by Prof

Jaipur: A helper at a
power distribution
company was arrested
in Rajsamand district
on Thursday for alleg-
edly taking a bribe of
Rs 4,500, an Anti-Cor-
ruption Bureau spokes-
person said.
The accused identi-
fied as Roshan Lal was
posted at the office of
the assistant engineer
in Amet area of the dis-
trict.
Lal had demanded
the bribe to tighten
loose electricity cables
passing through the
fields of the complain-
ant Kishan Singh.
After the complaint
was verified, the ac-
cused was arrested and
the bribe money was
recovered from him. A
case has been regis-
tered under sections of
the Prevention of Cor-
ruption Act and further
investigation in the
matter is underway.

swara, Electricity De-
partment Assistant En-
gineer (City) Second
Office Lineman Gulab
Yadav was arrested
while taking a bribe of
Rs 2000 on Thursday.
The complainant
Ramesh Goda had pre-
sented a report at ACB
office Banswara that
Yadav was demanding a
bribe of Rs 4,000 for
changing the house me-
tre and reducing the
fine. After that, the final
amount was negotiated
to Rs 3,000.
At the time of com-
plaint verification, Rs
1,000 were given to the
accused, while the re-
maining amount was
provided on Thursday
during the trap laid by
the ACB. The ACB team

problems. While talk-
ing to the media, Jatav

Dausa: Miscreants who
stole two bikes from a
house in Ramgarh vil-
lage under Mahwa po-
lice station, shot a
youth Laxman Singh,
who was chasing them
in a car on Wednesday
night. The bullet broke
the glass of the car and
hit his ear. The youth
was severely injured in
the accident as the glass
went into his eye and
was referred to Jaipur
in critical condition af-
ter first aid.
According to the po-
lice, four miscreants
reached Laxman Sin-
gh’s residence in Ram-
garh on two bikes. They
broke the lock of the
main gate of the house
and stole two bikes
parked there. Hearing
the sound of the bikes’
engines, a woman in-
formed the family. After
that, Lakshman and
two others chased them
in a car and found them
on Ramgarh Road.
After being sur-
rounded, the accused
opened fire on Laxman
and fled from the spot.
The injured youth was

Meanwhile, ministry
of external affairs
spokesperson Raveesh
Kumar said that a simi-
lar visit to Kashmir
could be organised in
future, including for the
EU envoys, who were
not a part of this dele-
gation.
“The visit of 15 for-
eign envoys to J and K
is being facilitated by
the Government of In-
dia. Envoys were from
US, South Korea, Viet-
nam, Bangladesh, Mal-
dives, Morocco, Fiji,
Norway, Philippines,
Argentina, Peru, Niger,
Nigeria, Togo and Guy-
ana,” MEA spokesper-
son Raveesh Kumar
said in a weekly brief-
ing here.
“Their first meeting
was with security offi-
cials to get a sense of
security situation in
J&K, and also threat
posed by terrorism in
maintaining peace. The
objectiveof thevisitwas
to let the envoys see first
hand the efforts which
have been made by gov-
ernments to normalise
the situation,” he said.

border, local militants
and separatist organisa-
tion had held the civil-
ians captive in the re-
gion and it would have
been “foolish” if the
government would not
have taken preventive
steps to secure the lives
of citizens.

FOREIGN
ENVOYS TO
THE VALLEY
n the middle of harsh winter, the
Indian government is trying to
warm up to the idea of giving ac-
cess to foreign diplomats to Jam-
mu & Kashmir. Though the oppo-
sition and envoys of the European Union
have criticised the visit of 15-member delega-
tion to the Union Territory on Thursday as a
‘guided tour’, the Indian government is mov-
ing in the right direction by at least making
an attempt to change the narrative on the
Valley since its decision in August to read
down Article 370 and strip the erstwhile state
of its special status.
The aftermath of the August decision has
not been entirely on expected lines for India.
