HOW TO USE THIS COMPETENCY- BASED LEARNING MATERIALS
Welcome!
The unit of competency, PLAN AND DEVELOP EVENT PROPOSAL OR BID, is one of
the competencies of EVENTS MANAGEMENT SERVICES NC III, a course which
comprises the knowledge, skills and attitudes required for a TVET trainer to possess.
The module PLANNING AND DEVELOPING EVENT PROPOSAL OR BID,
contains training materials and activities related to Interpret event brief , Develop proposal
and bid details, Develop bid materials, Submit or present the bid or proposal on time for
you to complete.
In this module, you are required to go through a series of learning activities in order to complete
each learning outcome. In each learning outcome are Information Sheets, Self-Checks,
Operation Sheets and Task/Job Sheets. Follow and perform the activities on your own. If you
have questions, do not hesitate to ask for assistance from your facilitator.
Remember to:
• Work through all the information and complete the activities in each section.
• Read information sheets and complete the self-check. Suggested references are included to
supplement the materials provided in this module.
• Most probably, your trainer will also be your supervisor or manager. He is there to support
you and show you the correct way to do things.
• You will be given plenty of opportunities to ask questions and practice on the job. Make sure
you practice your new skills during regular work shifts. This way, you will improve your
speed, memory and your confidence.
• Use the Self-Checks, Operation Sheets or Task or Job Sheets at the end of each section to test
your own progress. Use the Performance Criteria Checklist or Procedural Checklist located
after the sheet to check your own performance.
• When you feel confident that you have had sufficient practice, ask your Trainer to evaluate
you. The results of your assessment will be recorded in your Progress Chart and
Accomplishment Chart.

MODULE CONTENT
UNIT OF COMPETENCY : PLAN AND DEVELOP EVENT PROPOSAL OR BID
MODULE TITLE : PLANNING AND DEVELOPING EVENT PROPOSAL
OR BID
MODULE DESCRIPTION : This unit covers the knowledge, skills, behavior and
motivations required to plan and develop proposals and bids for
the staging of meetings and events. Depending on the context,
this role could be performed by a wide range of individuals
including event managers, local or regional tourism managers,
venue managers and marketing managers.
NOMINAL DURATION : 8 hours
SUMMARY OF LEARNING OUTCOMES:
Upon completion of the module the student trainees must be able to:

LO3. Develop bid materials
LO4. Submit or present the bid or proposal on time
ASSESSMENT CRITERIA:
1.1 Contents of the event brief are accurately interpreted and the company’s capacity to
meet stated requirements is assessed.
1.2 Action required for the development of the proposal or bid is identified and planned.
1.3 Liaison with customer is undertaken to clarify requirements when appropriate.
1.4 Details for inclusion in the proposal/bid are developed after consultation with
suppliers and other relevant agencies.
1.5 Options to meet and, where possible, exceed the expectations of the customer are
developed, including integration of current and emerging technology.
1.6 Possible competitors are evaluated and strategies to address competitive issues are
developed.
1.7 Bid materials are prepared within the designated time lines in accordance with the
requirements of the brief.
1.8 Materials are presented in a format that maximizes the use of presentation and
promotional techniques.
1.9 The proposal/bid is delivered within the prescribed time line.
1.10Proposal/bid presentation is conducted with maximum visual/retention impact.

Top 10 Tips to Create a Bid Proposal
What is a bid proposal?
Primarily, a bid proposal is very specific summary of why you are qualified to undertake the
job. It does more than initiate a friendly greeting to the buyer and express interest in the job.
Your bid proposal allows you to state what your qualifications are and how your background
would allow you to perform the
specific job with excellence, accuracy, and on deadline.
Your qualifications may include:
1) Skills
2) Education
3) Past projects
4) Experience
5) Results
As to specifics, it’s essential that you specify how much you’re bidding for a project (in dollars
or in other currency) and how long you will need to accomplish it (in turnaround time).
How the bidding process works
Once you have posted a new proposal, the job site immediately notifies the project owner
(buyer). The buyer has the choice to select a writer based on qualifications, experience, price,
and other individual factors.
Before you formulate a competitive bid proposal, realize that buyers will evaluate you based on
criteria such as relevant skills, performance rating, and completion rate. You will have an eye
on the job, and the buyer’s eyes will also be on you!
How to present your bid
A successful bid proposal persuades the buyer to award the job to you. Although you have little
to no control over whom the buyer chooses, you have complete control over how you write and
present your bid.

