Presentation questions
Citizens Advice Chairs & CEO’s meeting | Katey Hügi – November 2023
What is Digital Accessibility?
Citizens Advice Chairs & CEO’s meeting | Katey Hügi – November 2023
Accessibility is primarily about people,
and barriers to participation
Citizens Advice Chairs & CEO’s meeting | Katey Hügi – November 2023
Accessibility can be viewed as the ability for
everyone to access and benefit from
something, such as a website or app.
Accessibility is about finding and
dismantling the barriers to entry and use.
Accessibility and barriers
Citizens Advice Chairs & CEO’s meeting | Katey Hügi – November 2023
People are disabled by barriers in
society, not by impairments or
difference.
These barriers can be physical or caused
by people’s attitudes towards difference.
With digital content, people are disabled
by inaccessible code and designs.

Why is Digital Accessibility is
important?
Citizens Advice Chairs & CEO’s meeting | Katey Hügi – November 2023
Moral
An accessible site promotes equal
opportunities and access to information.
For example, JAWS (a popular screen reader)
stands for Job Access with Speech.
Demonstrates social responsibility. Equal
access is a human right.
Citizens Advice Chairs & CEO’s meeting | Katey Hügi – November 2023
• On average 15% of the world’s population is disabled
• 80% of disabled people are of working age
• The purple pound is worth over £274 billion a year in the UK
• Disabled people are the fastest growing minority group
• 75% of disabled people say UK businesses are losing out because
their digital products and services are not designed well enough for
them.
Big Hack, Business Case for Inclusive Design
Business
Citizens Advice Chairs & CEO’s meeting | Katey Hügi – November 2023
Legal: UK
The Equality Act (2010) talks about
discrimination and reasonable adjustment.
The Equality and Human Rights Commission
states service providers must “make reasonable
adjustments to make websites accessible”.
The Public Sector Bodies Accessibility
Regulations 2018 requires WCAG 2.1 Level AA.
Citizens Advice Chairs & CEO’s meeting | Katey Hügi – November 2023
PSBAR requirements
• Websites and apps must meet WCAG 2.2 Level AA
• Must have an accessibility statement
• If not fixing, must prove “disproportionate burden”
• Some exemptions

• Has design, content, procurement and
technical implications
• Involves staff across the organisation
• Benefits all
Accessibility is a process that
benefits all

• Missing alternative text on images
• Lack of keyboard access
• Missing focus indicator
• Missing form field labels and inaccessible error messages

‘Designing for accessibility should be a thing. I really believe
that. We should instead design for the needs and preferences
of all people, who ever they are. If we don’t, we design barriers
for some of those people and then we have to use accessibility
to remove the barriers we have created.’