Though countries like the US have called the
decision to read down the controversial Arti-
cle as India’s internal matter, a section of the
foreign media has been relentless in its criti-
cism not only of the amendment but also of
the restrictions imposed on the Valley. Some
of the newspapers and magazines in the US
haverunasustainedcampaigntoaccuseIndia
of breach of the promise made to Kashmiris
while signing the Instrument of Accession
and a severe clampdown on civil liberties and
rights. Since these newspapers and magazines
are among the top opinion-builders in the US,
their campaign has hurt Indian interests.
The decision to take a delegation compris-
ing an envoy from the US will help in changing
the narrative and telling the Indian side of the
story to the audience in the West. In this con-
text, the government has been wise in letting
the delegation meet a former minister and
representatives of local bodies and panchay-
ats. Though leaders of the National Confer-
ence and the People’s Democratic Party have
“dared” the government to allow delegates
access to their top leaders, their argument pre-
supposes they are the sole representatives of
Kashmiri interests and is, thus, flawed.
The Panchayat elections had, after all, wit-
nessed a respectable turnout and its winners
enjoy a fair amount of legitimacy.India’s geo-
political concerns and demographic balance
make it impossible for New Delhi to give up its
hold on the Valley. Having invested more than
seven decades in Kashmir and fought several
wars with Pakistan, India just can’t let the Un-
ion Territory go. But, the challenge for India
is to convince the West and the people of Kash-
mir of its security concerns and political com-
pulsions.
India needs to consistently engage the West
and strive for normalcy in the region. Trying
to set the narrative through visits by envoys
is a good beginning. But, New Delhi should
also consider removing restrictions—like the
ban on mobile internet—that is still in force
in the Valley. Once that happens, New Delhi’s
critics would find it difficult to sustain their
campaign against India.
IN-DEPTH
I t’s a question I hear increas-
ingly these days. International
news media report on repres-
sion in Kashmir, mounting
Hindu chauvinism, wide-
spread protests against new
laws, assaults on women, and
more. The India the world once
celebrated – the world’s fastest-
growing free-market liberal
democracy – seems to be giving
way to a violent, intolerant, il-
liberal autocracy.
The reports are true, and the
picture they paint is not a pret-
ty one. But India’s well-wishers
should not give up on the coun-
try. The democratic opposition
is fighting back, buoyed by the
support of young people pro-
testing spontaneously, and not
at the behest of any political
party, against the excesses of
Prime Minister Narendra
Modi’s Bharatiya Janata Party
(BJP) government. Democracy
has deep roots in India, and it
will not collapse without a fight
from the country’s many inde-
pendent institutions and politi-
cally aware citizens.
India’s current predicament
is the culmination of three dec-
ades of evolving trends in In-
dian politics. Eight stand out.
First, there have been the so-
cial consequences of deepen-
ing democracy. Viewed by
many observers as a fragile
transplant at independence in
1947, democracy has become
deeply entrenched, empower-
ing previously marginalized
castes and communities.
Thanks to the implementation
of the Mandal Commission
proposal in 1989 to provide
“reservations,” or quotas, in
government jobs, universities,
and the like to the “Other Back-
ward Classes” (such set-asides
already existed for Dalits, once
outcastes, and tribals, India’s
aboriginal people), the former
underclass has become a po-
tent political force. Three gen-
erations of political empower-
ment, including of people with
modest educational attain-
ment, Hindi mother tongue,
and small-town backgrounds,
ended the dominance of the ur-
ban, anglophone elite that had
established liberal secularism
as India’s ruling ethos. A differ-
ent mentality now prevails in
power.
Second, there has been a
backlash against cultural glo-
balization. India, like Turkey
and the United States, has wit-
nessed growing resentment of
cosmopolitan secular elites,
with their Westernized life-
styles and perception of them-
selves as global citizens. Indian
social conservatism shuddered
at the breakdown of social and
sexual mores, depicted in films
and television shows. Tradi-
tionalists recoiled at women
going to work, dressed in jeans
and other non-Indian clothing,
returning home late at night
after shifts in call centers at-
tuned to Western business
hours, freed from the bonds
and the bounds of local social
custom.
Third, there has been a re-
volt against the political insid-
er class. The denizens of “Lu-
tyens’ Delhi,” shorthand for
the government enclave in the
heart of the capital where the
high and mighty lived, were
seen by their challengers as
corrupt, complacent, ineffi-
cient, and resistant to change.
