Cyber Space Projects “A study of 5,400 large scale IT projects (projects with initial budgets greater than $15M) finds that the well known problems with IT Project Management are persisting. The key purpose of the Outline Business Case is to: – revisit the SOC assumptions and main findings – establish the preferred option – put in place the arrangements for the procurement of the scheme 3.
