VRIKSH Certification

Forests in India are a very significant resource for
the environment and industries based on forest
products, making it count among the ten most
forest-rich countries of the world. However, with
numerous advantages of forests, one of the major
problem that is being faced by the wood & wood
related Industries worldwide is of Illegal Logging -
a problem with significant negative impacts on
the economy, environment as well as society
associated with it.
In October 2010 the
European Union
adopted a new timber
regulation act to combat
trade in illegally
harvested timber. This is
one of the major actions
taken under the 2003 EU
Action Plan on Forest
Law Enforcement
Governance and Trade
(FLEGT). Similarly other
international regulations
came into action
focusing on combating
trade in illegally
harvested timber Like
Lacey act, Australian
legality act, Saint
Petersburg declaration
for Russia, Belgium legality act and so on.
After the International regulations came into
practice, buyers started losing their confidence in
Indian wood as there was no foolproof globally
acceptable mechanism that could prove and
validate the legality of wood in India. Due to lack
of an acceptable standard system in India,
questions were raised regarding the authenticity
and legality of wood. In this scenario, the
Handicrafts exporters were the first to feel the heat;
small artisans would have lost their livelihood had
a mechanism not been introduced to trace the
legality & authenticity of wood in India.
In order to deal with these issues, EPCH in 2013
after discussion with stakeholders in woodcraft
manufacturing hubs, decided to formulate an
indigenous due diligence system i.e. VRIKSH for
procurement of timber and timber products.
VRIKSH is a program which is totally based on the
timber legality assessment and verification of the
wood that is procured and managed by the
manufacturers & exporters of Wooden Handicraft
industries in India. Since then, VRIKSH has been a
VRIKSH is fast being recognized by consumers, importers and retailers in all major wooden handicrafts and wooden
furniture market countries. It has received overwhelming response and acceptance from manufacturers and traders based
out of Jodhpur, Jaipur, Saharanpur, Moradabad and their adjoining areas where woodcrafts and furniture are being
manufactured. Over 100 companies are benefitting by getting Vriksh certified and many more are under the certification
process.

In accordance with the international forest law
enforcement governance and trade program, the
European Union Timber Regulations, the US Lacey
Act amendment 2008, The Illegal logging
Prohibition act 2012 and other such global timber
legality verification programs, VRIKSH allows
manufacturers to start implementing their own
responsible sourcing policies which are verified &
checked by the EPCH authorized certification body.
The transformation of timber from the standing
tree to a final product often involves several types

Chain. Each legal owner who makes VRIKSH
business-to-business legality claims about their
product is assessed by the EPCH authorized
certification body on their conformance to the

VRIKSH is fast being recognized by consumers,
importers and retailers in all major wooden
handicrafts and wooden furniture market countries.
It has received overwhelming response and
acceptance from manufacturers and traders based
out of Jodhpur, Jaipur, Saharanpur, Moradabad and
their adjoining areas where woodcrafts and
furniture are being manufactured. To date, over
100 companies are benefitting by getting Vriksh
certified and many more are under the certification
process.
Among recent developments, the Convention on
International Trade in Endangered Species of Wild
Fauna and Flora (CITES) placed the entire genus
Dalbergia spp. in Appendix II of the CITES, thereby
controlling the wooden handicrafts made from
Dalbergia species (Sheesham and Rosewood). The
Govt. of India filed for reservation against this
notification with the CITES secretariat at Geneva
and also proposed Export Promotion Council for
Handicrafts (EPCH) to issue comparable document
in lieu of CITES permit. The reservation has been
accepted and EPCH is the sole authority for
issuing VRIKSH Shipment Certificates to firms
which are exporting wooden handicraft items
made from Dalbergia species.

