Integrating Technology In Teaching and Learning
(Primodial Question)
“How do we integrate technology in teaching and learning in a way that enables
our students to develop 21st century skills and become competitive”
(The aim is for Filipino graduates to be locally and globally competitive. This
provision was specifically provided under Section 10.1, of the Implementing
Rules and Regulations (IRR) of the K12 Law, R.A 2013)
Global Competitiveness- mean “Excellence anywhere, anytime”
- Global Competitiveness could be easily achieved using these principles in
mind:
1. Connect all skills; do not isolate
2. Aim to Transform, not just Inform (Transformation)
Transformation- “Internet of everything” Under D.O No. 42, s2016, ICT
integration in teaching and learning under Figure 2.

Communication Technology
Economic and Social Impact of Using ICT in Education
Both developed and developing nations share sentiments
regarding their advancement like United States, Belgium, Denmark
and Singapore as they viewed ICT in education as a key to develop
21st century skills and becoming globally competitive. Also, the
government of China, Malaysia and Uganda regards computers in
school as a necessary step towards becoming industrialized
nations.
Furthermore, exposing students to technology creates future
employees who may be later expected to use ICT to increase
productivity, reduce costs, and improve results.
ICT in Philippine Schools
The Philippine national policy has, therefore, been formulated to advance
the use of ICT in education.
 Project CARES was designed to upgrade the use and application of ICT in
public elementary and secondary schools nationwide. The projects primary
concern is school administration and is response to the need for accurate
and timely data that administrators and teachers need to manage their
classes.
 The Foundation for Information and Communication Technology Education
and Development (FIT-ED) is another non-government organization dedicated
to the application of ICT in education and training.
 FIT-ED entered into a joint project with the Ayala Foundation, the
philanthropic arm of the Ayala group of companies whose holdings include
Ayala Land (real-estate), Ayala Systems Technology (software development),
EDINet (e-commerce) and Globe Telecom (telecommunications).
ICT in Philippine Schools
 The project was Pilipinas SchoolNet, a network of Philippine schools that will
use information and communication technology to interact and collaborate.
When fully operational, the Pilipinas SchoolNet will be connected to a
regional network called the Asean SchoolNet and then eventually to the
World Links for Development Program (World), a network that links school in
35 developing countries.
 The Ayala Foundation futher manifested its commitment to ICT in education
through its Youth Tech Program. The objective of the program is to provide
junior and senior students of public high schools with access to ICT and the
necessary training to use the technology.
 Another private firm, Procter & Gamble (P&G) Asia, with the cooperation of
IBM Philippines, promoted the use of technology in education through
Project Sagip Isip. Under the program, schools were asked to accumulate
points by collecting wrappers from P&G products. The schools could then
exchange these points for IBM personal computers. P&G targeted 5,000
schools nationwide.
The Need to Develop ICT Curriculum Standards
Setting standards is an important and effective learning tool because they
express clear expectations of what all learners should know and be
able to do.
- For the country, standards are a common reference tool and provide a
defined framework for national testing.
- For schools, standards provide a focus for developing new ways to organize
curriculum content, instructional programs and assessment plans.
- For teachers, standards will help them design curriculum, instruction and
assessment on the basis of what is important to learn.
- ICT curriculum standards for K-12 schools in the Philippines will serve as a
framework for technology integration in various academic content area
instructions from kindergarten through grade 12.
- Futhermore, the process of integrating standards into the curriculum should
emphasize learning and growth for all as the natural and desired outcome of
reform in the schools.
ICT in Instruction
 Research has indicated that the use of ICT can support new instructional
approaches and make hard-to-implement instructional methods such as simulations
or cooperative learning more feasible.
 ICT can improve the quality of education and heighten teaching efficiency through
preservice training and programs that are relevant and responsive to the needs of
the education system.
ICT in a Learner-Centered Environment
ICT-supported education can promote the acquisition of the knowledge and skills
that will empower students for lifelong learning. Following are some of learning
approaches ICT can promote:
 Active learning. ICT enhanced learning mobilizes tools for examination, calculation
and analysis of information, thus providing a platform for student inquiry, analysis
and construction of new information.
 Collaborative learning. ICT-supported learning encourages interaction and
cooperation among students, teachers, and experts regardless of where they are.
 Integrative learning. ICT-enhanced learning promotes a thematic, integrative
approach to teaching and learning.
 Evaluative learning. ICT-enhanced learning is student-directed and diagnostic.
 Creative Learning. ICT-supported learning promotes the manipulation of existing
information and the creation of real-world products rather than the regurgitation of
received information.
 Project-based learning (PBL) is a constructivist pedagogy and class-oriented
learning approach involving long-term, theme-based learning and student-centered
activities that focus on daily life problems.
ICT Integration in Philippine Education
ICT is introduced at the elementary level as a subject called Home Economics
and Livelihood Education (HELE) and in the secondary level as Technology and Home
Economics (THE).
DepEd Policies on the Use of ICT
1. Technology must be studied first as a separate subject, then applied in other
learning areas as a tool for learning how to learn.
2. The application of computer skills to the other learning areas is a curriculum policy
that stem from the principle that teaching-learning must not be textbook-driven, and
educational processes should take advantage of technological developments,
including the application of ICT in teaching and learning, where appropriate.
3. An education modernization program will equip schools with facilities, equipment,
materials and skills and introduce new learning and delivery system necessary to
capitalize on recent technological developments.

