Continuing Resolution
Guidance for operating under a continuing resolution not only comes from the GAO, but also from
individual agencies. Some agencies have provided guidance on operating under a continuing
resolution which "range from highly elaborate to more ad hoc." One such agency that provides
guidance is The Office of Management and Budget (OMB). This guidance is normally produced on
an annual basis in Circular No. A–11 which, in part, covers operations under a continuing resolution.
Also, the OMB issues supplemental bulletins to provide additional guidance. To alleviate any risk of
violating the new start prohibitions, the Circular No. A–11 and OMB's occasional bulletins should

Reflection In Education
I came into this class having lived in a developing country for most of my life. In India, I had
worked with organizations that that were both for–profit and non–profit. Some stated their social
impact focus, while others did not. Even fewer could actually substantiate their claims, and in the
the midst of it all, impact measurement was almost an afterthought. Over the past six weeks, I have
looked back at some of those organizations and tried to piece through the impact they had on the
communities they sought to uplift. For instance, I spent weekends volunteering at an informal non–
profit school for economically disadvantaged children. The organization was funded by affluent
private donors, who would look at the number of children educated as an output metric. While the
investors saw positive gains in the throughput of the organization, this course helped me gain a very
different perspective. I would now like to go back and get more data that delves into the student–
facing benefit of the program. Could the children utilize the skills they were taught in the real
world? Did they ultimately get higher paying jobs than they would have with the status quo? In my
experience, a number of organizations focus on the act of doing social good, but not necessarily on
the outcomes. In an ideal world, rigorous impact metrics should be baked into the investment

This literature review investigates the current crowdfunding landscape based on the following three
components. First, who is participating and who is benefiting from a business investing, charitable
giving and peer–to–peer lending standpoint. Second, what factors and economic theories contribute
to the ultimate success or failure of an investment project on a crowdfunding platform. And lastly,
what are the positive reward systems and negative implications for both the cause and the
contributor?
The objective of this literature review is to recognize how these components affect a new generation
of funding. I will highlight reasons why these sources are rapidly growing and postulate if they are
replacing the older, highly constrained traditional funding models.

During our meeting on March 23th, we discussed options to increase enrollment in the Early Degree
Program (EDP). However, we quickly realized that low–income EDP students face a financial

Research to explore Financial Aid Opportunities for Low–Income Early Degree Students
A low–income Early Degree Student's Associate Degree could be funded by several sources of
financial aid. Exploring these funding options requires research by officials of Missouri State
University–West Plains. The sources of funding and the respective offices which would be
responsible for the research are:
Federal, state, or local grants to be explored by the Office of Financial Aid.
Institutional or privately funded scholarships to be explored by the Office of Development. To meet

Should College Athletes Be Paid?
Funding is also said to impact the particular athletes that agree to attend the university. As many
athletes attending universities seek scholarship, because of the rising cost of tuition. For UC Irvine
Track and Field, scholarships are stretched in an attempt to assist as many athletes the head coach
feels should receive. The splitting of funding allows more athletes receive help. During Coach
Carter's years on the track team, she remembered only 1 of the 70+ athletes was given a full ride.
According to the coaches, there was a time when the athletes had to purchase their own running
shoes and sponsored gear, where many other programs are provide this. The fallowing similarity is
building the relationship with the athlete. This was said to be challenging because not all athletes
allow the coaches to get to know them beyond the sport and coaches will be limited on ways in
which to encourage the athlete and determine the most effective way to coach them. Coach Carter
and Coach Corey found that building a relationship with an athlete allows the athlete to gain trust in
the coach's authority, which assists in the athlete's ability to improve. Attempting to coach an athlete
without trust, can lead to inconsistency with their performance, in addition, to limiting listening

