The objectives of the International Safety Management (ISM) code (ISM inspections) are to ensure safety at sea, prevention of human injury or loss of life and avoidance of damage to the environment and property.

It is essential that certification is up-to-date and valid. All necessary documents and
manuals should be approved and on-board.
The following points should be borne in mind -
- Gangway and moorings to be in good condition and clean.
- Visitor log to be maintained and access control to be in place ? restricted areas
should be controlled.
- Appearance of gangway watch, officers and crew should clearly be visible.
- Appearance of accommodation and outside decks should be clean, tidy and
well illuminated.
The effectiveness of System Management to be carried as per following guidelines -
- The Master?s reviews are to be carried out as required and relevant identified
action items are to be addressed.
- Internal audits are to be held as per the management system.
- Reports of external audits are to be made available on board.
- Procedures for reporting non ? conformities, accidents, incidents and near
misses.
- Required corrective and preventive actions are to be carried out and verified
for satisfactory implementation.
Ensuring that personnel are competent, qualified, medically fit, well rested and fully
familiar with their duties and responsibilities is a key aspect of an effective safety
management system.
- The number of personnel should meet the requirements of the Minimum Safe
Manning certificates.
- Up-to-date crew list should be made available.
- Standards of Training, Certification & Watch keeping (STCW) certification
should be available for all personnel.
- Medical certificates should be available for all personnel.
- Crew members should receive familiarization and other required training.
- The Ship Security Officer (SSO) should be trained and certified in accordance
with STCW requirements.
- All personnel should be able to communicate effectively in the working
language of the ship.
- The Master?s responsibility and authority should be clearly defined,
documented and understood.

3. Poor maintenance of the ship and equipment is the most common ISM
deficiency found by Port State Control.
- Inspection and preventive maintenance of all equipment, machinery
and structures should be carried out as required by the Management
System.
- All lifesaving equipment & Fire Fighting equipment should be in good
working condition and ready for immediate use.
- Sufficient spare parts should be available in accordance with the
requirements of the management system for the safe operation of the
vessel.
Emergency Preparedness ?
All sea farers should be fully familiar with their duties and responsibilities
in an emergency situation and all emergency equipment should be well
maintained and ready to use.
- Contingency plans / Procedures should be available for all potential
emergency situations.
- All personnel should be familiar with alarm signals, muster station
and their duties in case of an emergency.
- Drills and exercises should be held and documented.
Procedures, plans and instructions should be established and
implemented for all key ship board operations concerning the safety of
the personnel, ship and protection of the environment.
