Chapter I
INTRODUCTION
This study is designed to respond the necessity to change and to adapt new services and
transactions in barangay profiling system that the Local Government Unit (LGU) of Bayabas will
provide new process in its services to the community respect to effective and efficient profiling system
of residents of the locale. This is to support the demographic functions/activities of the barangay to
come up with updated statistics and salient records of the Barangay Cabugo in the Municipality of
Bayabas, Surigao del Sur.
According to Bryan, (2006), emphasized that information system is a set of people, procedures
and resources that collects, transforms and disseminates information in an organization to do’s ends
rely on many types of information system (IS). They might include simple manual information system
and informal system and also computer based information system that uses hardware, software
telecommunication and other forms of information technology (IT). In other words, information system
through science and technology will help improved services and transactions in establishments,
barangays, offices and communities.
Furthermore, according to Conde, (2007), posited that the manual process of inputting records
and manual handling of information and reports of the residents is very laborious one. The
proponents developed a computer based, barangay profiling system to solve the huge amount of
task.
According Saayo (2008), claimed that due to increasing population of the barangay and the
barangay currently implementing the manual system, every resident spends a lot of time during filling
of personal files. There are certain cases and circumtances that some of the documents and files in
the baranggay were lost and torn, hence, the staff will have to begin finding/searching the files in the
shelves/cabinets and to produce again a new copy in the computer if lost/torn and that calls for
another effort to comply/prepare. With these gaps as expected in this study, the design of Cabugo
Profiling System will help strengthened and optimized the Local Government Unit (LGU) in its
demographic services/functions to the community for a better data security, performance, proper
storage of files and retrieval data system.

1.1 Background of the Study
The constant growth and advancement of science and technology have contributed a lot to the
industry and community. However, some sectors today seem to be left behind in adapting the use of
different methods to have progress on their part and that necessitates to enhance and to improve the
delivery of services effectively and efficiently.
Nowadays, businessmen define the applications and problems to be solved by the computer.
Unfortunately, this potential has not been fully recognized or even adequately realized in some
businesses/transactions. It is because users may not fully understand the capabilities and limitations
of modern computer technologies/inventions. In this context, computerization is a control system that
manages processes in the industrial workplace. It reduces human errors and processing time, thus it
can boost high productivity and results into a high quality of products and services. This can result in
a system well-integrated process that can perform faster and more accurate than the manual system
particularly for example a certain case/transaction in barangay profiling system.
In this study, the design of Cabugo Profiling System is appropriate for the barangay staff who
can access the profile information of barangay residents for direct reports and also departmental
organizational staffs needing business information for a business unit. Furthermore, the barangay
profiling system is responsible for an effective and efficient approach for barangay staff and residents.
It will help them accomplish task faster and it eliminates the need of a large staff. It will provide
profile-based information on residents and will lessen the workload of the barangay staff. In other
words, this study is very beneficial not only to the barangay Cabugo staff but also to the Local
Government Unit of Bayabas.
1.2 Statement of the Problem
This study aimed to design a Cabugo Profiling System necessary to strengthen and support
the demographic functions/services for Barangay Cabugo to respond the existing problems in manual
profiling system, namely:
1. A number of paper works to be processed, collected and stored for barangay records that
sometimes are unnecessary. Also, issuance of baranggay clearance and the redundancy of
the records of a resident will take time;
2. Having hard time in accessing the records and information of a specific person for it is not
sorted out accordingly;
3. The security system of all the files that they have stored in the computer system for future use;

