recover from disasters with a vision of "A Nation Prepared." FEMA can trace its origins to the
Congressional Act of 1803. FEMA coordinates the federal government 's role in preparing for,

The efforts of response and recovery have proven to be key in helping those affected by
emergencies. This paper will examine some of the roles and responsibilities that are taken to first
time responders and mangers. It is important for emergency management to make sure that the team
around them are given the right tools and knowledge to help assist people in emergency situations.

Abstract
Why is it necessary for our country to have an effective emergency plan in place? Why does it
matter how the country responds to emergencies when every part of our country, including cities and
states, face emergency situations on a daily basis all over? Some are bad to worse, and some horrific
to deadly. Well, this paper explains the importance of the National Response Plan and why it is
necessary for our country to have it in place. It explores several articles that have been published to
show the results on the effectiveness and response of the National Response Plan.

The federal government passed several relief acts since 1803, but none consisted of an emergency
response until Jimmy Carter put one in place in April 1, 1979, which was called FEMA. FEMA
stands for Federal Emergency Management Agency. Their mission is to support the citizens and first
responders to promote that as a nation we work together to build, sustain, and improve our
capability to prepare for, protect against, respond to, recover from, and mitigate all hazards. The
federal government has provided ways to respond to emergencies to provide immediate safety, food
and shelter, and ensure that the needs of the communities are met. Since established, FEMA has
maintained their commitment to serving the country 's people. Robert T. Stafford Disaster Relief and
Emergency Assistance Act were signed into law on November 3, 1988 and amended the Disaster
Relief Act of 1974. The system formed created ways to trigger financial assistance in case the
president declared an emergency through FEMA. FEMA adopted many Acts to form under them,
including Homeland Security Act, Sandy Recovery, and the Katrina Recovery Act. Because of the
limited threats and disasters at the time, the plan was enough to cover all threats that the country

There are a number of agents that respond to any given emergency that must be explained in order
to understand response effectiveness. These responding agents can include federal, state, and local
officials such as law enforcement, fire services, EMS, public services, medical services. There are

The first of these frameworks is called the National Incident Management System (NIMS) which
provides a template on how national, state, and local governments should work together. Within this
system, there are instructions for the Multi–Agency Coordination system (MACs) whose primary
function is to "coordinate activities above the field level and to prioritize the incident demands for
critical or competing resources, thereby assisting the coordination of the operations in the field"
(Homeland, 64, 2008). The next framework is the National Response Framework (NRF) describes
how communities, tribes, states, the federal government, and nongovernmental agents apply these

Fault For The Recovery Efforts Of Hurricane Katrina
While there have been many papers and articles written on the organizations most at fault for the
recovery efforts of hurricane Katrina, most of the blame is wrongfully pointed towards FEMA. In
fact, most experts in the hurricane field knew a storm the size of Katrina would absolutely decimate
the city of New Orleans. The levee system was the primary failure point as mention by The Times–
Picayune (2002), "another scenario is that some part of the levee would fail". These levees,
combined with the geographical properties of the city itself, are faults, which clearly were out of
FEMAs control. Yet FEMA is still the blame winner, and the reasoning, is actually not FEMAs fault
either. Consequently, poor decision making, and confusion of who was in charge was the biggest
shortfall during the recovery efforts of Katrina. Prior to the 9/11 attacks, FEMA was an independent
agency, affording it direct access to the president (Haddow, Bullock, & Coppola, 2011). FEMA was
actually absorbed into the Department of Homeland Security (DHS) after the attacks, in a shift of

The Incident Command System Today, the Incident Command System (ICS) is a major component
of NIMS and is widely used in emergency management response. However, this was not always the
case. According to David A. McEntire and Gregg Dawson, authors of the article, "The
intergovernmental Context," ICS was originally developed by the fire service in 1970. Its purpose
was to assist in the command of wildfire events. It was unique because it standardized operations,
yet offered flexibility so that it could be used on any number of events, regardless of size or type
(McEntire & Dawson, 2007, p. 63).
The book, "National Incident Management System: Principles and Practice," by Dr. Donald W.
Walsh, Dr. Hank T. Christen, Christian E. Callsen, Geoffrey T. Miller, Paul M. Maniscalco, Graydon

Hurricane Katrina proved to be one of the most catastrophic and costly natural disasters to affect the
United States. Severe winds, heavy rains, and a 27–foot storm surge devastated the Gulf Coast states
of Mississippi, Alabama, and Louisiana. In addition, the ferocity of the storm caused the failure of

governments, let me first of all explain what constitute emergency and emergency management, just

Federation of Red Cross and Red Crescent Societies (IFRRCS) define disaster as "unexpected
devastating events that disrupts the operations of a population or public which leads to huge losses