Tip #1: Don’t bid on every project.
To bid or not to bid—that is the empirical question! Honestly, you don’t have to exhaust
yourself by bidding on every single project. Did you know Freelancer.com has over 2,000
writing-related jobs on which to bid at any given time? Obviously, you can only bid on a small
fraction of jobs. You can always expect more promising jobs to
come your way. If you’ve worked in a dynamic environment such as Freelancer.com or
Elance.com, you’ll notice each time you log into your account, buyers across the world are
posting new jobs.
Tip #2: Always read the project details beforehand.
In every writing assignment, the specs are important. Included in the project details, the buyer
specifies exactly what the project includes and what he expects the freelancer to accomplish.
In assessing the buyer’s job description, ask the following questions: Do you qualify for the
niche? Can you write on the
topic with expertise? If you say Yes! on both counts, include relevant samples or references
along with your bid.
Tip #3: Avoid scripted bid proposals.
Scripted bid proposals sound too mechanical. The most INEXPERIENCED freelancers write
hackneyed bid proposals. When your bid looks and sounds the same as all the other bids, you
sound like you’re only interested in winning the project itself and not meeting your buyer’s
standards and expectations.
Here is one more tip: Never just post a resume as a substitute for writing a competent,
conversational bid proposal. Posting just a resume in reply to a job opening is a lazy (and
foolish) way of showing you do not know how to address the buyer’s specific needs. Sure, you
can post your resume as part of your portfolio or samples, but not as a way of addressing the
buyer directly.
Tip #4: Don’t sound impersonal.
Since scripted proposals sound forced, they also come across as artificial. Impersonal in
approach, they generally fail to impress or appeal to a client’s sense of
approval.
Tip #5: Avoid being too hasty in committing your time.
Although there’s a sense of urgency to bidding, you should never be too hasty. Never commit
to a project unless you’re prepared to deliver. Since the element of time is a crucial factor,
think ahead and plan your schedule in order to meet all your deadlines.

Tip #6: Try not to underbid your fellow writers.
It’s reasonable to place a bid higher or lower than the competition, but it’s
unreasonable to bid way too high or way too low. Put simply, the latter tilts the balance in your
favor, more often than not at the expense of quality.
Instead, capitalize on your strengths and credentials. In the long run, this practice encourages
healthy competition and preserves the reputation of freelance writers as professionals.
Tip #7: Do a check on your buyer’s history.
Busy as you are, it pays to do a little background check. (Who knows? The
buyer may be doing the same thing on you as a bidder!)
As a reference, read previous reviews and look for positive feedback. Find out the number and
nature of similar jobs the buyer has successfully completed in partnership with writers.
Tip #8: Likewise, check out your competitor’s reputation.
To have a clearer profile on the probabilities (the success and failure rate) of the buyer
awarding the project to you, check out who else is bidding. This keeps you on your toes as to
pricing and performance.
Tip #9: Don’t forget to proofread your bid!
Haste makes waste, so don’t rush into prematurely posting your bid. As a final check, avoid
misspelled names and typographical errors.
Tip #10: Avoid taking a rejection personally.
In advance, it helps to know that—try as you may—not every bid gets awarded to you. You
win some; you lose some. Without lowering your expectations, prepare yourself for either an
acceptance or a rejection. Either way, the bottom line is that you know you’ve prepared
and submitted a bid as best as you can.

• It is equally frustrating for seasoned professionals faced with clients who
misunderstand the services offered.
• “Event management” and “event planning” are frequently tossed around
interchangeably even though they are two very different things. Quite simply, planning
and managing are not the same. While the skill sets of these two functions do overlap,
they are two distinct functions. It creates problems for those dealing with clients who
mistakenly think they need an event manager when what they need is an event planner.
And for those clients who are under the impression that all event managers also handle
event planning. So let’s clear up the confusion because it is important that you and your
clients have the same understanding.
Event Planning
Let’s start with event planning. The key operative word here is planning. All events – from
bridal showers to milestone birthday celebrations to big corporate gatherings – begin with a
plan of some sort.
The initial discussions with clients regarding event ideas, themes, desirable dates and budget
guidelines are all part of the event planning process.
Event planning starts at the beginning, from the very early stages of concept and continues all
the way until the actual event takes place. And, honestly, for a few weeks after the event as
event planners wrap up details and handle follow-up items.
Event planning involves working closely with the client to design an event that reflects the
client’s vision of the gathering and meets the event’s objective. Clients who hire an event
planner hire someone to plan all aspects of the event, including the related details and action
items, and to see that event through until its completion.
Event planning responsibilities can include but are not limited to:
• selecting an overall theme for the event
• developing a budget
• selecting a venue
• negotiating hotel contracts
• hiring outside vendors
• planning the menu
• hiring a caterer
• arranging for guest speakers or entertainment
• coordinating transportation
• choosing the color scheme
• developing invitations

