National Debt Is Necessary For The Funding Of Federal...
National debt is necessary for the funding of federal programs. Government spending is not only a focus of the United State's political system, but it
affects one's personal choices and lifestyle. There is a concern with where and why money is spent. A key aspect of government spending is allocated to
education. Education is fundamental in how one benefits society and the economy. The United States education program is not only necessary for the
success of the country, but it is in need of a more efficient system with increased funding. Education is the foundation of a person's success and way of
life. Graduating from school is important not only for an individual, but it helps the local and national economy. A study by the Alliance for Excellent
Education shows that with higher graduation rates among high school students, the economies of cities, states, and of the country would increase
(Rollins). Compared to the rest of the world, the United States spends a large amount of money on education (U.S. Education). While many may think
this sufficient, Professor Bruce Baker discusses the correlation between supporting schools with federal funding and the success of students, "When
schools have more money, they have greater opportunity to spend productively. When they don't, they can't" (ii, Baker). If students are to graduate and
contribute to the boost of economies, education must be the forefront of federal funding. The United States is spending what seems to be like

Federal Funding And Private Investors
specified in Proposition 1A. However, as time passes, the initial estimate is beginning to look like a low–ball. The construction process has taken
longer than expected up until this point, and that has many direct and indirect costs associated. Some of these include increased number of work
hours, job site utilities, and equipment rentals (Cox). Because of this increase in price, the state of California has tried to match federal funding with
private investors. This, however, has been a slow and uncertain process. Another overestimation on the side of the CAHSR is in train times. Cox
argues that the CHSRA's anticipated average speeds are not being achieved anywhere in the world, even on the most advanced lines. He also states
that " the HSR would be unattractive to drivers in middle–distance automobile markets because little or no door–to–door time savings would be
achieved and costly local connections would often be required (rental cars or taxicabs)." California lacks the extensive local transit infrastructure in the
Central Valley that can be found in dense Asian and European areas; these smaller connecting systems are what make thehigh–speed rail so effective on
other continents. Without them, it is a lengthier process for consumers to get to their end destination – they have to use both the public transit and their
own form of transportation. This could have a negative effect on ridership because consumers will forego the hassle of changing transportation methods

The Abstract Ideas Of Art
The Abstract Ideas of Art: The Philosophical Reasons
Naohito Takeda
AP Seminar–5, Analytical Composition
February 17, 2017
Introduction
Is it important to fund the arts? Art has impacted society positively and negatively. The negative impacts has to be considered so there is fairness and
solutions. The philosophy of art is a way to express ideas on the funding of arts. The government is the main source for the funding of arts. However,
the government has to consider the other factors for funding, like the military and social security. If the government funds only the arts, then it will
create inequality. "Art reflects the values, aspirations, and questions of a culture." Andy Horwitz, a founder for Culturebots art,... Show more content on

"The government and the cultural and creative industries need to take a united and coherent approach that guarantees equal access for everyone to a
rich cultural education and the opportunity to live a creative life." If the government and industries have a reason for art, it will create many
opportunities for the ability to build their art skills and there will be efficient funding.
Perspective #1: The Negative Reasons
The philosophy of art has a negative effect that impacts art industries and the government.. "Art funding, on the other hand, creates a culture of long
term dependency where companies are more focused on securing healthy salaries through grants than on producing work the public might actually
want to see." Douglas Mcpherson, a writer for The Telegraph, argues that art companies focus more on making money than making art. When art
programs focus on wealth, they will be unlikely successful and as a consequence, it leads to lower funding. The smart choice is to focus on working
on arts so art programs will be successful. "Government spending should be focused on objectivity beneficial policies that benefits all not on policies
which only provides a mere past time to a minority of people." Debate.org is where there are arguements on different topics. The government should
not fund only art, but they should focus on the important policies in order to have fairness in the U.S. In overall, the negative effects cause instability

Mission Statement Of The Barksdale Fire Emergency Services
Executive Summary
The Organization
Mission Statement
The mission of the Barksdale Fire Emergency Services (BFES) flight is to produce and employ, professional, motivated firefighters to provide quality
fire emergency services to prevent and minimize losses to lives, property, and the environment.
Customer Analysis
The entire base depends on the services that the fire emergency services flight provides. Here is a breakdown:
Our #1 external customer is anyone that requires an Emergency Response. This includes all personnel on the base.
–Airmen in their work centers or homes
–Flight crew in/on/around aircraft
–Personnel travelling on the base roadways
Other customers are commanders and workplace personnel of all areas. We conduct fire prevention inspections for all facilities on base. The customer
receives effective fire and life safety risk mitigations.
Currently we do not have customer surveys that allow us to look in the rear–view mirror and see how our services were received. At previous
installations we developed ICE comment page in order to receive feedback.
Resource Stewardship
Budget
The current state of the budget in the flight is pretty steady. There is a close relationship with the RAs in the squadron and much of what is required
gets funded. The flight does a superior job of justifying the requirements with supporting instructions and standards. The current budget is set for just
over $285K for the year. This forecast will allow for 100% funding each

A Moratorium On Federal Funding
The Department of Health and Human Services maintained a moratorium on federal funding for research on embryos and fetuses, as well as in vitro
fertilization, until President Clinton issued an executive order lifting it in 1993 (Scott p.153). However, Congress banned federal funding for human
embryo research by adding legislation known as the Dickey–Wicker Amendment to every appropriations bill for the National Institutes of Health since
1995, making it impossible for the President to overturn the ban without also cutting the cash flow to the NIH (Scott p.154). This restriction remains in
place today. On August 9, 2001, President Bush "clarifies which human embryonic stem cells can be used under federal funding rules" by stating that
any lines derived from excess IVF blastocysts before his announcement are eligible for grants (Hopkins 2005). Then in 2009, President Obama lifted
the 'made–before ' restriction for stem cell lines but maintained the ban on creation and destruction of embryos for research purposes (Madison.com
2009). With all these restrictions and complications, many scientists started to consider moving their research to countries with more liberal stem cell
policies, such as Australia, Japan, and the United Kingdom. To combat this potential brain drain and create jobs within their own borders, states
began to enact laws promoting stem cell research. Most notable is California, who in 2004 pledged to spend $3 billion on stem cell research, and gave it

Case Study 2 Virginia Funding Formula
Case Study 2: Virginia Funding Formula Analysis
Introduction
Funding for public school systems is a complicated and multifaceted topic. Funding for public schools comes from federal, state, and local tax dollars,
but the percentage from each category differs from state to state. In this paper I will discuss how the Commonwealth of Virginia establishes the
Standards of Quality (SOQ) for education, funded positions within school systems, how Virginia determines the amount of state financial support using
the Local Composite Index (LCI), and give recommendations to fix funding shortfalls.
Standards of Qualities The General Assembly of the Commonwealth of Virginia meets biennially, or every two years, and is the governing body
responsible for the SOQ. The SOQ are the minimum state determined requirements for education and include items such as, but not limited to,
textbooks, high school graduation requirements, and funded positions within a school system ... Show more content on Helpwriting.net ...
The Commonwealth of Virginia has determined the SOQ for funded positions to be 63 positions for every 1,000 students. This sounds great,
right? In all actuality, this is where the the first problem lies. Due to funded positions being composed of all subject area teachers, office
personnel, and administrators the actual number of required funded positions in the Commonwealth of Virginia is, on average, 78 which forces the
localities to fund 15 positions without state assistance. While 15 positions might not sound like a large number, but in all actuality it is when you
figure the cost of paying the salaries of those 15 professionals. For instance, if the average professional makes $45,000 a year and the locality has to
fund 15 positions at this rate, the locality has an increased burden of $675,000 a year! This is a lot of money for any locality , but in localities that
have a LCI close to 0 it might be impossible to

What is the purpose of the NIEHS is asking the government for $680,000,000? The NIEHS has asked the government for $680,000,000 to support
their activities. I believe the NIEHS should get the amount of money that they asked for. With the money the NIEHS will get they would be able to
figure things out faster and put out awareness faster as well. To conclude, we really should support the NIEHS and give them the money they asked
for because of all the help they could give. The NIEHS is discovering more and more diseases and trying to stop them from spreading and causing
more problems. The NIEHS is an agency that helps by discovering illnesses and deaths caused by diseases. By giving them the money imagine all the