The NER Theme Presentation at IHGF Delhi Fair-
Spring 2017 has a pleasant aura with
handcrafted, hand woven and handspun all
across the display area featuring 25 participants
from the NER states like Assam, Arunanchal
Pradesh, Manipur, Nagaland, Mizoram,
Meghalaya and Sikkim as well as the region's
welfare organizations like North Eastern
Handloom and Handicrafts Development
Corporation; and Cane & Bamboo Technology
Center, Assam.
A beautiful display of design elements anchored
on trends interpreting various tendencies using
handloom, artistic textiles, silk, cane, bamboo,
water hyacinth, etc. exemplifying green design
sensibilities of manufacturers from India's
'natural raw materials rich' North Eastern States,
is located outside Hall 9 at the India Expo Centre.
This Theme Pavilion curated by renowned
international designer, Mr. PJ Aranador presents
concept settings with products from many
participants, surrounded by individual
participant stalls, with products that are
manifestations of traditional art forms and
connect to the sustainable momentum.
The top three seller categories from the North-
East Region are lighting; storage, bed and bath;
and kitchen & dining. On display from the far
reaches of the North Eastern states are cane and
bamboo based basketry, lamp shades, gift items,
decoratives and utility products as well as
furniture; cushion covers, table runners and
table accessories; artistic textiles, ethnic apparel,
mufflers, shawls and stoles; water hyacinth
products; silk based traditional artistic textiles;
Muga silk stoles; hand loomed artistic textiles;
sitalpatti handbags, jewellery boxes, incense, dry
flowers and hand painted home decoratives;
elegantly crafted bottle jackets, lamps and tea
dispenser jackets made of bamboo; handicrafts
using local materials; and tribal textiles.
The North Eastern Region of India is home to a
large number of tribes and sub-tribes who bring
into this region's export basket, natural and
handmade products from about 450 different
communities. The states here are known for
abundant natural materials such as cane,
bamboo, timber, clay, natural fiber, etc. and take
pride as land of craftsmen whose unique skills
have passed down through generations and have
gracefully incorporated modern eco-friendly
technologies to appeal to the contemporary
consumer and craft connoisseur alike.
Silk is a notable treasure from this part of the
country as manufacturers of products in Muga
and Eri silk report of additions to their export
markets. Eri silk is gathering great demand and
the govt. is also committed to bring necessary
support for recognition & promotion of this silk
which is also popularly known as 'ahimsa' silk.
Among regular exhibitors who are counted
among IHGF Delhi Fair patrons now is Puberun
Sharma who deals in organically dyed, handspun
Muga and Eri silk as well as cotton handloom
stoles. Having been in this profession since 8
years, Puberun appreciates overseas buyers who
value organic and natural products. Amit Debnath
from Tripura brings in bamboo and cane mats as
well as decorative/utility boxes - all carved in wood
from bamboo roots. He works in combination
with Gayama wood found in Tripura.

The North East is replete with many
women entrepreuners and its not just a
fable that every household in this region
has women who know how to weave.
Among regular exhibitors from the North East is
woman entrepreuner, Priyom Hazarika who
works with natural fibers and brings in a plethora
of bags, runners, baskets, mats, purses, wallets,
carry bags and much more tuned for her export
markets in USA, South Africa and China as well
as domestic market in India's metros. Shravanti
Borah, owner of Assam based Enajori that means
'the thread of love' is fuelled by her passion for
reviving the traditional silks of Assam. She deals
in Eri and Muga silk sarees, mekhla chadars and
stoles as well as fabrics, home furnishings, home
linen and made-ups. Each piece is unique: subtly
interwoven in different combinations of soft silk
& wild silk fibers that have been hand dyed with
substances like eucalyptus bark, tea leaves onion
skins, marigold petals, madder root and indigo.
Another woman entrepreneur and regular
exhibitor is Twarita Das who designs,
customizes, manufactures and exports to an
established buyer base in US, France, Australia,
Thailand, Sri Lanka as well as Malaysia.
Handlooms are their forte with products like
cushion covers and stoles. They have also got
selections in exquisite Muga and Eri silk. Lots of
bell metal products, traditional Assamese rice
plates made of bell metal, Eri and Muga silk
fabrics and saris, mulberry and tussar silk fabrics
as well as colorful stoles and traditional
Assamese Mekhala chadors have been offered at
many IHGF Delhi Fairs by an upcoming woman
entrepreuner - Anindita Kalita who is guided and
mentored by her mother. The veteran
entrepreneur from the North East who has
earned years of experience, expertise and
international patrons for her enthusiasm to keep
heirloom traditions alive is Jesmina Zeliang from
Nagaland. Her stall is mostly manned by her son
and heir apparent who shares a similar
enthusiasm towards textile crafts. On display
here are a variety in artistic textiles and
furnishings.
The North Eastern Region of India with distinct
crafts from Arunachal Pradesh, Assam, Manipur,
Meghalaya, Mizoram, Sikkim, Nagaland and
Tripura is projected towards comprehensive
capacity enhancement, skill development &
marketing and increase of employment
opportunities, all aimed at improving livelihood of
artisans of the region. This is being carried out by
EPCH under the "North East Region Textile
Promotion Scheme (NERTPS)" of the Ministry of
Textiles, Govt. of India.

The Indian toy industry is as old and variegated as
its heritage. Nurtured and enriched under the
intellectually rich cultural fibre of India, the range
of toys manufactured here, reflect a rich cultural
diversity.
Play, with emphasis on safety and learning, are the
core foundations for the toy industry in India. India
manufactures toys and games made from a variety
of man-made as well as natural materials, including
rubber, metal, textile, wood, etc. This industry is
predominantly confined to the small scale sector
and is spread all over the country, catering to the
local needs of different parts of India.
In the organized sector, the chief centers for toy
manufacturing are the National Capital Region and
Mumbai.
In India, manufacturing of toys in general, is labour
intensive and utilizes skills of master craftsmanship
as well as creative designing. The Indian toy industry,
fueled by the vast domestic market, has now turned
its attention to global markets and is fast gearing
up to meet international demands. Handmade toys
and collectibles from India are seeing a renewed
demand and appeasing connoisseurs world over.
The strong points of the Indian toy industry are
skilled workforce, diverse range and focus on
innovation & education. Indian manufacturers are
catering to both large and small volume
requirements and are exporting to the most
developed markets in the world. The main markets
for Indian toys like ride-ons and pull-alongs, soft
toys & characters, collectibles, play buddies, puzzles
& stack games, decorations & giftables, educational
games & developmental aids, are USA, UK and Italy.