The first decade of the twenty-
first century was marked by a
growing rejection of all they
stood for, including liberalism,
secularism, political “insider
trading,” and sub-optimal gov-
ernance. This sentiment was
captured in the 2011 protests of
the Gandhian leader Anna Haz-
are. The protesters’ demand
that the country be cleansed of
its corrupted ruling class con-
tributed significantly to Modi’s
victory in 2014.
Fourth, the liberalization of
the statist Indian economy
from 1991 onwards, in response
to global market realities, led to
the empowerment of an in-
creasingly wealthy business
community that was anxious
to see more obstacles removed
and rent-seekers eliminated,
and willing to finance political
change to make it happen.
Modi and the BJP benefited
from this, too, not least in gen-
erous funding from the capital-
ist nouveaux riches.
Fifth, the worldwide phe-
nomenon of increasing religi-
osity over the last quarter-cen-
tury found its counterpart in
Hindutva revivalism. Partly
this was in reaction to the prop-
agation of Wahhabi/Salafi the-
ology in shiny new Saudi-fi-
nanced mosques. As Indian
Muslims, too, began more con-
sciously to identify with the
global Muslim umma, they be-
gan to redefine their Islam in
ways that alienated them more
visibly from Hindus.

c o n c e r n e d
about the consequences of
technological develop-
ment. Dystopian narra-
tives abound.
Black Mirror projects
the negative consequences
of social media, while arti-
ficial intelligence turns
rogue in The 100 and Better
Than Us. The potential ex-
tinction of the human race
is up for grabs in Travel-
lers, and Altered Carbon
frets over the separation of
human consciousness
from the body. And Hu-
mans and Westworld see
trouble ahead for human-
android relations.
Narratives like these
have a long lineage. Sci-
ence fiction has been ar-
ticulating our hopes and
fears about technological
disruption at least since
Mary Shelley’s Franken-
stein (1818).
However, as the likes of
driverless cars and robot
therapists emerge, some
previously fictional con-
cerns are no longer imagi-
native speculation. In-
stead, they represent real
and urgent problems.
WHAT KIND OF
FUTURE WE WANT?
Last year, Australia’s
Chief Scientist Alan Fin-
kel suggested that we in
Australia should become
“human custodians”.
This would mean being
leaders in technological
development, ethics, and
human rights.
Finkel isn’t alone in his
concern. But it won’t be
simple to address these is-
sues in the development
of new technology.
Many people in govern-
ment, industry and uni-
versities now argue that
including perspectives
from the humanities and
social sciences will be a
key factor.
A recent report from
the Australian Council of
Learned Academies
(ACOLA) brought togeth-
er experts from scientific
and technical fields as
well as the humanities,
arts and social sciences to
examine key issues aris-
ing from artificial intelli-
gence.
According to the chair
of the ACOLA board,
Hugh Bradlow, the report
aims to ensure that “the
well-being of society” is
placed “at the centre of
any development.”
HUMAN-CENTRED AI
A similar vision drives
Stanford University’s In-
stitute for Human-Cen-
tered Artificial Intelli-
gence. The institute
brings together research-
ers from the humanities,
education, law, medicine,
business and STEM to
study and develop “hu-
man-centred” AI technol-
ogies. The idea underpin-
ning their work is that “AI
should be collaborative,
augmentative and en-
hancing to human pro-
ductivity and quality of
life”.
Meanwhile, across the At-
lantic, the Future of Hu-
manity Institute at the
University of Oxford sim-
ilarly investigates “big-
picture questions” to en-
sure “a long and flourish-
ing future for humanity”.
The centre is set to double
in size in the next year
thanks to a £13.3 million
(A$25 million) contribu-
tion from the Open Phi-

also been arrested, a
senior Goa Crime Branch
official said on Thurs-

New Delhi: Domestic violence against women
figures as the top category of violence against
women in 2018, according to data from the
“Crimes in India - 2018’’ report compiled by the
National Crime Records Bureau. As per the data,
a total of 89,097 cases related to crimes against
women was registered across India in 2018. The
figures indicate not much has improved when
compared to the figure of 86,001 cases regis-
tered under this head in 2017. The crime rate per
lakh women population is 58.8 in 2018.