The NIEHS also teamed up with global alliance to get clean household cooking stoves for all the people who can't afford it. If they get the money
they can do more projects like that, so they can help the people who cannot afford it. Many people believe cleaning there cookstoves to be
pointless and time wasting. What they don't know is all of the things that spill, go, and maybe even live in their stoves. In the article "Global
Alliance for Clean Cookstoves" it states "NIEHS is a part of the Global Alliance for Clean Cookstoves. The Global Alliance is helping people get
clean household cooking stoves."(Paragraph #1) With the amount of money the NIEHS got the last time they gave so much. They gave many new
clean cookstoves to those in need. They are doing many great things, but if they got more money they could do more things and probably faster as
well. Therefor, the NIEHS gave clean household cooking stoves to those in need so what more would they do for everyone

Qualitative Results Of The Ncdmb's Financial Accountability
10.6.5 Qualitative results of the NCDMB's financial accountability
A number of important themes have arisen from qualitative analysis related to the board's financial accountability in managing resources. These themes
were: (1) transparency and accessibility of financial information (2) honesty and professionalism (3) monitoring, auditing and verification of
performance, and (4) stakeholder engagement. These points are discussed below.
10.6.5.1 Transparency and accessibility of financial information
Results have shown stakeholders' mixed reactions on the NCDMB's transparency of financial information. Contrary to the quantitative findings, many
issues have been raised concerning how the board manages the two funds in its custody. ... Show more content on Helpwriting.net ...
This may contradict the results obtained in section 10.6.4 above.
Although Hufbauer et al. (2013) claimed that the modalities of the fund had remained vague, stakeholders have surprisingly shown a good
understanding of the divisions of the fund into 30% developmental interventions and 70% commercial interventions (S. 70(h) NOGICD; UBA
PLC and BGL Capital, 2014; see also chapter four). Stakeholders' calls for reporting of the NCDF as evident from the empirical data were in line
with several calls from civil society groups about the board's transparency and the accessibility of the fund (Nigerian Tribune, 2015). It was reported
that these stakeholders "want a clearer and less cumbersome process of accessing the Nigerian Content Fund" according to a civil society group. It
was pointed out that the difficulty in accessing the fund came at the time when companies were in a pressing need to develop capacity and finance
projects. Since the fund was meant to encourage local employment, training, local sourcing, etc, stakeholders have also shown interest in traceable
records to that effect, or else, the value addition expectations of the fund would be vitiated.
From the perceptions of stakeholders it seemed that none were aware of the actual financial position of the fund as none had responded to such
question. This re–affirmed that stakeholders were

School Finance
Iowa is very unique when it comes to school finance. We use the single count date for the purpose of funding the state's school districts. This is a count
of the number of students in attendance on October 1st. This is when the federal government requires a count of the number of students eligible for the
free and reduced price lunch program for purposes of Title I funding. An advantage to using the single count date is that it is reasonably easy and it
also helps to cut down on administrative costs. There are many disadvantages to using this system. The single count date does not give districts any
type of financial incentives for holding onto ... Show more content on Helpwriting.net ...
Around the 1950s, there were several states that began to use average daily membership (ADM) in their financial plans. The key features to any finance
strategy are (1) a measure of need, (2) a measure of capacity or wealth, (3) the amount of unit per need that constitutes the program, and (4) the uniform
rate to be applied to the measure of capacity. When looking at how to get a good measure of need in a foundation program, it is important to be
objective, not subject to local manipulation, unambiguous, and simple. You must also make sure they have a commonsense appeal, be steady rather
than fluctuating, and adequately reflect the differences between controllable and non–controllable principles. States that use Average Daily Attendance
(ADA) fund districts based on an average of a count conducted every school day of students in attendance throughout the year. Under ADA, absent
students are excluded from the daily count and the district's average is lowered accordingly. This strategy promotes districts to improve attendance so
they may avoid any type of funding cuts. This full year count is considered to be the most accurate of counts when it comes to funding students and
also provides districts with financial encouragement to keep students in school and help boost daily attendance. ADA appears to give you a rolling
average and would provide statistical data. A disadvantage to using ADA is that a districts' funding can

Evaluating The New Process For Managing Priorities At...
Q1) During the 10 years from 1992 through 2002, VWoA considered IT as a source of overhead and prioritized more on marketing and selling
activities by allocating all the available funds. According to Matulovic, the major issues at VWoA were not related to IT but rather to the ambiguity that
surrounded governance and development process.
Assessment of the new process for managing priorities at Volkswagen of America?
Significantly, he empowered PMO (program management Office) that focuses on proper planning prior to execution phase in order to generate
on–schedule and on–budget projects. Hence, Matulovic satisfied that projects are working in a right manner. In order to choose the right projects to
fund, the new process was implemented which is very organized, more structured and select projects based on the business requirements/scope.
Several Organizational entities played a role in creating and managing a new process for managing priorities at VWoA. The focus of new process
have been on aligning IT projects with Organizational goals i.e., each of the top three projects of business units should map to one of the major
enterprise goals. Since the budget is limited ($60 million capped by VWAG), the funds are allocated to the projects which are highly prioritized by
their business units. Business architecture played an important role in formalizing governance and prioritization process as it provided means of
categorizing organization activities including IT projects and

Federal Funding For Public Broadcasting
The purpose of this paper is to explore the pros and cons of the proposal to eliminate federal funding to The Corporation for Public Broadcasting
(CPB). In doing so, first we will explore several facets of this issue including first the cost of funding from both a governmental and taxpayer
perspective. Secondly, understanding the services provided and the audience served is integral in this discussion. Lastly, we will consider government's
role in media and education. The conversation, however, must start with the history, values, and goals of this organization.
It was The Public Broadcasting Act of 1967 (Public Broadcasting Act of 1967), signed into law by then President Lyndon Johnson, which created CPB,
a private nonprofit corporation. ... Show more content on Helpwriting.net ...
Furthermore, the station serves as a resource for educational material for parents and teachers to ensure their students' success (Corporation for Public
Broadcasting). Noteworthy examples include Mister Roger's Neighborhood, which aired from 1968 – 2001, and was funded by CPB beginning in
1970. Another childhood favorite, Sesame Street, which first aired in 1969, and All Things Considered which premiered in 1971. Considering the
turbulent times of that era, the support of this programming was a much–needed breath of fresh air. Other programs include The Electric Company,
NOVA, Morning Edition, and Masterpiece Theater. The list is extensive and broad reaching. Considering their worth to the communities in which we
live, is it ethical to defund this programming? Fred Rogers, of Mister Roger's Neighborhood, also made a significant contribution to CPB. It was the
year 1969 when the Senate Subcommittee on Communications first began discussing cutting funds to CPB that Mr. Rogers made his plea against the
proposal (Corporation for Public Broadcasting). Almost 50 years later, this same issue is again on the table. One must wonder how detrimental cutting
funds would impact the educational programming to which Mr. Rogers was so undeniably committed. First, let's consider the cost.

