With this being stated; a program evaluation should be performed to see what changes need to be made to help their mission. It is clear that the
services that they are providing are not as effective any more. Some technical and political aspects of the program planning and evaluation I might
encounter in the program scenario I chose, may be trying to reach out to those individuals that are or have been involved with the criminal justice
system. Funding may not allow for these services to be provided to these individuals. Another aspect may be that the community is not aware of this
program and the services that it provides. Grants could be another issue. If the program cannot show its effectiveness then grants may not be given
and this could results in loss of services provided. A political aspect could be that one "favoritism" over evaluations. Some may use their political

School Committees, RTI Members of the IEP team are, the school psychologist, school counselor, assistant principal of special education, speech
therapist, occupational therapist, physical therapist and social workers. Members of the PPT are the same members of the IEP including the RTI
coordinator. The PPT uses an individual case conference to determine if the needs of that individual student have suggestions for school wide
interventions or programs. If the student is having problems academically or behaviorally, the PPT closely examines that student's case to see if the
school can change to better this student. As described by the school psychologist, RTI is a three–tier program that mainly focuses on prevention. The
school concentrate on prevention by ensuring the school is using appropriate and evidence based methods to work with all students. RTI assist the
school in determining which students need individual intervention and services and makes the PPT /IEP team aware of areas where there are school
wide issues that need to be addressed. The PPT team determines what tier the student should be categorized in by using observational notes and
academic data. Tier 1 is standards aligned instructions for all students and is the benchmark. Tier 2 is supplemental interventions for students at some

Initially we thought we were going to be able to conduct an evaluation, but with lack of time, we realized that was no longer feasible. Instead, we
decided to take the idea of focusing on the evaluation tools and develop an evaluation how–to of Rachel's challenge. Our goal was to have a manual to
present to UVMC and allow them to continue the evaluation further with our guided manual. During our evaluation of Rachel's Challenge, it became a
concern to us that this program wasn't really a bullying prevention program, but more a program focused on character building. After a lack of
communication between the UVMC and Rachel's Challenge connections we decided to shift our focus. We still wanted our final product to be a
manual, but decided to focus on presenting it to a broader audience. What we went forward with was developing a how–to manual for evaluating an
anti–bullying program. As I had already done some background research, getting started went smoothly.
The process of developing the manual began with our previous class work. We used our complied work as a reference point to set up the contents of
the manual. Since our class work was focused on Rachel's Challenge we had to redo everything, minus my background work. Section were divided
between Taylor and I and we each were responsible for three sections and manual and split responsibility for continuing research on the background
