For example, the Census Bureau states public safety “comprises the functions of Police protection, Fire protection, Correction, and Protective inspection and regulation” (US Census Bureau, n.d.). Public Safety Administration is not an easy topic to define, given the complexity and Quantity of people, places and things that would stand to be affected by this very definition, It is not a simple task. When I think of the Public Safety and its Administration, I automatically interpret it into a question, what it is that one is seeking to accomplish as well as to whom would be affected. My first thought goes to, who I consider as “public” Merriam Webster Dictionary defines public as a collective body of people (Webster, n.d.) which I consider to be Households, Communities, Counties and /or State. Secondly, I would take into account what safety and security measures, would be required to protect this body o people. Finally, I would explore what Governing body is responsible for caring for these individuals. In conclusion: I would define Public Safety Administration as an administrative body that has jurisdiction and oversight for the security, welfare and the responsibility of developing, constructing, and organizing safety measures, policies and procedures to protect all people, in all security situations and circumstances, It would encompass anything having to do with protecting the life, liberty and the well-being of all of its citizens. For example, identity theft is a major concern since much of the commerce transactions are now done online. Oftentimes the theft is a result of human error, such as not shredding documents that contain personal information or not using a secure web browser to conduct transactions. Human error is also exhibited when employees do not properly handle merchandise, resulting in its theft, damage, or lack of repair. Natural disasters are said to be a direct result of “the forces of nature.” We often see natural disasters in the form of forest fires, earthquakes, and tsunamis. On the other hand environmental disasters are the result of hazardous materials being released into the environment. These types of disasters are the result of some type of hazardous materials being released in larger amounts into the environment (e.g., oil spill, leakage of nuclear reactors). Fire and environmental disasters are examples of how the sources of the threats to security and safety can be hard to identify and/or intertwined. A fire can be started by lightning, it can result from human error that causes a spark (e.g., a loose metal chain being dragged across concrete at high speeds), or it can result from intentional criminal behavior, in which an arsonists sets a fire to cause widespread damage. Paper presented at 2013 The International Emergency Management Society (TIEMS) Conference in Velaux, France. Community disaster education is an integral component of emergency management around the world. Its main goal is to promote public safety and, to a lesser extent, reduce disaster damages. However, there has been relatively little research into the appropriateness and effectiveness of the community disaster education programs and learning activities, including those provided by emergency agencies. This is due largely to the general lack of evaluation of these programs, the difficulty in isolating education as a causal factor in aspects of disaster management performance, and disaster education not being embraced strongly by the academic field of education. Compounding this situation is the call by many governments around the world to build community disaster resilience in addition to public safety, with education viewed as a critical mechanism. There is therefore an urgent need to not only examine current community disaster education practices based on education theory and practice, but also to align them to the broader goal of disaster resilience. In response, an exploratory research methodology was utilised to examine possible learning content and processes that could be used by emergency agencies and other organisations to design Learning for Disaster Resilience (LfDR) plans, programs and activities for local communities. The research found that disaster resilience learning content should not only cover preparedness aspects, but also learning about improving recovery for people, organisations (e.g. businesses) and communities. It found that disaster resilience learning should also include learning about the community itself, including how to reduce vulnerabilities and strengthen resilience. Opportunities for disaster resilience learning were identified in four broad learning domains – behavioural, cognitive, affective and social. The findings demonstrated that many current disaster education programs are only using limited parts of this learning ‘spectrum’, although this would be significantly increased by further embracing social media as a disaster resilience learning medium.
