Title IX consists of just thirty–seven words, and it is these words that have transformed the
dynamics within the female athletic sphere in the United States. Although the federal law was
initially envisioned to assist women in academia, it is currently renowned for its profound impact on
American sports (Ware). It is an irrefutable fact that Title IX has vastly increased women's
participation in sports: the law has reportedly increased female participation rates within colleges
six–fold from 1972–the year it was passed–to today (Cooky). Opportunities for women in sports
have never been greater. However, despite the progress made by Title IX, it faces deep challenges in
its quest to achieve true equality. Women's participation rates in sports still lag far behind men, and
one cannot ignore this disturbing reality ("National Coalition"). Thus, the question as to whether or

In the spring of 2014, the Northwestern University Football Team did something that has never been
done before in the history of college sports. Many scholarship players voted on whether the team
should unionize. These same players believe that they should be compensated for their play on the
athletic field. Many collegiate sports fans also believe that collegiate athletes from around the
country should be compensated for playing sports; however, paying college athletes would cause
multiple problems in college athletics. College athletes should not be paid because schools do not
have the money to pay student athletes, it would not be fair for athletes who do not play football or
basketball, and they have athletic scholarships that allow them to receive a free education. Many
people around the country believe that since football and basketball are such big sports that they

more noticeable throughout the past three years. Students have discontinued or transferred to other
schools to become more successful within their sport. The average number of student athletes during
the 2012–2013 school year at Belle Plaine High School averaged twenty–seven participants;
however, this number decreased to an average of seventeen participants for the current school year

The concept of college athletes getting paid has been around since college athletics have existed.
One might ask why the athletes should get paid if they already have free tuition. The revenue that
certain athletes bring to a university can be a substantial amount, beyond that of just a scholarship in
some cases. Debated by many and taken action by few, giving the right of receiving benefits to a
college athlete has made little progress. The deliberation on whether college athletes should be paid
in some form or another started after the first collegiate competition took place, when a coxswain
used on the Harvard crew was not enrolled in the Ivy League school. Speculations say that Harvard

sports. For example, in 1997 two basketball players from Arizona state, Stevin Smith and Isaac
Burton, pleaded guilty to point shaving on four home games. These two players intentional missed

history, according to the laws of almost every country, males have been the dominate sex. In almost
every sector of life, the law has granted men more rights and privileges, whether it be property
rights or the right to vote. However, in the United States, ever since women's suffrage, all women's
rights have been increasing steadily. One privilege that men have had in the past, active and
supported participation in intercollegiate sports, has also been opened up to women through Title IX,
part of an amendment to the 1964 Civil Rights Act. Although Title IX does not solely target sports,

I will collect data from athletic departments, focusing specifically on Division–1 NCAA public
institutions, as well as data from the sources listed below. I will use this data to create economic
regressions using utilizing Ordinary–Least Squares to answer questions such as: If an athletic
department adds an additional women's team, how does that affect the department's efficiency? Or
how does a percentage increase in women playing athletics save society money on obesity
prevention? I also hope to develop a model to reconcile the benefits to society and universities with
the costs to reach an optimal point of efficiency for both. Lastly, I want to apply different proposed
amendments, listed in the previous paragraph, to Title IX to see how they would affect its efficiency.
