As a result of implementation of these new education benefits on August 1, 2009, the Claims Processing Services Department has experienced a drastic increase in the volume of claims. This sudden increase has resulted in the need for process improvements in order to contain the volume of claims, increase efficiency and improve. These requirements reflect the process activities needed in pursuit of these improvements.
2. Scope of Work: This project requires the Contractor to analyze the current Claims Processing Services Department claims process within 2months of contract award and provide recommendations for improvement of processing times and quality. The Contractor will then develop an improved formalized new process, including projected processing times and quality levels, based on the Government’s acceptance of some or all of the Contractor’s recommendations, within 2 months of analysis and recommendations being completed. The Contractor will then create a training course based on this new process within an additional 2 months of the new process being accepted. Lastly, the Contractor will provide a face-to-face, instructor-led, training course for 25 employees, not to exceed 3days in length, in order for claims processors to implement the new process and meet the projected processing times and quality levels provided. The Government reserves the right to expand this training to 100additional staff if the Contracting Officer determines it necessary.

Scope of Work
Instructions: Review the Statement of Need and Business
Requirements below. Use this information to develop the Scope
of Work for this acquisition. As an example, you may refer to
page 6 of the Sample Solicitation below.
I. Statement of Need
The Generic VA Hospital Board received several complaints
about the Generic Hospital Pharmacy floor. Not only was the
floor uncomfortable to stand on for all-day shifts, but several of
the linoleum tiles had begun to peel up, creating a walking
hazard. In addition, several staff members have raised concerns
that the flooring makes it difficult for those who use
wheelchairs. This issue has caused innumerable trips, several of
which led to pharmacists and pharmacy techs dropping product,
costing the hospital money. There were also a few accidents
involving injury. One individual filed a worker’s compensation
claim for a back injury related to the hardness of the pharmacy
floor. After investigating these mounting complaints, the Board
acknowledged that replacement of the floor should happen
within the fiscal year.
II. Business Requirements
· The removal of existing flooring and installation of new
7. flooring must be completed within 7 consecutive calendar days
· Flooring shall meet all applicable ADA guidelines
· Flooring material shall meet or exceed the OSHA standards for
the workplace environment. (OSHA recommends that walking
surfaces have a coefficient of friction of 0.5.)
· To the maximum extent possible, the new flooring shall
contribute to the relief of stress and fatigue of patients and
workers who spend long hours on the flooring.
· The contractor shall employ removal and installation
techniques that will have the least impact on patient care and
patient and worker safety.
· New flooring is one continuous surface (non-tiled)