Event planning is everything that goes into putting together an event. This function falls under
the larger umbrella of event management.
Event Management
Every type of event is made up of numerous parts that fit together like pieces of a puzzle. All
of those pieces ultimately come together to create an event. Successful events have all of those
related pieces coming together at the right time and the right place, smoothly and efficiently
and according to plan. This process is called event management. It is, in simple terms, project
management of the event itself.
Event management involves creating, coordinating and managing all the different components
of an event as well as the teams of people responsible for each aspect. Some aspects of event
management may include but are not limited to:
• reserving a location for an event
• coordinating outside vendors
• developing a parking plan
• designing emergency contingency plans
• ensuring compliance with health and safety standards
• managing staff responsible for each function
• overseeing execution of an event
• monitoring of the event
• resolving event situations on site
Event Managers and Event Planners Work Together
Defining these two functions is challenging because, not only are they closely related, the
responsibilities often overlap. Individual event planners may offer event management services,
and event managers may also offer event planning.
It all depends on the individual planner or corporate event management team, the venue, and
the event itself.
It is important to understand the differences between the two and to determine which services
you will provide. For example; If you offer event planning services for a large-scale event, you
will work with an event manager who will coordinate your services with those of the catering
manager, the audiovisual team, etc. Define your role and the services you will provide and
clearly communicate these to prospective clients to avoid any confusion during the planning
process.

Allocating team members to roles
Teams needs to agree on who is going to carry out which role (role allocation). This need not
be fixed for the lifetime of the team, particularly in operational teams. You could, for example,
rotate the roles so that everyone takes a turn and thus gains experience of the different roles (as
in some forms of democratic team). Or you may want to allocate the crucial roles within the
team to the people who would like to take them, are best qualified to carry them out through
prior or current experience, or even to people who would like to take on an unfamiliar role in
order to gain experience of performing that role.
Whatever protocols you use for allocating roles within your team, you should make sure that
someone performs these roles or, if the roles are not allocated explicitly, that someone in the
team undertakes the tasks.
Team leader
Even where decisions may be taken by the whole team, someone has to take responsibility for
chairing meetings, or their virtual equivalent. In a meeting, this person has responsibility for
clarifying the aims of the meeting and its agenda. They should introduce each item on the
agenda, guide the discussion of the items and then summarise the discussion and decisions
taken. If the team leader has a strong leadership role they will also have a key role to play in
decision making, partitioning of tasks and allocation of activities.

Record keeper
A team needs someone who takes notes in meetings: a team secretary or record keeper. One of
their duties is to keep a record of what decisions have been taken, who is doing what, and the
date of the next meeting. A summary of the meeting, in the form of meeting minutes, will
normally be circulated to the rest of the team by the record keeper. Therefore, the minutes of
the meeting can be seen as the official record of the meeting and can be referred to if decisions
are revisited or are in doubt. In the virtual team setting, the easiest way to emulate this
decision-making function of the meeting is to set a deadline by which an issue must have been
debated and a decision made, by voting if necessary. The team leader can facilitate this
process, with the record keeper recording the decision that is made.
In some operational and project teams, keeping records of issues (or bugs in computer
software) is a significant record-keeping task. Special ‘issue tracking’ software has been
developed that is often used by helpdesk teams or those working in customer support
departments to manage records of issues reported by customers and their resolution. Project
teams engaged in software development might well use a related type of software – bug-
tracking software – to help manage records of errors found, and the steps taken to resolve
them, in the software they are developing.
Document controller
In project teams, the record keeper may coordinate the production of team documents and
reports through managing the different versions of the documents that the team produces. Or
this role could fall to the team leader. If production of documents is a large task or requires
knowledge skills that are held by those with technical roles other than record keeper, then the
role of document controller is needed. While many projects do not have documents as their
end-products (projects in the construction industry and many information technology projects,
for example), most teams will have to produce periodic reports on their activities.
Progress chaser
A team needs someone who is responsible for ensuring that the team is keeping to the schedule
that the team members have set themselves and ensuring that they will meet the external
deadlines that have been given to them. Such a person should monitor progress, ensuring that
everyone is doing what they are supposed to and that all the tasks that need to be completed by
a particular date are on schedule before the deadline and have been completed once the
deadline has passed.
In a small team this may be undertaken by the team leader. In a large team the role of progress
chaser may be supported by a timekeeper who monitors how much time is spent on each item
in team meetings. In synchronous meetings it is easy to spend too much time on the first few
items of a long agenda, leaving too little time to discuss the later items. A timed agenda allots
time to each item. In asynchronous collaboration a similar function may be needed, although
usually an end-time is set for each asynchronous discussion. In this case the timekeeper may

First, inform the audience that there is an earthquake, then advise
everyone to calm down and after that, ask the audience to cover
their heads and lead them to the exit place.
5. What are you going to do if you are conducting event outdoor and
suddenly there’s a report that there is a typhoon on the same date?
Answer:
Before conducting event make sure that we check the weather
forecast on the day of event. If still not working, then we can check
for other options in conducting the event indoor.

your guest asked for more alcohol beverages but you noticed that
the guest is already slurry, clumsy, and intoxicated?
Answer:
First, I will approach and inform the guest in a polite way that the
guest consumed too much of alcohol. Then, offer the guest non-
alcoholic beverages like coffee. Finally, I will assign someone to keep
an eye to the intoxicated guest.

