This document discusses the relationship between vaccine potency test results against homologous and heterologous foot-and-mouth disease virus strains and the r1-value correlation between their antigenic profiles. A literature review found studies where vaccines with higher potency against the homologous strain also had higher potency against heterologous strains, correlated with higher r1-values. The results suggest r1-values can predict cross-protection and vaccines need a minimum homologous potency level to provide sufficient protection against outbreak strains given a certain r1-value. Improving vaccine quality and consistency in r1-values was recommended.