4. The maintenance and update system of the barangay records/files should be taken into
account;
5. Unfamiliariarity of the staff with the organizational structure of the office, including the duties
and responsibilities of each personnel involved in the system;
6. Time and effort consuming, resulting into a number of work to be accomplished/complied;
7. Having a hard time and long process in the preparation of the residents profile with the manual
profiling system.
1.3 Objectives of the Study
Based on the statement of the problem in this study, it aims to answer each of the following
problem statements, to wit:
1. In terms of paperworks to be processed, collected and stored, it will be lessened and efficient.
These will be encoded in the computer system and let machine keep it;
2. The proposed system will bring ease in accessing the records needed for there will be an
option for searching with the use of identification number issued by the barangay;
3. This will ensure that the file will be stored securely in the computer system and make a back
up of the files to avoid loss and deletion of files;
4. The proposed system will be easily updated and to be maintained. There will be options for
searching, editing information and saving as well as delete option for the information which is
no longer needed;
5. To familiarize the staff with the organizational structure of the office, including the duties and
responsibilities of each personnel involved in the system;
6. To avoid time and effort consuming, resulting into a number of work accomplish;
7. To have an easy and faster preparation of the residents profile without using the manual
profiling system.
1.4 Scope and Limitation of the Study
This study also embraces the scope and limitation in the design of Cabugo Profiling System
which will be used and implemented in the Barangay Cabugo in support to its demographic
functions/services for updated statistics and salient records and pieces of information in profiling
system of the barangay.
With respect to the scope of the study, it provides information about the Barangay Cabugo,
generates reports immediately and saves reports in the database of the computer system, deletes

information that is no longer needed to keep, includes features information such as population, land
area, household, education, officials and other additional information of the barangay and provides
up-to-date detailed information,
With respect to the limitation of the study, this includes that the system has nothing to deal with
other barangays, the basis of the information will only be on the records of the Barangay
Staff/Secretary, assets and medical records of each resident are not included as well as the use of
biometrics in issuing and claiming barangay clearance and other services that the barangay giving to
its constituents that requires information such in barangay health center does not embody/ include of
the study. In relation to this, the Cabugo Profiling System is anchored with the scope and limitation of
this study.
1.5 Significance of the Study
The findings of this study will provide salient information to the following group of
persons/entities.
To the Students: This study will help them understand the concept and theory of System
Analysis and Design (SAD) in developing and designing a Cabugo Profiling System in response to
the manual profiling system of the barangay Cagbaoto. Thus, the students will be able to experience
and engage in developing, designing and creating a system responsive and relevant for barangay
profiling transaction that manual profiling system will be changed to computerized process in support
to the demographic functions/services of the said barangay and that results to effective learning of the
students and to update profiling services of the barangay for Local Government Unit (LGU) of
Bayabas.
To the Faculty: This study will help them to prepare an effective instruction for System
Analysis and Design (SAD) and programming language system. To this effect, the development and
design of Cabugo Profiling System will help them perceived a deeper and more substantial
understanding on the process of barangay profiling system based on its manual process.
Furthermore, they also guide the students on how to design the program based on the data being
gathered and to help design a concept and working plan to work with computerized profiling system in
cooperation with the students and other faculty that they can create a program in response to manual
profiling system necessary to make demographic functions/services of the barangay convenient, easy
and efficient.

To the Researchers: This study will give further information on the theory of barangay
profiling system in designing and creating a Cabugo Profiling System. Furthermore, it gives them the
presentation and analysis in its mechanisms, features, functions and processes in terms of profiling
system and procedure for barangay profiling transactions and services. Meanwhile, Cabugo Profiling
System in visual basic 6.0 is actually designed and created in helping and supporting the institutions
and establishments in its transactions and services and in gaining knowledge and skills in designing,
planning, conceptualizing and creating a profiling system of a certain barangay in the future.
To the Barangay Cabugo: This study will help and support in its services and transactions for
profiling system of the barangay that the management as well as the community will no longer use
the manual profiling system. To this effect, the utilization and implementation of Cabugo Profiling
System improves the process of profiling system of the barangay in support to demographic
services/functions in connection with updated statistics and salient information from the residents in
the said barangay in the Municipality of Bayabas.
CHAPTER 2
REVIEW OF RELATED CONCEPT AND STUDIES
The chapter posits the different literature and studies that were conducted for the research to
gain familiarity that are relevant and similar to the present study.
2.1 Review of Related Concept
According to Tinn, (2001), stated that the computerization responded to the call the office or
any workplace to help their daily operation.
According to Janes, (2001), stated that computers are extremely reliable device and very
powerful calculators with some great accessories applications like word processing problem for all of
business activities, regardless of size, computers have three advantages over other type of office
equipment that process information because computer are faster, more accurate more economical.