The City Of Branson 's Fiscal Year Runs
Budget Process & Goals
The City of Branson's fiscal year runs January 1 through December 31. Typically, the budget preparation process begins in mid–July when budget
documents and instructions are distributed by the Finance Department to the each city department. The various departments have approximately three
weeks to assess any budget goals, capital and personnel requests, and to complete projections for the current fiscal year. By mid–August, the Finance
Department completes a preliminary review of the departments' budget, personnel and capital requests. The City Administrator then meets with the
Finance Director to review any requests, and schedules one–on–one meetings with each department head.
As the first organization in Missouri to implement Priority Based Budgeting, prior to their administrative review each department head is encouraged
to perform a review of programs offered by their department and to establish what programs are not meeting the results identified by the board. The
purpose of this process is to allow for reallocation of resources to programs that are determined to need more funding, in place of simply incrementally
increasing the departmental line item budget. Aside from simply eliminating the programs that are not achieving desired results, the directors are
encouraged to develop solutions to how the identified programs may perform more efficiently. Examples include identifying programs that may be:

the partnership involving TSF and its business partners is a win–win relation as they could gain implicit and explicit benefits. TSF could popularize
themselves with the help of public impact of partners and receive abundant funds; simultaneously the business partners could build their reputation and

could get a tax deduction when they donate to TSF (ATO 2012).
TSF provides detailed information about the mission, strategies, outcomes and usage of funds in the annual report and financial report which can be

The Is The Most Ideal Solution For Combat Corruption And...
Constitutional reform would be the most ideal solution to combat corruption and to implement long term sustainable policy. However, successful
public policy is typically achieved through a slow process of gradual change. The policy that would be the most successful and would help to create a
more fair and equal political playground would be to reduce how much people and corporations could spend by linking public financing and spending
limits. By creating clean elections one can help to equalize resources between the candidates by making sure all of the candidates have an equal
amount of funds. In today's system of public financing; if the public official takes the public funding they must not take any outside donations. Equal
funding can create a more equal playing ground for candidates allowing for more competitive races. More competitive elections create higher voter
turnout because it makes the voters feel as if their vote matters more and they are more informed on the issues. There are many states that use public
financing options for candidate and one can even see public financing on a federal level.
However, the system we have in place now isn't working. On a national level presidential candidates have the option to take public funds in both the
primaries and the general election. But in the 2016 election the only democratic candidate to make use of these funds was Martin O'Malley. When
O'Malley took those funds it was clear that, that would be the end of his

Leave Federal Aristocrats Out of U.S. College Funding
With the possibility of World War III looming over the world's head and domestic unrest, federally paid tuition should not become a topic of
discussion in a political debate. Evidently, prepaid college is a big topic. Can the citizens of America live with their consciences if they were to accept
such an irrational national expense? The United States Federal Government should not pay for the first two years of college for all U.S. Citizens.
The U.S. Government does not comprehend the idea of cash flow, but they do understand that the Federal Reserve is there to back up all of the
expenses that they acquire. This act would basically add two more years in high school; thus, adding more chances for the national dropout rate to soar
even higher. School systems are not the business of the Federal Government; there are bigger issues that must be dealt with before subsidizing tuition.
The U.S. Federal Government is already very irresponsible with the nation's funds. The United States National Debt Clock is just under $17.5 trillion
and counting with each passing second. Cash flow is fluid, not a one–way–valve. Funds must come in at the same rate, or faster, than it goes out in
order to obtain cash flow. The Federal Government currently has enough difficulties paying out Social–Security Benefits, which has already been paid

The Teacher Retirement System Of Texas
The effort to establish the Teacher Retirement System of Texas was a 20
–year process which began in 1916. After a few bumps on the road, and
collaborations within the Texas Legislature, Governor James Allred signed the program into law under Section 67, Article XVI of the Texas
Constitution on June 9, 1937, and the Teacher Retirement System of Texas was in effect as of July 1, 1937. The mission the legislature envisioned
remains essentially intact, as TRS continues to strives to provide competitive retirement annuities in order recruit and retain the best educating staff in
the nation, however the scope of system's responsibility has increased considerably. Years passed and in 1985, the Texas Legislature realized that
public teachers did not have a health care system so TRS–Care, administered by TRS, was created as a extempore project intended to help state public
retired teachers get health care coverage, an additional benefit for public teachers. It however, was not expected to be permanent, and was projected to
last no more than a decade; it has now been three decades since TRS–Care projected expiration date. The fund was expected to run out of funds in
2000, but since that time, the Texas Legislature has managed to appropriate and contribute sufficient funds to provide benefits for each biennium. The
Texas Legislature determines the funding of benefits and has no constitutional obligation to provide funds for the health care benefits beyond each

Federal Funding for Public Broadcasting is a Bust Essay
"Each year the United States spends .014% of its budget on public broadcasting. This amounted to approximately $445 million spent on funding
towards public broadcasting in 2012."(Defending Public Broadcasting Should Not Be Done Lightly) The funding was meant to help public
broadcasting stations get to a state where they could support themselves on their own. However, many stations continued to take the funding even
though they did not require it. Despite this, the stations that abused the funding happened to have some very educational programs that most stations
lacked which brought the question whether or not they should be punished. But think about it, is it not bad enough that you're already paying a

The funding provided by the federal government was meant to temporarily help public broadcasting stations until they could become self–sustaining,
and stations such as PBS have proven that they are now much more than self–sustaining. What does this mean? It means that we are not just paying
taxes to help support stations in desperate need of the funding; it means that we are helping to pay for some greedy stations' bills due to them being too
lazy to pay from their own wallet. This is not only hurting our budgets, economy, and living conditions at home. This is also flowing money away from
situations that are truly in dire need of the money. These situations would include community projects, poor hospitals, the homeless and hungry,
disaster victims, and other minor, but significant tragedies.
Some may argue that many stations are innocent and really use federal funding for its intended purpose, but does that mean that the cost is worth it?
More money would be wasted on selfish penny pinchers over at PBS and other minor stations than anywhere else. So in the end it really doesn't seem
worth it, it's just too big of a hassle and they can thank PBS for the funding cuts. But let us back–track a bit now, what about broadcasting by radio?
Well if you're asking this, then you are probably not aware that federal funding only provides 5.8% of their

Why I Was Younger I Received Money Through Gifts, And...
When I was younger I received money through gifts, and allowance. My mother set up an allowance system where my brother and I could earn
money by doing a variety of chores. This allowed us to learn how to care for ourselves and the household, in addition to learning how to be responsible
with money. Because money wasn't given out much in her household, we learned to use it with care. My father's household, however, was the
complete opposite. Growing up, gifts and money were handed out on a regular basis; as if Christmas came every week. This was hard to balance
though because there were two extremely different viewpoints of money being installed in my brother and I. Being that I was older, I clung to my
mother's more frugal view a lot ... Show more content on Helpwriting.net ...
This view is something that is easier said than done unfortunately and there came a point where money did become the primary focus and source of
conflict. My worst fear concerning money is that it will become the center of attention and main stressor. I have seen money become a main focus for
someone and it turned them into a greedy and unhappy mess. My fear is that if money becomes too heavily concentrated on, that it will rip
relationships apart and cause more misery than its worth.
Currently, I am pretty comfortable with my financial situation. I use the money I make from my jobs to help fund college and personal expenses.
My paychecks are deposited into a savings and checking account which I use to fund my expenses respectively. Any extra money that I receive as
a gift is stored in cash, in a lock box. This lock box is then hidden and forgot about so that money is rarely taken out and regularly put in. This
allows for me to continually grow my fund so that in the event of an emergency, I have money put away. My tip money is also stored in the same
way but separate from the gifted money. This also only accumulates and is never taken from. I realize that storing my money in an account where I
can earn interest is a smarter option for a number of reasons, however, having the money close at hand just in case I were to need it allows me more
peace at mind. My two untouched funds may one day

Education Is Affected By Budget Cuts
Introduction Education is affected by budget cuts as it has been for many years in the United States. New policies are enacted for accountability and
new legislation passed for increasing budget cuts in education is prevalent (2010).The question that must be asked are states are able to fund education
adequately while still meeting the needs of all students.
Benefits to state budgets The largest area of state spending is in education. Inside this budget, schools must provide funding for transportation, food,
resources in the classroom for all students, and salaries to all employees. Throughout watching this video, the main benefit I could see from state's
financing schools are the ability to always have a check and balance to determine if funds are being spent correctly. When I first began teaching, the
principal at the time was known to spend money when it was not needed. When she first took over, she spent $16,000 on murals to make our school
look pretty, even though we had a major leak in the ceiling. After 3 years of not meeting AYP the state examined the funds that were spent, and the
principal was not reassigned the following year.
Downside to state budgets To begin with, the most interesting information I learned was how in the near future we will be have to take funds away
from the young to help take care of the health care cost of the elderly. If education funds are to be cut in half, the effects will be felt throughout society.
What will have to be cut

Project Management Of The Project
The proposal writing process is multifaceted, encompassing both the actual submission of a request for proposal as well as the management of the
implementation of received funds. Through class lectures and assigned readings, we've discussed the various aspects that make up the process of grant
writing. Through this essay, I will explain this process as it leads up the management of the project once funded. Furthermore, this essay will explain
how to ensure that the proposal submitted addresses key aspects necessary for the project to be implemented in line with best practices for project
management. A grant is a monetary award of financial assistance (Neitzey, 2016). Grants are typically awarded for the purpose of providing a recipient,