Bhopal: Madhya
Pradesh continued to
hold on to the dubi-
ous distinction of
having the highest
number of rape cases
registered in the
country for the third
consecutive year in
2018.
Madhya Pradesh
was followed by Ra-
jasthan (4,335), Uttar
Pradesh (3,946), Ma-
harashtra (2,142) and
Chhattisgarh (2,091)
in the number of rape
cases registered, the
report said.
As per the National
Crime Records Bureau
(NCRB) report released
on Wednesday, the state
accounted for a little
over 16 per cent of the
country’s total 33,356
rape cases registered in
2018.
According to the re-
port, as many as 5,433
rape cases, including 54
involving victims below
six years of age, were
reported in Madhya
Pradesh in 2018.
In 2016 and 2017
also, the state had
topped the chart in
terms of the number
of rape cases.
Besides, 2,841 cases
of rape involving vic-
tims below 18 years
of age were reported
in 2018 in the state.
Of these, in 54 cases,
the victims were be-
low six years of age,
while 142 victims
were in the age group
of 6 to 12 years.
The data also said
that in 1,143 cases in the
state in 2018, the vic-
tims were in the age
group of 12 to 16, while
in 1,502 cases they were
between 16 and 18 years
of age.
In 2016, in 2,479 rape
cases the victims below
18 years of age in Mad-
hya Pradesh. They in-
cluded 39 girls below six
years of age.
As many as 3,082 cas-
es of rape with girls be-
low 18 years, including
50 below six years of
age were reported in

He was also advised to reach out to teachers and students. “It is shocking that the VC is adamant on not implementing the government proposal. This attitude is deplor- able and in my opinion such a VC should not be allowed to continue on this post,” Joshi tweet- ed. The HRD Ministry, however, ruled out his removal saying sacking him is not the solution but addressing the core issues on campus. New Delhi: While a section of JNU stu- dents agitating over hostel fee hike took out a march to the HRD Ministry on Thursday, the “non-agitating” stu- dents are still in a di- lemma whether to reg- ister for a new semester or not due to lack of clarity on the fee amount being finally charged. After the hostel fee hike was announced by JNU last November, there has been a series of consultations and “partial-rollbacks” and “waivers” with the stu- dents taking to the streets boycotting ex- ams, prompting the HRD Ministry to inter- vene for resolution of the issues. The university, how- ever, began the registra- tion process for the se- mester from January 1. While the administra- tion officials including VC M Jagadesh Kumar have repetitively main- tained that students are not being charged utili- ty and service expenses, there has been no offi- cial notification, which has caused confusion. “I have nothing to do with protests. I don’t go to any but I haven’t reg- istered yet. I have no clue what is being charged ultimately. One person says something, another says something else,” said a student. The students’ union had refused to accept it saying they wanted a complete roll back in- cluding the increased room rent. However, when the registrations were started, students were told that there is no utility and service charge but the varsity has not issued any noti- fication yet. The country is go- ing through difficult times and there is so much violence that endeavour should be for peace, the Su- preme Court observed on Thursday while refusing to entertain a plea seeking the Cit- izenship Amendment Act be declared con- stitutional. The bench, also com- prising justices B R Gavai and Surya Kant, said it will hear the pe- titions challenging va- lidity of CAA when the violence stops. “There is so much of violence going on. The country is going through difficult times and the endeavour should be for peace... Abhishek Shrivastava Jaipur: The Gehlot gov- ernment has provided a major relief to the roof- top restaurants running in various major cities of the state. On Thursday, bylaws have been released by the Urban Development and Housing and Self Governance Depart- ments for issuing no objection certificate for the operation of these restaurants. Rooftop restaurants are operat- ing in many major and tourist cities of the state where currently, there are no safety and facility rules for run- ning these restaurants. Many rooftop res- taurants do not even have firefighting pro- visions, safe evacua- tion for rescue in times of disaster and ample parking space. The bylaws have been released to en- sure that all the re- quired facilities and safety measures at the rooftop restaurants are complied to. First India News Jaipur: Jaipur Police (West) succeeded in ar- resting most wanted criminal, Sagar Singh, who has been abscond- ing after murdering Mahaveer