According to 'Industrial Policy for Pesticide Industry' released by China’s Ministry of
Industry and Information Technology (MIIT) on 19th September, 2010, China targets

China has abundant fluorite resources (CaF2), with total reserve volume of over
260million tonnes, accounting for two thirds of the world. Nowadays, with advantages
of high efficacy, low toxicity, etc., fluorine-containing pesticides have becoming a R&D
hot spot in the world with its AI amount sees continuous growth, taking up over 12% of
total pesticide varieties currently.
Today, domestic producers focus more on deep processing of fluorine chemicals with
higher added value. Current price of 2,4-difluoronitrobenzene, an intermediate of
fluoric pesticides, for instance, is about USD12,000/t, much higher than that of its raw
material, namely fluorite (CaF2 >90%), which is USD120/t . However, it seems like
that China still has great potential for fluoric pesticide industry, as fluorine-containing
pesticides that China now produces merely captures less than 8% of total domestic
products, which is mostly attributed to limited development for related intermediate
industry due to insufficient technologies.