Provided the fact that proposals are the gateway to grant funding, there are a few keys to ensuring that an organization submits a successful proposal.
The first step is to document an unmet community need that the grant seeker is in a position to address (Neitzey, 2016). By demonstrating that a
problem exists, organizations are more likely to explain who will benefit should the project be funded. Furthermore, by highlighting the problem, the
organization is more capable of articulating the overall impact the project will have on those who are negatively impacted by the lack of a project
addressing the problem. The second step is to demonstrate a clear plan for the program (Neitzey, 2016). Once developed, the plan successfully
articulates the organization's ability to identify themselves as a unique, yet impactful organization. Essentially, the plan is to show that the organization
has the necessary resources to successfully end or minimize the problem discussed earlier in the proposal. The third step is to thoroughly research
funders, competitors, and potential partners (Neitzey, 2016). Perhaps this is the most important step, due to the fact that without the funding there will
still be a need in the community. However, when organizations are seeking funding, they should rely on funding that align with their mission. By doing
so, they are not mission drifting, and they are applying for funds

Health Care Screening Program Essay
The last three months have been a busy time, evaluating the needs of the SC Lions Foundation and South Carolina Lions Charitable Services, while
continuing to work on grant opportunities and other sources of funding. SCLCS and SCLF are at a crossroads for many of the programs, funding and
service opportunities. There are several areas that SCLCS and SCLF need to address for the organizations to remain successful.
South Carolina Lions Charitable Services has a long history of helping the residents of South Carolina that require assistance with vision and hearing
needs. Our Health Care Screening Program is an important tool to ensure the health and well being of school age children throughout the state. There
are major obstacles to our securing the necessary funding to keeps our programs fiscally healthy: the name of our organization, attempting to secure
funds under the auspices of the Foundation and community perception regarding our services.
South Carolina Lions Charitable Services focuses on serving the vision and hearing needs of the uninsured residents of South Carolina. Our Health
Screening Program, in partnership with the Department of Health and Human Services is an important tool to ensure the health and wellbeing of
school age children. We are working diligently to bring screening services to many area schools. Unfortunately, our name does not reflect the
wonderful services that we offer. People that call our office are often looking for charitable services

Should College Athletes Be Paid?
Funding is also said to impact the particular athletes that agree to attend the university. As many athletes attending universities seek scholarship,
because of the rising cost of tuition. For UC Irvine Track and Field, scholarships are stretched in an attempt to assist as many athletes the head coach
feels should receive. The splitting of funding allows more athletes receive help. During Coach Carter's years on the track team, she remembered only 1
of the 70+ athletes was given a full ride. According to the coaches, there was a time when the athletes had to purchase their own running shoes and
sponsored gear, where many other programs are provide this. The fallowing similarity is building the relationship with the athlete. This was said to be
challenging because not all athletes allow the coaches to get to know them beyond the sport and coaches will be limited on ways in which to encourage
the athlete and determine the most effective way to coach them. Coach Carter and Coach Corey found that building a relationship with an athlete
allows the athlete to gain trust in the coach's authority, which assists in the athlete's ability to improve. Attempting to coach an athlete without trust,
can lead to inconsistency with their performance, in addition, to limiting listening skills on both side. This not only effects the athlete but, it also
causes problems making it difficult to communicate, or say some unnecessary words and or be taken out. Sometimes it will cause an

Should The Federal Government Be Responsible For Funding...
TO: Lawrence Gamble, White House Policy Director
FROM: Chloe Hourdequin, AP Government and Politics Student
SUBJECT: Public Policy on Federal Funding for the Arts
DATE: December 12, 2014
________________________________________________________________________
Sections One: Issue: Should the federal government be responsible for funding art programs (including art supplies/ tools, service training/staff, etc.) in
public education establishments, or should those funds be made available by donation from private organizations or from other forms of sponsorship?
Section Two: History: Since public schools across the country have faced budget cuts in the past decade and a half, a common cost–cutting measure is
to lessen the funding for arts education, prioritizing what are deemed more essential subjects such as math, reading, and science. Yet in fact, the current
iteration of the federal Elementary and Secondary Education Act of 1965, also known as the No Child Left Behind Act of 2001, lists thatthe arts are
among the core academic subjects, requiring all schools to enable all students to achieve in the arts and reap all the benefits of a comprehensive arts
education. Yet the economically prioritized curriculum is still draining the sources from these imperative programs leaving instruments, paintbrushes,
and other artistic pieces in closets to collect dust, because no one will be there to teach or use them. Most impacting in the history of

Federal Funding For HIV/AIDS
AIDS stands for "Acquired Immunodeficiency Syndrome". AIDS is the final stage of HIV, and occurs when your immune system is badly damaged.
AIDS is a very dangerous disease. People who have AIDS only typically have 3 years to live once they are diagnosed. Medical treatment is needed to
prevent death from AIDS, without treatment, those infected have about a year to live (What Is HIV/AIDS?). AIDS is a life–threatening disease, but it
comes with many more complications and consequences.
AIDS affects many people in the United States. There are more than 1.2 million people living with HIV in the United States (U.S. Statistics). Gay and

People with AIDS are concerned about some of their rights that they might lose. Some of the consequences that those with AIDS have are restrictions
on international travel, housing, employment, medical care, and health care insurance (Comprehensive). One of the biggest fears of people in the
community is acquiring the HIV/AIDS disease. Because of the terrible effects of HIV, community members tend to have some concerns about those
with the disease. People who are diagnosed with AIDS are usually highly discriminated against. It can be very difficult for people with AIDS to find a
job, because they are constantly being denied (Comprehensive). They also have problems with being restricted or denied access to education, health,
and social services (Comprehensive). Governments are held accountable for the way they treat those with HIV/AIDS and how they deal with their
rights. The government is responsible for not violating the rights of those affected with HIV/AIDS. There are certain rights that cannot be taken away
from those with AIDS. These are the right to be free from torture, slavery, or servitude, the right to a fair trial, and the right to freedom of thought
(Gruskin, 2002). There will always be discrimination, but there needs to be a better balance of the protection of those with HIV/AIDS, and the
community members, protecting all human

Mental Health And Its Effects On Children
Would you want to wake up one day and have a mental illness and realize you have money to afford help but know you can 't let it just slide? Even
though mental health is expensive, it is needed as an aid for the illnesses of the people getting help. Mental health funding helps the citizens that can 't
afford the help for it. They provide a stress free environment for families and citizens since they don 't have to worry about the expenses of the help.
Some people believe mental health is funded enough or even funded too much. "Not all the kids I see at my work use funding."(Thomas, Sarah.) Some
families use insurance or private pay to pay for the private practice where my mom works for special needs programs. There are many different types
of funding available. "Total funds (including federal, country, grant and other revenues) were used wherestate general funds were not available or
sufficiently applicable." (State Mental Health Legislation in 1957.) The funds are not guaranteed but there are other ways to get funding. Funding can
be found in many ways. People can qualify for different types for funding to help. This makes it easy for funding to be provided.
Mental health funding in some states is getting cut back. "States such as California, Illinois, Nevada and South Carolina, which made devastating cuts
to mental health services previously, have made further cuts for fiscal year (FY) 2012, putting tens of thousands of citizens at great risk. States have

Deer Park Elementary School Budget Analysis
The importance of a budget is critical to operate the school. However, the budget is based on the types of programs that the school has been
acknowledged to offer. Deer Park Elementary school offers several programs under the federal government, however, the Targeted Assistance
Program has been the program identified in this paper as the priority program to review. Collaboration strategies promote multiple perspectives from
various stakeholders to view different aspects of components involved. Therefore, it is significant that leadership is strong and involves collaboration
to handle funds strategically within a budget. This paper gives an overview of collaboration strategies collected, analyzed, and interpreted that
conveys multiple perspectives from four stakeholder groups on both the sufficiency and efficiency of funds concerning the budget of the Targeted
Assistance Program at Deer Park Elementary. The Title I Targeted Assistance Program identified as the priority program for Deer Park Elementary