Meena. He had killed Meena in broad daylight on Octo- ber 5, in Loha Mandi area of Harmada. Singh was also want- ed for cases of opening fire on history sheeter Chandra Singh and his ally Sarjeet Singh on October 7, in Jhotwara area. The police had placed an award of Rs 5000 on him. The arrest happened after the cops got a tip off on the suspicious movement of two mis- creants—Mukesh Gos- wami and Sangram Singh—in Kardhani area where both were eventually arrested possessing illegal arms and pistols. On interro- gation, both agreed to be involved in planning a serious crime in as- sociation with Sagar Singh and his allies. Taking clue from this tip, the police arrested Singh and three others, although one Bhagwan Singh managed to es- cape. DCP Kavendra Sagar informed that Sagar Singh was looking out for an opportunity to kill history sheeter Chandra Singh and that he was imperson- ating as a police official in his locality. Speaking about oth- er miscreants, addi- tional DCP Bajrang Singh informed that Mukesh Goswami had been absconding soon after getting a parole in the last month. He was earlier serving a life imprisonment sen- tence from 2015 for his involvement in the Gurjar Murder case, and also that there was an award of Rs 5000 placed on him as well. Demanding that their land be acquired as per the revised Land Acqui- sition Act and compen- sation be given accord- ingly, farmers from the village located on the outskirts of Jaipur are holding ‘Zameen Sama- dhi Satyagrah’. As part of the pro- test, five people have taken ‘Zameen Sama- dhi’ (burying them- selves neck-deep in the ground) in the past two days. “Health of one of the protesters deteriorated but an officer of the JDA met us on Thurs- day. We have apprised him of our demands. He has asked one-day time to reply,” Nagendra Sin- gh Shekhawat, leader of Nindar Bachao Yuva Kisan Sangarsh Samiti, said. “We will continue to hold satyagrah and more people will take ‘Zameen Samadhi’ till the reply from the JDA comes. If the response is positive then our dia- logue with the govern- ment will proceed,” he said. Protesters are de- manding that state gov- ernment should imple- ment the amended Land Acquisition Act in the state, which was passed by the Congress govern- ment at the Centre and acquire land as per it. Shekhawat said farmers will not let the government acquire the land as per the pre- vious Land Acquisition Act, which was running in the country since British rule. The Jaipur Develop- ment Authority, in a statement, had said that it would issue allotment letters to farmers af- fected due to the Nindar Housing Scheme with mutual understanding. Deputy Commission- er Manish Fauzdar said those farmers who have surrendered their land for the housing scheme will soon be issued al- lotment letters and those who have not yet surrendered their land will be issued letters with mutual consent. The farmers had launched a similar pro- test in October 2017 and some of them had even gone on a hunger strike. The protesters are against the acquisition of more than 1,300 bighas of land for a housing project. The JDA has taken possessionof 600bighas of land so far and de- posited Rs 60 crore in a local court as compen- sation for it after villag- ers refused to accept the amount, claiming it did not hold up to the pre- vailing market rates. An agreement was made for filling 10,029 posts under NREGA Re- cruitment 2013. Out of these, 365 posts are un- der court review and Finance Department has given approval for the same. First India News Udaipur: IIM Udaipur is organising its third edition of annual ‘Udaipur Runs’ at Fateh Sagar Lake on January 12 on the theme ‘Run with the Jawans’ where- in 200 Jawans will par- ticipate in the event. First India News Jaipur: A helper at a power distribution company was arrested in Rajsamand district on Thursday for alleg- edly taking a bribe of Rs 4,500, an Anti-Cor- ruption Bureau spokes- person said. The accused identi- fied as Roshan Lal was posted at the office of the assistant engineer in Amet area of the dis- trict. Lal had demanded the bribe to tighten loose electricity cables passing through the fields of the complain- ant Kishan Singh. After the complaint was verified, the ac- cused was arrested and the bribe money was recovered from him. A case has been regis- tered under sections of the Prevention of Cor- ruption Act and further investigation in the matter is underway. Meanwhile in Ban- swara, Electricity De- partment Assistant En- gineer (City) Second Office Lineman Gulab Yadav was arrested while taking a bribe of Rs 2000 on Thursday. After that, the final amount was negotiated to Rs 3,000. Though the oppo- sition and envoys of the European Union have criticised