The Theme Pavilion of Jodhpur Mega Cluster stands
pretty with a thoughtful spread-out near the entry
of Halls 14 & 15 towards the West Gate of the India
Expo Centre. A total of 10 artisans have put up
their stalls with some demonstating their artisan
skills as well. All the way from Jodhpur are product
lines in leather embroidery; horn ,bone & MOP
products; tie & dye crafts; embroidery & applique;
hand block printing; punja durries; art metalware;
and woodcraft.
Jodhpur, the "Sun city" of India, is rich in skills &
craftsmanship and is one of the most renowned
production clusters for internationally sought after
furniture & accessories, home décor made out of
different kinds of raw material like recycled wood,
iron & wrought iron, stone, etc. The major crafts
being practiced in Jodhpur are wood work, mojari,
dabu art, bandhej, mother of pearl work, bone
work, musical instruments, wrought iron work,
panja dhurrie weaving, pattu weaving, terracotta
and pottery as well as utensil making. Textile crafts
are a mainstay for this region with techniques like
block printing, tie & dye, etc. The prevalent
embroidery practices in this area are - soof, pakka,
kambiri, kharak, kachcha and sindhi. The famed
applique of this region is a hand craft technique of
ornamenting a base fabric by patching small and
patterned fabric pieces over it. It is similar to
patchwork and is highly arduous.
The handicrafts sector of Jodhpur comprises over
1000 manufacturing units that directly or indirectly
employs around 200,000 people. About 400
exporters are engaged in the production of wooden
and iron handicrafts alone.
To assist the stakeholders with modern
infrastructure, latest technology, design
innovations, skill development and appropriate
market linkages, the Government of India declared
Jodhpur, a Mega Cluster of wooden handicrafts.
The Office of Development Commissioner
(Handicrafts), Ministry of Textiles entrusted the task
of promoting and enhancing exports from Jodhpur
to EPCH. In this regard, EPCH has set up a trade

development of artisans; market interventions
(domestic & international); market related capacity

The benefits many of the artisans get through this
fair go a long way in giving them the fundamental
international market exposure, besides instilling a

Paradigm Shift in Indian Vocational Education System
As the handicrafts sector transforms into a diversified and internationally
competitive industry, skill development is going to be the defining
element in its growth story. Thus, there is a clear need to re-define the
relationship between education, employment and skill development.
Any one stakeholder alone cannot accomplish this task as this calls for
an intensive effort of government, industry and training providers to
address the issue in a comprehensive manner. The Handicrafts and
Carpet Sector Skill Council (HCSSC) has been mandated by GOI for
facilitating skill development activities in a manner that resources trained
are readily deployable by the industry so that it can clearly focus only on
increasing production. HCSSC understands that a robust Vocational
Educational Trainings (VET) system holds great significance in the
sector’s expansion.
Dr. Tamanna Chaturvedi is Assistant Professor at
Indian Institute of Foreign Trade (IIFT), Ministry of
Commerce, Government of India, in the area of
WTO and Trade Policy issues. She coordinates the
Centre for MSME Studies at IIFT which aims at
assisting domestic companies in India to take a leap
into foreign markets. She has recently initiated an
incubation cell at IIFT in the name of KITTES which
is helping innovative start-up youths to emerge as
export start-ups.

There is a high demand for Indian utilitarian and traditional crafts in the
domestic and international markets. Though a total of 199 product lines are
being manufactured and exported from India, the sector faces stiff
competition from machine-made products as these are cheaper due to
high economies of scale in production. As India’s competitors in South East
Asia & other countries like Indonesia, Malaysia, Thailand, Vietnam, China,
etc. increasingly emphasise on technological upgradation of production
techniques, customer oriented designs and product development as well as
sustainable supply chain management to become sourcing hubs for
developed countries, it is imperative for next generation entrepreneurs to

The Export Inspection Council (EIC), is an advisory
body to the Central Government, and is
empowered to notify commodities which will be
subject to quality control and/ or inspection prior to
export; establish standards of quality for such
notified commodities; and specify the type of
quality control and / or inspection to be applied to
such commodities. EIC also exercises technical and
administrative control over the five Export
Inspection Agencies (EIAs) in India.

Generalized System of Preferences (GSP) -
Implication of New Guidelines
GSP, a unilateral tariff preference scheme on goods provided by developed
countries to Beneficiary Developing Countries (BDCs), could include both
zero duty and concessional custom duty access to imported goods
originating in the beneficiary developing countries. Australia, Belarus,
Canada, European Union (EU), Japan, Kazakhstan, New Zealand, Norway,
Russia, Switzerland, Turkey and the US grant GSPs to beneficiary countries.
Many developed countries also provide additional tariff preferences to a
specified class of developing countries and most provide the greatest
market access to Least Developed Countries (LDCs). Under the proposed
EU GSP self-certification scheme, exports with consignment value > €
6000 under the EU GSP would need to be self-certified by the exporter
(rather than by approved agencies) from 1st January 2017. This session
includes a detailed concept note on the Self Certification procedure with
the Registered Exporter System (REX).