Lowering The Meal Gap And The Federal Funding
There are many people in America who cannot afford their basic needs. In Connecticut alone, thirty eight percent of the states population cannot
afford to meet their basic needs, such as food (New Haven Register). The meal gap, the difference between the amount of people who can and can
't afford food, is a major problem in our state. However, an even bigger problem is the lack of knowledge about the systems and programs that can
help those who cannot afford food in the vast majority of people that need this help. These programs would also allow for an increase in the federal
funding through incentives given out by the government. An easy way to lower the meal gap would be to find ways to spread awareness about these
programs to those in need, thereby lowering the meal gap and increasing federal funding, allowing the government to help more people.
The income levels of the Connecticut state counties can directly affect how large the meal gap is. The three poorest counties in the state are New
Haven, Bridgeport and Hartford. These three also have the highest rate of unemployment in the state, with the three combined having a rate of 2.4% out
of Connecticut 's 6.3% total unemployment (Hunger in Connecticut). The poorest areas are also those with the highest rate of unemployment, and thus,
the highest meal gap. This correlation has lead to many government programs to be set up in poor areas, in order to help many of the unemployed.
These programs ranged from Supplemental

Strengths And Weaknesses Of NICEM
Timely review on the current status, strategies and new opportunity is one of the most significant strengths of NICEM that aiding the organisation to

Certain issues occur in this period, such as the fluctuating services and personnel as well as the dependency on government funds, are the result of

Federal Funding for Stem Cell Research
Federal Funding for Stem Cell Research Stem cells have become a subject of much interest and debate in politics, the scientific and religious
communities of the United States of America and the world over. So what exactly is a stem cell? Well basically they are cells in the human body that
exist in a sort of neutral state. They are the blank canvasses of the cellular world. What I mean is that they can go on to become many different types
of cells in the human body. What might start off as a stem cell could potentially become a neuron in your brain, a piece of cardiac tissue in your
heart or even a cell in your spinal cord!(Adelson, Joel W, et al) The thing about these amazing cells is that they will change and become whatever
type of tissue they are surrounded by! There are a few different types of stem cells that can all heal certain damaged tissues but by far the most
controversial and potentially most powerful is thought to be the embryonic stem cell. unfortunately the embryonic stem cell is a topic of serious
heated debate. It has the most potential of any cell but the removal of these cells will effectively kill the embryo, making it a source of much
controversy. Many pro–life advocates believe the price of terminating the embryo does not justify the means. On the other side of the debate are many
scientists and people that believe the potential to cure disease and unlock the secrets of our biology is well worth the price of the aborted

2016 First Quarter Budget Monitoring Report (First Quarter Report) is to provide City Council and the public with an update of General Fund revenues,
significant budget projections, new position hiring status and reserves." The document introduced four Priority Initiative categories that revolved

The citie rely heavily on citizen spending in order to general revenue for the projects in which they hope to complete.
Although the city has several resources in which it can gain funds from, I found that there are still some much needed room for improvement when it
comes the way in which the city gathers money for its reserve fund, the lack of concern for the issues that are presented by those within the city
departments and strategic planning.
The modules that have been provided through the class discussion have open my eyes to the importance of a reserve fund within an agency. The
purpose of a reserve fund is to ensure that there is a significant amount of money set aside for special projects that must be completed. I think that
one of the first problems with the San Diego 2016 FY report is the fact that it relies too heavily on taxes for the sole purpose of reserve funds.
Relying on taxes to generate revenue is a good idea but, I feel as though it is leaves very little room for error. It is known that if a housing
development is unusually affordable, the housing will produce less property tax revenue than the rest of the housing stock. San Diego is known for its
beach front property but with the way that todays' economy is, there is only a small majority of individuals who can still afford to live the American
dream of owning a beach–front home. Therefore, realistically how much revenue can the city

The Federal Funding Of Embryonic Stem Cell Research
The subject in this article is about the federal funding of embryonic stem–cell research. The argument is about Research on human embryonic stem
cells and the development of therapies for chronic and debilitating diseases. The question is should the federal government of the United States provide
funding for the stem cell research? The thesis of the argument is "others worry that even if research on embryos is not wrong in itself, it will open
the way to a slippery slope of dehumanizing practices, such as embryo farms, cloned babies, the use of fetuses for spare parts, and the
commoditization of human life." Michael J. Sandel, D.Phil. is the writer of this article. Michael J. Sandel teaches political philosophy at Harvard
University. His writings–on justice, ethics, democracy, and markets––have been translated into 27 languages. His course "Justice" is the first Harvard
course to be made freely available online and on television. It has been viewed by tens of millions of people around the world, including in China,
where Sandel was named the "most influential foreign figure of the year." The reason to believe in this argument is this point of view can be divided
into two: considering embryos worthy of protection simply because they are human or considering them as potential persons. Philosophers differ on
this question. Whereas many philosophers, particularly utilitarian's, do not consider a fertilized human egg before implantation to satisfy the criteria of
personhood,

laboratory from embryos cells at an early stage. The second type of stem cell is tissue stem cells. Tissue stem cells are found in all different parts of
the body. Lastly the third type of stem cell is, Induced pluripotent stem cell (iPS), or 'reprogrammed' stem cells. IPSC are similar to embryonic stem

Should The Government Eliminate The National Endowment For...
"Can you tell me how to get, how to get to Sesame Street?" If some people in this country have their way, and funding for the National Endowment for
the Arts (NEA) is cut, then the answer to that question will be no. Many people in this country want the federal government to remove the NEA from
the national budget or at least cut back on its funding. Some of these people do not think that the Endowment is necessary, other people argue that the
agency funds too many artists who create works that are off ensive to a majority of people. Though it may be true that some of the work recently

Performances supported by the Endowment generate jobs in advertising and publishing agencies. There are a lso many jobs created by the operation
of t he theaters and museums in which the performances and shows are given. Someone is needed in the box office to sell tickets, in the concessions
stand, and after the performance janitors are needed to clean up the theater.
Then there is also the commerce that is generated for other nearby businesses. Many people go out to dinner before or after a show, and the restaurants
near the theaters welcome the extra business. The parkin g garages near the theaters also gain extra business thanks to performances funded by the
Endowment (Kilmet 9). The NEA helps to generate thirty–seven billion dollars a year in economic activity ("Alliance" 1).
Secondly, the NEA helps to fund several useful programs for communities. For example, the Endowment funds an anti–drug program run by the
YMCA. (Cheseborough 1) This program helps to keep children off the stre ets, off drugs, gives them something const ructive to do, rather then
destructive, and helps to educate them about the arts. These programs are very good, and are worthy of government funding.

A Consensus On Our Policy Analysis Framework
In this paper I will be discussing how our class came to a consensus on our policy analysis framework. To understand what we are attempting to
accomplish, you need to understand the denotation of policy analysis. Policy analysis is a technique used in public administration so individuals can
evaluate and scrutinize policies. Policy analysis is not only limited to policy's that are already enacted, policy analysis can be used to analyze
perspective policy's. There are already a handful of policy analysis frameworks available for use. These include: Chambers 2009, Gilbert and Terrell
2009, Popple and Leighninger 2004, and Dobelstein 2003. Many of the frameworks are heavily influenced by the work of Eveline Burns, who
was prevalent in the 1940's and 1950's. While these frameworks would have been suitable to use for our analysis our class chose to create our own
framework to help with analysis. In these next few paragraphs I will explain how and why we chose what we did. The first part of our policy
analysis framework that we made was the goals and objectives section. We took this specificconcept from Chambers framework, although many of
the other frameworks also use this concept. The class came to a consensus as to what the definition would mean specifically. We all chose to measure
the policy's intended impact, as well as the policy's actual impact. We also agreed on that participation in the program helps as a stepping stone for
these individuals. What we mean by this is