actuating and controlling .This maybe observed from the past that they monitor production activities,
solve scientific problem and help arrive in tentative answer to a multitude of involve conditions.

and more practical with the aid of computers field in cabinet.
According to Flores (2002), the automation is described simply as the substitution of machine

According to Ralph M. Stair, (1999), emphasized that the development of technology through
the years have enabled us to do more with less effort. From the orientation of the light bulb to the
industrial revolution and beyond, we have continuously tried to in a more efficient means of doing
tasks.
According to Lewis, (2002), stated that the reason for using computers vary from person to
person. Some of the computers in business are to perform accuracy, to be as productivity, to
decrease bottle necks or hassles to alter cash flows or to simples elevate your status.
According to Sybex Inc, (1999), stated that visual basic provide a graphical environment in
which the users usually designed the forms and control that become the building block of tour
application . Visual Basic support many useful tools that will help the user more productivity.
According to Gold Chageretal, (2003), said that computer as a device for processing
information knew computer plays a significant role in their lives, but few are aware of just how
pervasive role is.
According to Mane, (2000), mentioned that the creation of the computer made the easier to
accomplish that by doing it manually, to have the direct access on straightforward answer just
monitoring record where in the needs of computer make possible for everyone to get data in a
particular need. We can consider that the computer is necessary and its productive tool for individual.

every institution. For the mere fact that instead of doing things manually, with the use of computer
technology everything is done fasters.

Examples are the entire student’s courses card for Anthropology 101 or the transcript of all courses in

evidenced in Greek temples and those established in conjunction with the Greek schools of
philosophy in the 4th century B.C. Modern libraries usually contain periodicals, microfilms, tapes,
videos, compact discs, and other materials in addition to books.
According to Dewey, (1992), as cited by Pasilan (2000) defines an integrated library system as
the one that brings together numerous library tasks into one system. It allows the library to have a
direct control on its automation with a great efficiency. It also allows the user to use the library data
for the acquisition, cataloging, and circulation of library collections.
According to Hoffer, Prescott, and McFadden (2002) defines a database as an organized
collection of related data. They also defined data as known facts that are recorded and stored on a
computer system are structured to be easily stored, manipulated, queried and retrieved by data
users. One example of a database program is the Microsoft Access.
According to the website of FMS, Inc. (2010), an international based program reviewer
company, it is the most popular database in the world. It was first launched in the fall of 1992. It took

over the Windows desktop database market and empowered the masses. Microsoft Access provided
a database platform that let end users create Windows database solutions on their own for the first
time, yet provided enough depth to allow professional developers to create powerful
solutions/interventions.
In an article of Kaplan (2009), library automation has a rich history of 130 years of
development, from the standardization of card catalogs to the creation of the machine-readable
cataloging communications format and bibliographic utilities. Beginning in the early 1980s university
libraries pioneered the first integrated library systems. The digital era, characterized by the
proliferation of content in electronic format, brought with it the development of services for casual
users as well as scholarly researchers. However, libraries are reacting to user demands for quick,
easy, and effective discovery and delivery such as the use of web search engines such as Google,
and Yahoo.

In the study of Rona, (2011), entitled “A Proposed Student Profiling System for the College of
Information Technology, University of La Salette, Santiago City” will aid the time of the students in
filling the profile information for the student can manage their time in their studies. The activities that
the researchers want to develop are the computerized profiling system.
In the study of Dr. Peter G. Knight, The Online Information System, can stored data’s, that is,
its file or its database, are usually organized in such a way that individual pieces of data can be
retrieve and for modified quickly and without necessarily accessing any other piece of data in the
system.
In the study of Rice (2006), computers enhancement proved to be more remarkable and even
for a global communication to access immediate information system to information technology that is
used by people to accomplish specified organizational individual object. The technology that may be
used in gathering, processing, storing and dissemination of information and the users are trained in
the use of that technology
In the study of Pulilan, Bulacan (2000), assessed the computerized Residence Informaion
system. According to the study, Pulilan has implemented of losing Lou (1986) made a survey on the
computer application in 223 libraries in Metro Manila. The study revealed that they prioritize the three
library functions to be computerized as cataloging, indexing, and circulation. However, the plans for
automation for the libraries cannot be implemented due to financial incapability of the libraries, and
the lack of funds from the government. Despite of this drawback, the libraries are not turning their
backs unto the automation of their libraries.
In the study of Agena, (2008), posited that the collection usage of the students of the Jose
Rizal University in a period of three years using the quantitative and qualitative approach. The goal of
the study is to assess the usefulness of the faculty of students to their library and it has been revealed
that it is generally important for them to go to the library for their academic needs.
In a study conducted by the National Library of Korea (2010) has said that their library is
acknowledging their mission to the public as the Korea’s research institute and will try to stand firmly
at the center of the promotion system for the development of libraries. It is through the following: 1)
promoting foundations for the Institute’s research, 2) researching cases of advancement in library
field, and 3) researching the standardization of library, which includes the improvement of their
existing library system.