Integrating Technology In Teaching and Learning (Primodial Question) “How do we integrate technology in teaching and learning in a way that enables our students to develop 21st century skills and become competitive” (The aim is for Filipino graduates to be locally and globally competitive. This provision was specifically provided under Section 10.1, of the Implementing Rules and Regulations (IRR) of the K12 Law, R.A 2013) Global Competitiveness- mean “Excellence anywhere, anytime” - Global Competitiveness could be easily achieved using these principles in mind: 1. Connect all skills; do not isolate 2. Aim to Transform, not just Inform (Transformation) Transformation- “Internet of everything” Under D.O No. 42, s2016, ICT integration in teaching and learning under Figure 2.

Philippine Public and Private School’s Information and Communication Technology Economic and Social Impact of Using ICT in Education Both developed and developing nations share sentiments regarding their advancement like United States, Belgium, Denmark and Singapore as they viewed ICT in education as a key to develop 21st century skills and becoming globally competitive. Also, the government of China, Malaysia and Uganda regards computers in school as a necessary step towards becoming industrialized nations. Furthermore, exposing students to technology creates future employees who may be later expected to use ICT to increase productivity, reduce costs, and improve results.

ICT in Philippine Schools The Philippine national policy has, therefore, been formulated to advance the use of ICT in education.  Project CARES was designed to upgrade the use and application of ICT in public elementary and secondary schools nationwide. The projects primary concern is school administration and is response to the need for accurate and timely data that administrators and teachers need to manage their classes.  The Foundation for Information and Communication Technology Education and Development (FIT-ED) is another non-government organization dedicated to the application of ICT in education and training.  FIT-ED entered into a joint project with the Ayala Foundation, the philanthropic arm of the Ayala group of companies whose holdings include Ayala Land (real-estate), Ayala Systems Technology (software development), EDINet (e-commerce) and Globe Telecom (telecommunications).
  • 6. ICT in Philippine Schools  The project was Pilipinas SchoolNet, a network of Philippine schools that will use information and communication technology to interact and collaborate. When fully operational, the Pilipinas SchoolNet will be connected to a regional network called the Asean SchoolNet and then eventually to the World Links for Development Program (World), a network that links school in 35 developing countries.  The Ayala Foundation futher manifested its commitment to ICT in education through its Youth Tech Program. The objective of the program is to provide junior and senior students of public high schools with access to ICT and the necessary training to use the technology.  Another private firm, Procter & Gamble (P&G) Asia, with the cooperation of IBM Philippines, promoted the use of technology in education through Project Sagip Isip. Under the program, schools were asked to accumulate points by collecting wrappers from P&G products. The schools could then exchange these points for IBM personal computers. P&G targeted 5,000 schools nationwide.

The Need to Develop ICT Curriculum Standards Setting standards is an important and effective learning tool because they express clear expectations of what all learners should know and be able to do. - For the country, standards are a common reference tool and provide a defined framework for national testing. - For schools, standards provide a focus for developing new ways to organize curriculum content, instructional programs and assessment plans. - For teachers, standards will help them design curriculum, instruction and assessment on the basis of what is important to learn. - ICT curriculum standards for K-12 schools in the Philippines will serve as a framework for technology integration in various academic content area instructions from kindergarten through grade 12. - Futhermore, the process of integrating standards into the curriculum should emphasize learning and growth for all as the natural and desired outcome of reform in the schools.

ICT in Instruction  Research has indicated that the use of ICT can support new instructional approaches and make hard-to-implement instructional methods such as simulations or cooperative learning more feasible.  ICT can improve the quality of education and heighten teaching efficiency through preservice training and programs that are relevant and responsive to the needs of the education system. ICT in a Learner-Centered Environment ICT-supported education can promote the acquisition of the knowledge and skills that will empower students for lifelong learning. Following are some of learning approaches ICT can promote:  Active learning. ICT enhanced learning mobilizes tools for examination, calculation and analysis of information, thus providing a platform for student inquiry, analysis and construction of new information.  Collaborative learning. ICT-supported learning encourages interaction and cooperation among students, teachers, and experts regardless of where they are.  Integrative learning. ICT-enhanced learning promotes a thematic, integrative approach to teaching and learning.  Evaluative learning. ICT-enhanced learning is student-directed and diagnostic.
  • 9.  Creative Learning. ICT-supported learning promotes the manipulation of existing information and the creation of real-world products rather than the regurgitation of received information.  Project-based learning (PBL) is a constructivist pedagogy and class-oriented learning approach involving long-term, theme-based learning and student-centered activities that focus on daily life problems. ICT Integration in Philippine Education ICT is introduced at the elementary level as a subject called Home Economics and Livelihood Education (HELE) and in the secondary level as Technology and Home Economics (THE). DepEd Policies on the Use of ICT 1. Technology must be studied first as a separate subject, then applied in other learning areas as a tool for learning how to learn. 2. The application of computer skills to the other learning areas is a curriculum policy that stem from the principle that teaching-learning must not be textbook-driven, and educational processes should take advantage of technological developments, including the application of ICT in teaching and learning, where appropriate.
  • 10. 3. An education modernization program will equip schools with facilities, equipment, materials and skills and introduce new learning and delivery system necessary to capitalize on recent technological developments.