  • 1. National Debt Is Necessary For The Funding Of Federal... National debt is necessary for the funding of federal programs. Government spending is not only a focus of the United State's political system, but it affects one's personal choices and lifestyle. There is a concern with where and why money is spent. A key aspect of government spending is allocated to education. Education is fundamental in how one benefits society and the economy. The United States education program is not only necessary for the success of the country, but it is in need of a more efficient system with increased funding. Education is the foundation of a person's success and way of life. Graduating from school is important not only for an individual, but it helps the local and national economy. A study by the Alliance for Excellent Education shows that with higher graduation rates among high school students, the economies of cities, states, and of the country would increase (Rollins). Compared to the rest of the world, the United States spends a large amount of money on education (U.S. Education). While many may think this sufficient, Professor Bruce Baker discusses the correlation between supporting schools with federal funding and the success of students, "When schools have more money, they have greater opportunity to spend productively. When they don't, they can't" (ii, Baker). If students are to graduate and contribute to the boost of economies, education must be the forefront of federal funding. The United States is spending what seems to be like ... Get more on HelpWriting.net ...
  • 2. Federal Funding And Private Investors specified in Proposition 1A. However, as time passes, the initial estimate is beginning to look like a low–ball. The construction process has taken longer than expected up until this point, and that has many direct and indirect costs associated. Some of these include increased number of work hours, job site utilities, and equipment rentals (Cox). Because of this increase in price, the state of California has tried to match federal funding with private investors. This, however, has been a slow and uncertain process. Another overestimation on the side of the CAHSR is in train times. Cox argues that the CHSRA's anticipated average speeds are not being achieved anywhere in the world, even on the most advanced lines. He also states that " the HSR would be unattractive to drivers in middle–distance automobile markets because little or no door–to–door time savings would be achieved and costly local connections would often be required (rental cars or taxicabs)." California lacks the extensive local transit infrastructure in the Central Valley that can be found in dense Asian and European areas; these smaller connecting systems are what make thehigh–speed rail so effective on other continents. Without them, it is a lengthier process for consumers to get to their end destination – they have to use both the public transit and their own form of transportation. This could have a negative effect on ridership because consumers will forego the hassle of changing transportation methods and ... Get more on HelpWriting.net ...
  • 3. The Abstract Ideas Of Art The Abstract Ideas of Art: The Philosophical Reasons Naohito Takeda AP Seminar–5, Analytical Composition February 17, 2017 Introduction Is it important to fund the arts? Art has impacted society positively and negatively. The negative impacts has to be considered so there is fairness and solutions. The philosophy of art is a way to express ideas on the funding of arts. The government is the main source for the funding of arts. However, the government has to consider the other factors for funding, like the military and social security. If the government funds only the arts, then it will create inequality. "Art reflects the values, aspirations, and questions of a culture." Andy Horwitz, a founder for Culturebots art,... Show more content on Helpwriting.net ... "The government and the cultural and creative industries need to take a united and coherent approach that guarantees equal access for everyone to a rich cultural education and the opportunity to live a creative life." If the government and industries have a reason for art, it will create many opportunities for the ability to build their art skills and there will be efficient funding. Perspective #1: The Negative Reasons The philosophy of art has a negative effect that impacts art industries and the government.. "Art funding, on the other hand, creates a culture of long term dependency where companies are more focused on securing healthy salaries through grants than on producing work the public might actually want to see." Douglas Mcpherson, a writer for The Telegraph, argues that art companies focus more on making money than making art. When art programs focus on wealth, they will be unlikely successful and as a consequence, it leads to lower funding. The smart choice is to focus on working on arts so art programs will be successful. "Government spending should be focused on objectivity beneficial policies that benefits all not on policies which only provides a mere past time to a minority of people." Debate.org is where there are arguements on different topics. The government should not fund only art, but they should focus on the important policies in order to have fairness in the U.S. In overall, the negative effects cause instability and problems

  • 6. A Moratorium On Federal Funding The Department of Health and Human Services maintained a moratorium on federal funding for research on embryos and fetuses, as well as in vitro fertilization, until President Clinton issued an executive order lifting it in 1993 (Scott p.153). However, Congress banned federal funding for human embryo research by adding legislation known as the Dickey–Wicker Amendment to every appropriations bill for the National Institutes of Health since 1995, making it impossible for the President to overturn the ban without also cutting the cash flow to the NIH (Scott p.154). This restriction remains in place today. On August 9, 2001, President Bush "clarifies which human embryonic stem cells can be used under federal funding rules" by stating that any lines derived from excess IVF blastocysts before his announcement are eligible for grants (Hopkins 2005). Then in 2009, President Obama lifted the 'made–before ' restriction for stem cell lines but maintained the ban on creation and destruction of embryos for research purposes (Madison.com 2009). With all these restrictions and complications, many scientists started to consider moving their research to countries with more liberal stem cell policies, such as Australia, Japan, and the United Kingdom. To combat this potential brain drain and create jobs within their own borders, states began to enact laws promoting stem cell research. Most notable is California, who in 2004 pledged to spend $3 billion on stem cell research, and gave it ... Get more on HelpWriting.net ...
  • 7. Case Study 2 Virginia Funding Formula Case Study 2: Virginia Funding Formula Analysis Introduction Funding for public school systems is a complicated and multifaceted topic. Funding for public schools comes from federal, state, and local tax dollars, but the percentage from each category differs from state to state. In this paper I will discuss how the Commonwealth of Virginia establishes the Standards of Quality (SOQ) for education, funded positions within school systems, how Virginia determines the amount of state financial support using the Local Composite Index (LCI), and give recommendations to fix funding shortfalls. Standards of Qualities The General Assembly of the Commonwealth of Virginia meets biennially, or every two years, and is the governing body responsible for the SOQ. The SOQ are the minimum state determined requirements for education and include items such as, but not limited to, textbooks, high school graduation requirements, and funded positions within a school system ... Show more content on Helpwriting.net ... The Commonwealth of Virginia has determined the SOQ for funded positions to be 63 positions for every 1,000 students. This sounds great, right? In all actuality, this is where the the first problem lies. Due to funded positions being composed of all subject area teachers, office personnel, and administrators the actual number of required funded positions in the Commonwealth of Virginia is, on average, 78 which forces the localities to fund 15 positions without state assistance. While 15 positions might not sound like a large number, but in all actuality it is when you figure the cost of paying the salaries of those 15 professionals. For instance, if the average professional makes $45,000 a year and the locality has to fund 15 positions at this rate, the locality has an increased burden of $675,000 a year! This is a lot of money for any locality , but in localities that have a LCI close to 0 it might be impossible to ... Get more on HelpWriting.net ...