In the study of Charuasia (2010) connotes the term library with use of automatic data
processing machines to perform routine library activities. It implies a high degree of mechanization
of various routine and repetitive tasks & operations and processes are left to be performed by human
beings. The study stresses library automation as the application of computers and utilization of
computer based products and services in the performance of different operations and functions or in
the provision of various services and output products. In addition to computer advancement,
telecommunication and audio-visual technologies gives a way to new possibilities in information
processing and handling.
In the study of Back & Bailey (2010), explored the design space of mash-up techniques for the
faultless inclusion of information from Web services into websites. They considered the cases where
an Online Public Access Catalog (OPAC) is either the target of such addition or the basis of the
information being included. They focused on client-side techniques in which each user’s browser
contacts Web services directly because this approach lends itself to the creation of HTML widgets.
The widgets allow the integration and customization of Web services without requiring
programming.They also described in detail the functionality and use of several widget libraries and
Web services we built. Although the specific requirements for each system differ because of their
respective nature, all systems are designed to be deployable with minimum effort and resource
requirements. This low entry cost, combined with the provision of a high-level, non-programming
interface, constitute two vital precondition for the broad adoption of techniques in libraries, which in
turn has the potential to vastly increase the reach and visibility of their electronic resources in the
wider community.
In the study of Eden, (2010), viewed that most libraries are forced to work with fewer staff
because of the having a more improved and modernized system for their library. According also to
the study, the library administration need to emphasize to their staff that the organization has a
vested interest in providing them with the tools and training they need to assist the organization in the
new information marketplace. These may include search engines, circulation systems, and the online
public access catalog.

RESEARCH METHODOLOGY
3.1 Research Approach
In the development of this study, the researchers used the System Development Life Cycle
(SDLC) approach for Cabugo Profiling System in system analysis and design to make the profiling
system of Barangay Cabugo to be more convenient and more efficient in the delivery of quality of
services with respect to records, issuances and files of the barangay.
3.2 Systems Development Methodology
The Structured System Analysis and Design Methodology was a system approach used to
the analysis and design of information management systems and software/computer engineering
fields. In fact, it is involved with the systematic application of events and analyses of data, proper
documentations, design tasks and executions that anchored in the analysis of current system and
logical data design/structure and/or logical or structured system designs.
In the process of the design and development of the system, there were series of steps to be
considered and to be followed.

7.2 Project Cost Benefit Analysis
It is the process of analyzing the financial facts associated with the system development projects
designed in a feasibility study. In other words, the purpose of a cost/benefit analysis is to answer the
following questions below.
Such as:
Is the project justified (because benefits outweigh the said costs)?
Can the project be done, within given cost constraints?
What is the minimal cost to attain a certain system?
What is the preferred alternative, among candidate solutions?

Table 3.7.2 showed the project cost benefit analysis with the tangible cost (developmental
cost) and intangible cost (operational costs) which revealed that 73, 700.00 pesos and 22, 500.00
pesos respectively with the grand total of 96, 200.00 Php only.

Figure 7 shows the project timeline of this study which revealed the targets of completion with
six tasks to guide from system development to system maintenance. On the other hand, project
timeline guides the developers/designers of this system to meet the targets and to improve
transactions/services of profiling system in Barangay Cabugo, Bayabas,Surigao del Sur.