the visit of 15-member delega- tion to the Union Territory on Thursday as a ‘guided tour’, the Indian government is mov- ing in the right direction by at least making an attempt to change the narrative on the Valley since its decision in August to read down Article 370 and strip the erstwhile state of its special status. The aftermath of the August decision has not been entirely on expected lines for India. Though countries like the US have called the decision to read down the controversial Arti- cle as India’s internal matter, a section of the foreign media has been relentless in its criti- cism not only of the amendment but also of the restrictions imposed on the Valley. Some of the newspapers and magazines in the US haverunasustainedcampaigntoaccuseIndia of breach of the promise made to Kashmiris while signing the Instrument of Accession and a severe clampdown on civil liberties and rights. Since these newspapers and magazines are among the top opinion-builders in the US, their campaign has hurt Indian interests. The decision to take a delegation compris- ing an envoy from the US will help in changing the narrative and telling the Indian side of the story to the audience in the West. In this con- text, the government has been wise in letting the delegation meet a former minister and representatives of local bodies and panchay- ats. Though leaders of the National Confer- ence and the People’s Democratic Party have “dared” the government to allow delegates access to their top leaders, their argument pre- supposes they are the sole representatives of Kashmiri interests and is, thus, flawed. The Panchayat elections had, after all, wit- nessed a respectable turnout and its winners enjoy a fair amount of legitimacy.India’s geo- political concerns and demographic balance make it impossible for New Delhi to give up its hold on the Valley. Having invested more than seven decades in Kashmir and fought several wars with Pakistan, India just can’t let the Un- ion Territory go. But, the challenge for India is to convince the West and the people of Kash- mir of its security concerns and political com- pulsions. India needs to consistently engage the West and strive for normalcy in the region. Trying to set the narrative through visits by envoys is a good beginning. But, New Delhi should also consider removing restrictions—like the ban on mobile internet—that is still in force in the Valley. Once that happens, New Delhi’s critics would find it difficult to sustain their campaign against India. IN-DEPTH I t’s a question I hear increas- ingly these days. International news media report on repres- sion in Kashmir, mounting Hindu chauvinism, wide- spread protests against new laws, assaults on women, and more. The India the world once celebrated – the world’s fastest- growing free-market liberal democracy – seems to be giving way to a violent, intolerant, il- liberal autocracy. The reports are true, and the picture they paint is not a pret- ty one. But India’s well-wishers should not give up on the coun- try. The democratic opposition is fighting back, buoyed by the support of young people pro- testing spontaneously, and not at the behest of any political party, against the excesses of Prime Minister Narendra Modi’s Bharatiya Janata Party (BJP) government. Democracy has deep roots in India, and it will not collapse without a fight from the country’s many inde- pendent institutions and politi- cally aware citizens. India’s current predicament is the culmination of three dec- ades of evolving trends in In- dian politics. Eight stand out. First, there have been the so- cial consequences of deepen- ing democracy. Viewed by many observers as a fragile transplant at independence in 1947, democracy has become deeply entrenched, empower- ing previously marginalized castes and communities. Thanks to the implementation of the Mandal Commission proposal in 1989 to provide “reservations,” or quotas, in government jobs, universities, and the like to the “Other Back- ward Classes” (such set-asides already existed for Dalits, once outcastes, and tribals, India’s aboriginal people), the former underclass has become a po- tent political force. Three gen- erations of political empower- ment, including of people with modest educational attain- ment, Hindi mother tongue, and small-town backgrounds, ended the dominance of the ur- ban, anglophone elite that had established liberal secularism as India’s ruling ethos. A differ- ent mentality now prevails in power. Second, there has been a backlash against cultural glo- balization. India, like Turkey and the United States, has wit- nessed growing resentment of cosmopolitan secular elites, with their Westernized life- styles and perception