  • 9. Qualitative Results Of The Ncdmb's Financial Accountability 10.6.5 Qualitative results of the NCDMB's financial accountability A number of important themes have arisen from qualitative analysis related to the board's financial accountability in managing resources. These themes were: (1) transparency and accessibility of financial information (2) honesty and professionalism (3) monitoring, auditing and verification of performance, and (4) stakeholder engagement. These points are discussed below. 10.6.5.1 Transparency and accessibility of financial information Results have shown stakeholders' mixed reactions on the NCDMB's transparency of financial information. Contrary to the quantitative findings, many issues have been raised concerning how the board manages the two funds in its custody. ... Show more content on Helpwriting.net ... This may contradict the results obtained in section 10.6.4 above. Although Hufbauer et al. (2013) claimed that the modalities of the fund had remained vague, stakeholders have surprisingly shown a good understanding of the divisions of the fund into 30% developmental interventions and 70% commercial interventions (S. 70(h) NOGICD; UBA PLC and BGL Capital, 2014; see also chapter four). Stakeholders' calls for reporting of the NCDF as evident from the empirical data were in line with several calls from civil society groups about the board's transparency and the accessibility of the fund (Nigerian Tribune, 2015). It was reported that these stakeholders "want a clearer and less cumbersome process of accessing the Nigerian Content Fund" according to a civil society group. It was pointed out that the difficulty in accessing the fund came at the time when companies were in a pressing need to develop capacity and finance projects. Since the fund was meant to encourage local employment, training, local sourcing, etc, stakeholders have also shown interest in traceable records to that effect, or else, the value addition expectations of the fund would be vitiated. From the perceptions of stakeholders it seemed that none were aware of the actual financial position of the fund as none had responded to such question. This re–affirmed that stakeholders were ... • 10. School Funding Essay Fund Allocation Paper School Finance Iowa is very unique when it comes to school finance. We use the single count date for the purpose of funding the state's school districts. This is a count of the number of students in attendance on October 1st. This is when the federal government requires a count of the number of students eligible for the free and reduced price lunch program for purposes of Title I funding. An advantage to using the single count date is that it is reasonably easy and it also helps to cut down on administrative costs. There are many disadvantages to using this system. The single count date does not give districts any type of financial incentives for holding onto ... Show more content on Helpwriting.net ... Around the 1950s, there were several states that began to use average daily membership (ADM) in their financial plans. The key features to any finance strategy are (1) a measure of need, (2) a measure of capacity or wealth, (3) the amount of unit per need that constitutes the program, and (4) the uniform rate to be applied to the measure of capacity. When looking at how to get a good measure of need in a foundation program, it is important to be objective, not subject to local manipulation, unambiguous, and simple. You must also make sure they have a commonsense appeal, be steady rather than fluctuating, and adequately reflect the differences between controllable and non–controllable principles. States that use Average Daily Attendance (ADA) fund districts based on an average of a count conducted every school day of students in attendance throughout the year. Under ADA, absent students are excluded from the daily count and the district's average is lowered accordingly. This strategy promotes districts to improve attendance so they may avoid any type of funding cuts. This full year count is considered to be the most accurate of counts when it comes to funding students and also provides districts with financial encouragement to keep students in school and help boost daily attendance. ADA appears to give you a rolling average and would provide statistical data. A disadvantage to using ADA is that a districts' funding can ... Get more on HelpWriting.net ...
  • 11. Evaluating The New Process For Managing Priorities At... Q1) During the 10 years from 1992 through 2002, VWoA considered IT as a source of overhead and prioritized more on marketing and selling activities by allocating all the available funds. According to Matulovic, the major issues at VWoA were not related to IT but rather to the ambiguity that surrounded governance and development process. Assessment of the new process for managing priorities at Volkswagen of America? Significantly, he empowered PMO (program management Office) that focuses on proper planning prior to execution phase in order to generate on–schedule and on–budget projects. Hence, Matulovic satisfied that projects are working in a right manner. In order to choose the right projects to fund, the new process was implemented which is very organized, more structured and select projects based on the business requirements/scope. Several Organizational entities played a role in creating and managing a new process for managing priorities at VWoA. The focus of new process have been on aligning IT projects with Organizational goals i.e., each of the top three projects of business units should map to one of the major enterprise goals. Since the budget is limited ($60 million capped by VWAG), the funds are allocated to the projects which are highly prioritized by their business units. Business architecture played an important role in formalizing governance and prioritization process as it provided means of categorizing organization activities including IT projects and ... Federal Funding For Public Broadcasting The purpose of this paper is to explore the pros and cons of the proposal to eliminate federal funding to The Corporation for Public Broadcasting (CPB). In doing so, first we will explore several facets of this issue including first the cost of funding from both a governmental and taxpayer perspective. Secondly, understanding the services provided and the audience served is integral in this discussion. Lastly, we will consider government's role in media and education. The conversation, however, must start with the history, values, and goals of this organization. It was The Public Broadcasting Act of 1967 (Public Broadcasting Act of 1967), signed into law by then President Lyndon Johnson, which created CPB, a private nonprofit corporation. ... Another childhood favorite, Sesame Street, which first aired in 1969, and All Things Considered which premiered in 1971. Considering the turbulent times of that era, the support of this programming was a much–needed breath of fresh air. Other programs include The Electric Company, NOVA, Morning Edition, and Masterpiece Theater. The list is extensive and broad reaching. Considering their worth to the communities in which we live, is it ethical to defund this programming? Fred Rogers, of Mister Roger's Neighborhood, also made a significant contribution to CPB. It was the year 1969 when the Senate Subcommittee on Communications first began discussing cutting funds to CPB that Mr. Rogers made his plea against the proposal (Corporation for Public Broadcasting). Almost 50 years later, this same issue is again on the table. One must wonder how detrimental cutting funds would impact the educational programming to which Mr. Rogers was so undeniably committed. • 13. The City Of Branson 's Fiscal Year Runs Budget Process & Goals The City of Branson's fiscal year runs January 1 through December 31. Typically, the budget preparation process begins in mid–July when budget documents and instructions are distributed by the Finance Department to the each city department. The various departments have approximately three weeks to assess any budget goals, capital and personnel requests, and to complete projections for the current fiscal year. By mid–August, the Finance Department completes a preliminary review of the departments' budget, personnel and capital requests. The City Administrator then meets with the Finance Director to review any requests, and schedules one–on–one meetings with each department head. As the first organization in Missouri to implement Priority Based Budgeting, prior to their administrative review each department head is encouraged to perform a review of programs offered by their department and to establish what programs are not meeting the results identified by the board. The purpose of this process is to allow for reallocation of resources to programs that are determined to need more funding, in place of simply incrementally increasing the departmental line item budget. Aside from simply eliminating the programs that are not achieving desired results, the directors are encouraged to develop solutions to how the identified programs may perform more efficiently. • 16. The Is The Most Ideal Solution For Combat Corruption And... Constitutional reform would be the most ideal solution to combat corruption and to implement long term sustainable policy. However, successful public policy is typically achieved through a slow process of gradual change. The policy that would be the most successful and would help to create a more fair and equal political playground would be to reduce how much people and corporations could spend by linking public financing and spending limits. By creating clean elections one can help to equalize resources between the candidates by making sure all of the candidates have an equal amount of funds. In today's system of public financing; if the public official takes the public funding they must not take any outside donations. Equal funding can create a more equal playing ground for candidates allowing for more competitive races. More competitive elections create higher voter turnout because it makes the voters feel as if their vote matters more and they are more informed on the issues. There are many states that use public financing options for candidate and one can even see public financing on a federal level. However, the system we have in place now isn't working. On a national level presidential candidates have the option to take public funds in both the primaries and the general election. But in the 2016 election the only democratic candidate to make use of these funds was Martin O'Malley. When O'Malley took those funds it was clear that, that would be the end of his ... Evidently, prepaid college is a big topic. Can the citizens of America live with their consciences if they were to accept such an irrational national expense? The United States Federal Government should not pay for the first two years of college for all U.S. Citizens. The U.S. Government does not comprehend the idea of cash flow, but they do understand that the Federal Reserve is there to back up all of the expenses that they acquire. This act would basically add two more years in high school; thus, adding more chances for the national dropout rate to soar even higher. School systems are not the business of the Federal Government; there are bigger issues that must be dealt with before subsidizing tuition. The U.S. Federal Government is already very irresponsible with the nation's funds. The United States National Debt Clock is just under $17.5 trillion and counting with each passing second. Cash flow is fluid, not a one–way–valve. Funds must come in at the same rate, or faster, than it goes out in order to obtain cash flow. The Federal Government currently has enough difficulties paying out Social–Security Benefits, which has already been paid by every U.S. Taxpayer. • 18. The Teacher Retirement System Of Texas The effort to establish the Teacher Retirement System of Texas was a 20 –year process which began in 1916. After a few bumps on the road, and collaborations within the Texas Legislature, Governor James Allred signed the program into law under Section 67, Article XVI of the Texas Constitution on June 9, 1937, and the Teacher Retirement System of Texas was in effect as of July 1, 1937. The mission the legislature envisioned remains essentially intact, as TRS continues to strives to provide competitive retirement annuities in order recruit and retain the best educating staff in the nation, however the scope of system's responsibility has increased considerably. Years passed and in 1985, the Texas Legislature realized that public teachers did not have a health care system so TRS–Care, administered by TRS, was created as a extempore project intended to help state public retired teachers get health care coverage, an additional benefit for public teachers. It however, was not expected to be permanent, and was projected to last no more than a decade; it has now been three decades since TRS–Care projected expiration date. The fund was expected to run out of funds in 2000, but since that time, the Texas Legislature has managed to appropriate and contribute sufficient funds to provide benefits for each biennium. The Texas Legislature determines the funding of benefits and has no constitutional obligation to provide funds for the health care benefits beyond each fiscal year, unlike its ... • 19. Federal Funding for Public Broadcasting is a Bust Essay "Each year the United States spends .014% of its budget on public broadcasting. This amounted to approximately $445 million spent on funding towards public broadcasting in 2012."(Defending Public Broadcasting Should Not Be Done Lightly) The funding was meant to help public broadcasting stations get to a state where they could support themselves on their own. However, many stations continued to take the funding even though they did not require it. Despite this, the stations that abused the funding happened to have some very educational programs that most stations lacked which brought the question whether or not they should be punished. The funding provided by the federal government was meant to temporarily help public broadcasting stations until they could become self–sustaining, and stations such as PBS have proven that they are now much more than self–sustaining. What does this mean? It means that we are not just paying taxes to help support stations in desperate need of the funding; it means that we are helping to pay for some greedy stations' bills due to them being too lazy to pay from their own wallet. This is not only hurting our budgets, economy, and living conditions at home. This is also flowing money away from situations that are truly in dire need of the money. These situations would include community projects, poor hospitals, the homeless and hungry, disaster victims, and other minor, but significant tragedies. Some may argue that many stations are innocent and really use federal funding for its intended purpose, but does that mean that the cost is worth it? More money would be wasted on selfish penny pinchers over at PBS and other minor stations than anywhere else. So in the end it really doesn't seem worth it, it's just too big of a hassle and they can thank PBS for the funding cuts. But let us back–track a bit now, what about broadcasting by radio? Well if you're asking this, then you are probably not aware that federal funding only provides 5.8% of their ... Get more on HelpWriting.net ...