Introduction Education is affected by budget cuts as it has been for many years in the United States.
New policies are enacted for accountability and new legislation passed for increasing budget cuts in
education is prevalent (2010).The question that must be asked are states are able to fund education
adequately while still meeting the needs of all students.
Benefits to state budgets The largest area of state spending is in education. Inside this budget,
schools must provide funding for transportation, food, resources in the classroom for all students,
and salaries to all employees. Throughout watching this video, the main benefit I could see from
state's financing schools are the ability to always have a check and balance to determine if funds are
being spent correctly. When I first began teaching, the principal at the time was known to spend
money when it was not needed. When she first took over, she spent $16,000 on murals to make our
school look pretty, even though we had a major leak in the ceiling. After 3 years of not meeting AYP
the state examined the funds that were spent, and the principal was not reassigned the following
year.
Downside to state budgets To begin with, the most interesting information I learned was how in the
near future we will be have to take funds away from the young to help take care of the health care
cost of the elderly. If education funds are to be cut in half, the effects will be felt throughout society.

send groups of students to various communities around the country. Overall, I felt this grant was
well written. This grant proposal is straight to the point, but gives enough information within most
areas where clarification in not necessary. This grant proposal falls under the community service,

2014. However, this proposal says the project end date is ongoing, which violates the rules. There
was no indication how the project would impact those involved, or how it would impact the
community. This proposal never indicated how they would evaluate the project itself once it was

This view is something that is easier said than done unfortunately and there came a point where

requirement of oil and gas exploration, complex paper work and the inability of the indigenous
SMEs to obtain funding from the banks and financial institutions as seen from earlier distribution
tables, could possibly explain the situation.
Table 3 is centred on whether they (SMEs) have ever applied to be considered for the (1) SMIEIS
funding and (2) ordinary bank loan (1) SMIEIS Funding Answer Frequency Percentage

The table above indicates that out of the 32 respondents, only 5(15.6%) have made applications for
SMIEIS funding of which (in table 4 below) only 2(40%) was approved. Further, 10(31.2%) made
application for ordinary bank loan of which (in table 4 below) 3(30%) was approved. By this, it can
be interpreted that the rate of applications for funding as well as the success rate of the applications
(for both SMIEIS and bank loan) is extremely low. This could partly explain the fact that there
seems to be information gap or poor awareness of the SMIEIS fund.

In this paper I will be discussing how our class came to a consensus on our policy analysis
framework. To understand what we are attempting to accomplish, you need to understand the
denotation of policy analysis. Policy analysis is a technique used in public administration so
individuals can evaluate and scrutinize policies. Policy analysis is not only limited to policy's that
are already enacted, policy analysis can be used to analyze perspective policy's. There are already a
handful of policy analysis frameworks available for use. These include: Chambers 2009, Gilbert and
Terrell 2009, Popple and Leighninger 2004, and Dobelstein 2003. Many of the frameworks are
heavily influenced by the work of Eveline Burns, who was prevalent in the 1940's and 1950's. While
these frameworks would have been suitable to use for our analysis our class chose to create our own
framework to help with analysis. In these next few paragraphs I will explain how and why we chose
what we did. The first part of our policy analysis framework that we made was the goals and
objectives section. We took this specific concept from Chambers framework, although many of the

While the investors saw positive gains in the throughput of the organization, this course helped me gain a very different perspective. I would now like to go back and get more data that delves into the student– facing benefit of the program. Could the children utilize the skills they were taught in the real world? Did they ultimately get higher paying jobs than they would have with the status quo?   • 143. A Consensus On Our Policy Analysis Framework In this paper I will be discussing how our class came to a consensus on our policy analysis framework. To understand what we are attempting to accomplish, you need to understand the denotation of policy analysis. Policy analysis is a technique used in public administration so individuals can evaluate and scrutinize policies. Policy analysis is not only limited to policy's that are already enacted, policy analysis can be used to analyze perspective policy's. There are already a handful of policy analysis frameworks available for use. These include: Chambers 2009, Gilbert and Terrell 2009, Popple and Leighninger 2004, and Dobelstein 2003. Many of the frameworks are heavily influenced by the work of Eveline Burns, who was prevalent in the 1940's and 1950's. While these frameworks would have been suitable to use for our analysis our class chose to create our own framework to help with analysis. In these next few paragraphs I will explain how and why we chose what we did. The first part of our policy analysis framework that we made was the goals and objectives section. We took this specific concept from Chambers framework, although many of the other frameworks also use this concept. The class came to a consensus as to what the definition would mean specifically.
