3. HISTORY OF NSCC- MBAI
* The idea of creating a Mutual Benefit Association of NUEVA
SEGOVIA CONSORTIUM OF COOPERATIVES was first
introduced to the Board of Directors by Mrs. Divina C. Quemi, DBA
in 2012. Dr. Divina C. Quemi was the founder of NSCC-MBAI.
• This is in compliance to the Joint MEMORANDUM CIRCULAR
NO. 1 and No. 2 Series of 2010, issued by the Insurance
Commission and the Cooperative Development Authority about
regulations on informal insurance activities.
• Purpose of the program is to provide the security of members and
member-cooperatives including hospitalization benefits at a low
premium.
4. The Association was registered with the
Securities and Exchange Commission (SEC) on
May 20, 2016, with Registration Number
CN2016-10037 and obtain secondary license
from the Insurance Commission (IC) on
February 17, 2017 with License No. 2017-5-0. It
officially started operation as a Mutual Benefit
Association on September 1, 2017 upon receipt
of its implementing rules and regulations (IRR)
governing its secondary license.
The Association has 29,035 members at the end
of 2019.
The association operates and maintains office
and at the Ground Floor of NSCC Plaza,
Caoayan, Ilocos Sur, owned by the NSCC
Federation. The Head Office and the member
primary cooperative of NSCC Federation act as
the collecting agents of the Association for
certain collection fees.
5. • The advisory Council are; NSCC CEO Mrs. Divina C. Quemi, DBA, NSCC BOD
Chairman Mr. John Bello and NSCC Legal Counsel Atty. Gloria C. Corrales. The
Board of Trustees are: Ms. Eva Garnace Borja as the president representing
SACDECO, Mr. Arjay Naungayan as the Vice President representing Sacred Heart
Cooperative and the members of the board are: Ms. Guadalupe Gorospe (NSCC
MPC), Mr. Buddy Carta ( Margaay MPC), Mr. Benedicto Satumba (Free Farmers
MPC), Ms. Eva Valdez (Candon City Trykers MPC), Ms. Editha Umipig (Burgos-Sta
Maria Irrigator MPC), Ms Elita Itable (Tagudin MPC) and Rev. Fr. Ian Paul Filart-
Independent Director.

7. Who can become a member/insured?
► 18 to 60 years old
► Exit age is 66 years old
Contribution/Premium
Twenty pesos (PhP20.00) per week

9. BENEFIT FOR THE COOPERATIVE
Minimize loan delinquency due to members
death and Total & Permanent Disability (TPD).
BENEFIT FOR MEMBER-BORROWER
Reduced the beneficiary/ies’ financial burden at
their time of mourning.
10. FEATURES:
- Loan insurance coverage for the member-borrower of a cooperative
or financial institution
- Premium is computed Twelve Pesos (Php 12.00) per One
Thousand Pesos (Php 1,000) of the loan amount per year.
- Protection is co-terminus with the term of the loan.
- Loan amount to cover is One Thousand Pesos (1,000)
minimum and a maximum of Three Hundred Fifty Thousand
Pesos (Php 350,000.00).