  • 21. Why I Was Younger I Received Money Through Gifts, And... When I was younger I received money through gifts, and allowance. My mother set up an allowance system where my brother and I could earn money by doing a variety of chores. This allowed us to learn how to care for ourselves and the household, in addition to learning how to be responsible with money. Because money wasn't given out much in her household, we learned to use it with care. My father's household, however, was the complete opposite. Growing up, gifts and money were handed out on a regular basis; as if Christmas came every week. This was hard to balance though because there were two extremely different viewpoints of money being installed in my brother and I. My fear is that if money becomes too heavily concentrated on, that it will rip relationships apart and cause more misery than its worth. Currently, I am pretty comfortable with my financial situation. I use the money I make from my jobs to help fund college and personal expenses. My paychecks are deposited into a savings and checking account which I use to fund my expenses respectively. Any extra money that I receive as a gift is stored in cash, in a lock box. This lock box is then hidden and forgot about so that money is rarely taken out and regularly put in. This allows for me to continually grow my fund so that in the event of an emergency, I have money put away. My tip money is also stored in the same way but separate from the gifted money. This also only accumulates and is never taken from. • 22. Education Is Affected By Budget Cuts Introduction Education is affected by budget cuts as it has been for many years in the United States. New policies are enacted for accountability and new legislation passed for increasing budget cuts in education is prevalent (2010).The question that must be asked are states are able to fund education adequately while still meeting the needs of all students. Benefits to state budgets The largest area of state spending is in education. Inside this budget, schools must provide funding for transportation, food, resources in the classroom for all students, and salaries to all employees. Throughout watching this video, the main benefit I could see from state's financing schools are the ability to always have a check and balance to determine if funds are being spent correctly. When I first began teaching, the principal at the time was known to spend money when it was not needed. When she first took over, she spent $16,000 on murals to make our school look pretty, even though we had a major leak in the ceiling. After 3 years of not meeting AYP the state examined the funds that were spent, and the principal was not reassigned the following year. Downside to state budgets To begin with, the most interesting information I learned was how in the near future we will be have to take funds away from the young to help take care of the health care cost of the elderly. If education funds are to be cut in half, the effects will be felt throughout society. What will have to be cut ... Get more on HelpWriting.net ...

Through this essay, I will explain this process as it leads up the management of the project once funded. Furthermore, this essay will explain how to ensure that the proposal submitted addresses key aspects necessary for the project to be implemented in line with best practices for project management. Provided the fact that proposals are the gateway to grant funding, there are a few keys to ensuring that an organization submits a successful proposal. The first step is to document an unmet community need that the grant seeker is in a position to address (Neitzey, 2016). By demonstrating that a problem exists, organizations are more likely to explain who will benefit should the project be funded. Furthermore, by highlighting the problem, the organization is more capable of articulating the overall impact the project will have on those who are negatively impacted by the lack of a project addressing the problem. The second step is to demonstrate a clear plan for the program (Neitzey, 2016). Once developed, the plan successfully articulates the organization's ability to identify themselves as a unique, yet impactful organization. Essentially, the plan is to show that the organization has the necessary resources to successfully end or minimize the problem discussed earlier in the proposal. The third step is to thoroughly research funders, competitors, and potential partners (Neitzey, 2016). Perhaps this is the most important step, due to the fact that without the funding there will still be a need in the community. However, when organizations are seeking funding, they should rely on funding that align with their mission. By doing so, they are not mission drifting, and they are applying for funds ... During Coach Carter's years on the track team, she remembered only 1 of the 70+ athletes was given a full ride. The fallowing similarity is building the relationship with the athlete. This was said to be challenging because not all athletes allow the coaches to get to know them beyond the sport and coaches will be limited on ways in which to encourage the athlete and determine the most effective way to coach them. Coach Carter and Coach Corey found that building a relationship with an athlete allows the athlete to gain trust in the coach's authority, which assists in the athlete's ability to improve. Attempting to coach an athlete without trust, can lead to inconsistency with their performance, in addition, to limiting listening skills on both side. In Connecticut alone, thirty eight percent of the states population cannot afford to meet their basic needs, such as food (New Haven Register). The meal gap, the difference between the amount of people who can and can 't afford food, is a major problem in our state. However, an even bigger problem is the lack of knowledge about the systems and programs that can help those who cannot afford food in the vast majority of people that need this help. These programs would also allow for an increase in the federal funding through incentives given out by the government. An easy way to lower the meal gap would be to find ways to spread awareness about these programs to those in need, thereby lowering the meal gap and increasing federal funding, allowing the government to help more people. The income levels of the Connecticut state counties can directly affect how large the meal gap is. The three poorest counties in the state are New Haven, Bridgeport and Hartford. These three also have the highest rate of unemployment in the state, with the three combined having a rate of 2.4% out of Connecticut 's 6.3% total unemployment (Hunger in Connecticut). Federal Funding for Stem Cell Research Federal Funding for Stem Cell Research Stem cells have become a subject of much interest and debate in politics, the scientific and religious communities of the United States of America and the world over. So what exactly is a stem cell? Well basically they are cells in the human body that exist in a sort of neutral state. They are the blank canvasses of the cellular world. What I mean is that they can go on to become many different types of cells in the human body. What might start off as a stem cell could potentially become a neuron in your brain, a piece of cardiac tissue in your heart or even a cell in your spinal cord!(Adelson, Joel W, et al) The thing about these amazing cells is that they will change and become whatever type of tissue they are surrounded by! There are a few different types of stem cells that can all heal certain damaged tissues but by far the most controversial and potentially most powerful is thought to be the embryonic stem cell. unfortunately the embryonic stem cell is a topic of serious heated debate. It has the most potential of any cell but the removal of these cells will effectively kill the embryo, making it a source of much controversy. The argument is about Research on human embryonic stem cells and the development of therapies for chronic and debilitating diseases. The thesis of the argument is "others worry that even if research on embryos is not wrong in itself, it will open the way to a slippery slope of dehumanizing practices, such as embryo farms, cloned babies, the use of fetuses for spare parts, and the commoditization of human life." Some of these people do not think that the Endowment is necessary, other people argue that the agency funds too many artists who create works that are off ensive to a majority of people. Though it may be true that some of the work recently produced has been offensive to a large number of people, it is not a reason to remove a very useful government program. The NEA provides jobs, ... Many of the frameworks are heavily influenced by the work of Eveline Burns, who was prevalent in the 1940's and 1950's. While these frameworks would have been suitable to use for our analysis our class chose to create our own framework to help with analysis. In these next few paragraphs I will explain how and why we chose what we did. The first part of our policy analysis framework that we made was the goals and objectives section. We took this specificconcept from Chambers framework, although many of the other frameworks also use this concept. The class came to a consensus as to what the definition would mean specifically. We all chose to measure the policy's intended impact, as well as the policy's actual impact. We also agreed on that participation in the program helps as a stepping stone for these individuals. What we mean by this is ... Get more on HelpWriting.net ...