The unit of competency, PLAN AND DEVELOP EVENT PROPOSAL OR BID, is one of the competencies of EVENTS MANAGEMENT SERVICES NC III, a course which comprises the knowledge, skills and attitudes required for a TVET trainer to possess. The module PLANNING AND DEVELOPING EVENT PROPOSAL OR BID, contains training materials and activities related to Interpret event brief , Develop proposal and bid details, Develop bid materials, Submit or present the bid or proposal on time for you to complete. In this module, you are required to go through a series of learning activities in order to complete each learning outcome. In each learning outcome are Information Sheets, Self-Checks, Operation Sheets and Task/Job Sheets. Follow and perform the activities on your own. If you have questions, do not hesitate to ask for assistance from your facilitator. Remember to: • Work through all the information and complete the activities in each section. • Read information sheets and complete the self-check. Suggested references are included to supplement the materials provided in this module. • Most probably, your trainer will also be your supervisor or manager. He is there to support you and show you the correct way to do things. • You will be given plenty of opportunities to ask questions and practice on the job. Make sure you practice your new skills during regular work shifts. This way, you will improve your speed, memory and your confidence. • Use the Self-Checks, Operation Sheets or Task or Job Sheets at the end of each section to test your own progress. CBLM IN EVENTS MANAGEMENT SERVICES NCII CORE 1: PLAN AND DEVELOP EVENT PROPOSAL OR BID Date Developed: February 2021 Document No. 001 Issued by: Page 5 Developed by: Revision # 001 MODULE CONTENT UNIT OF COMPETENCY : PLAN AND DEVELOP EVENT PROPOSAL OR BID MODULE TITLE : PLANNING AND DEVELOPING EVENT PROPOSAL OR BID MODULE DESCRIPTION : This unit covers the knowledge, skills, behavior and motivations required to plan and develop proposals and bids for the staging of meetings and events. Depending on the context, this role could be performed by a wide range of individuals including event managers, local or regional tourism managers, venue managers and marketing managers. NOMINAL DURATION : 8 hours SUMMARY OF LEARNING OUTCOMES: Upon completion of the module the student trainees must be able to: LO1. Interpret event brief LO2. Develop proposal and bid details LO3. Develop bid materials LO4. Submit or present the bid or proposal on time ASSESSMENT CRITERIA: 1.1 Contents of the event brief are accurately interpreted and the company’s capacity to meet stated requirements is assessed. 1.2 Action required for the development of the proposal or bid is identified and planned. 1.3 Liaison with customer is undertaken to clarify requirements when appropriate. 1.4 Details for inclusion in the proposal/bid are developed after consultation with suppliers and other relevant agencies. 1.5 Options to meet and, where possible, exceed the expectations of the customer are developed, including integration of current and emerging technology. 1.6 Possible competitors are evaluated and strategies to address competitive issues are developed. 1.7 Bid materials are prepared within the designated time lines in accordance with the requirements of the brief. 1.8 Materials are presented in a format that maximizes the use of presentation and promotional techniques. 1.9 The proposal/bid is delivered within the prescribed time line. 1.10Proposal/bid presentation is conducted with maximum visual/retention impact.

Document controller In project teams, the record keeper may coordinate the production of team documents and reports through managing the different versions of the documents that the team produces. Or this role could fall to the team leader. If production of documents is a large task or requires knowledge skills that are held by those with technical roles other than record keeper, then the role of document controller is needed. While many projects do not have documents as their end-products (projects in the construction industry and many information technology projects, for example), most teams will have to produce periodic reports on their activities. Progress chaser A team needs someone who is responsible for ensuring that the team is keeping to the schedule that the team members have set themselves and ensuring that they will meet the external deadlines that have been given to them. Such a person should monitor progress, ensuring that everyone is doing what they are supposed to and that all the tasks that need to be completed by a particular date are on schedule before the deadline and have been completed once the deadline has passed. In a small team this may be undertaken by the team leader. In a large team the role of progress chaser may be supported by a timekeeper who monitors how much time is spent on each item in team meetings. In synchronous meetings it is easy to spend too much time on the first few items of a long agenda, leaving too little time to discuss the later items. A timed agenda allots time to each item.