of them- selves as global citizens. Indian social conservatism shuddered at the breakdown of social and sexual mores, depicted in films and television shows. Tradi- tionalists recoiled at women going to work, dressed in jeans and other non-Indian clothing, returning home late at night after shifts in call centers at- tuned to Western business hours, freed from the bonds and the bounds of local social custom. Third, there has been a re- volt against the political insid- er class. The denizens of “Lu- tyens’ Delhi,” shorthand for the government enclave in the heart of the capital where the high and mighty lived, were seen by their challengers as corrupt, complacent, ineffi- cient, and resistant to change. The first decade of the twenty- first century was marked by a growing rejection of all they stood for, including liberalism, secularism, political “insider trading,” and sub-optimal gov- ernance. This sentiment was captured in the 2011 protests of the Gandhian leader Anna Haz- are. The protesters’ demand that the country be cleansed of its corrupted ruling class con- tributed significantly to Modi’s victory in 2014. Fourth, the liberalization of the statist Indian economy from 1991 onwards, in response to global market realities, led to the empowerment of an in- creasingly wealthy business community that was anxious to see more obstacles removed and rent-seekers eliminated, and willing to finance political change to make it happen. Modi and the BJP benefited from this, too, not least in gen- erous funding from the capital- ist nouveaux riches. Fifth, the worldwide phe- nomenon of increasing religi- osity over the last quarter-cen- tury found its counterpart in Hindutva revivalism. Partly this was in reaction to the prop- agation of Wahhabi/Salafi the- ology in shiny new Saudi-fi- nanced mosques. As Indian Muslims, too, began more con- sciously to identify with the global Muslim umma, they be- gan to redefine their Islam in ways that alienated them more visibly from Hindus. Sci- ence fiction has been ar- ticulating our hopes and fears about technological disruption at least since Mary Shelley’s Franken- stein (1818). However, as the likes of driverless cars and robot therapists emerge, some previously fictional con- cerns are no longer imagi- native speculation. In- stead, they represent real and urgent problems. WHAT KIND OF FUTURE WE WANT? Last year, Australia’s Chief Scientist Alan Fin- kel suggested that we in Australia should become “human custodians”. This would mean being leaders in technological development, ethics, and human rights. Finkel isn’t alone in his concern. But it won’t be simple to address these is- sues in the development of new technology. Many people in govern- ment, industry and uni- versities now argue that including perspectives from the humanities and social sciences will be a key factor. A recent report from the Australian Council of Learned Academies (ACOLA) brought togeth- er experts from scientific and technical fields as well as the humanities, arts and social sciences to examine key issues aris- ing from artificial intelli- gence. According to the chair of the ACOLA board, Hugh Bradlow, the report aims to ensure that “the well-being of society” is placed “at the centre of any development.” HUMAN-CENTRED AI A similar vision drives Stanford University’s In- stitute for Human-Cen- tered Artificial Intelli- gence. Bhopal: Madhya Pradesh continued to hold on to the dubi- ous distinction of having the highest number of rape cases registered in the country for the third consecutive year in 2018. Madhya Pradesh was followed by Ra- jasthan (4,335), Uttar Pradesh (3,946), Ma- harashtra (2,142) and Chhattisgarh (2,091) in the number of rape cases registered, the report said. As per the National Crime Records Bureau (NCRB) report released on Wednesday, the state accounted for a little over 16 per cent of the country’s total 33,356 rape cases registered in 2018. According to the re- port, as many as 5,433 rape cases, including 54 involving victims below six years of age, were reported in Madhya Pradesh in 2018. In 2016 and 2017 also, the state had topped the chart in terms of the number of rape cases. Besides, 2,841 cases of rape involving vic- tims below 18 years of age were reported in 2018 in the state. Of these, in 54 cases, the victims were be- low six years of age, while 142 victims were in the age group of 6 to 12 years. The data also said that in 1,143 cases in the state in 2018, the vic- tims were in the age group of 12 to 16, while in 1,502 cases they were between 16 and 18 years of age. In 2016, in 2,479 rape cases the victims below 18 years of age in Mad- hya Pradesh. They in- cluded 39 girls below six years of age.
