1. EFFECTIVE OF DATA MANAGEMENT OF SLUM REGENERATION. A CASE OF
IPERU.
The emergency of growing use of data reveal the need of Ogun state government
to improve slum communities through the effective data management system. Data
management is the practice of collecting, organizing, protecting, and storing and
organization’s data so it can be analyzed for regeneration purpose to shape
developmental initiatives by the government. Slum Regeneration is about addressing the
symptoms of urban distress through improving declining and disadvantaged areas in
towns and cities. It is limited to revitalizing derelict places but is also concerned with
broader issues such as improved economic competitiveness and quality of life. The
exploratory case study of Iperu, in Nigeria engages with the complex and often contested
domains of data use. The aim of this study is to assess the use of data management system
in determine the degeneration level of core areas of Iperu with a view to evolving
intervention strategies for improvement or redevelopment. Data mean information about
people, things and systems such as basic contact details, records generated through
interaction with services or the web, or information about their physical characteristics
(biometrics) Data can also be about systems and infrastructure.
The study was carried out with administering of questionnaire (Traditional
method) and direct field observation of selected housing/dwelling units from among the
estimated 53,184 building developments in the study area as determined from the
updated cartographic map using random sampling technique for the purpose of extracting
additional information on the dwellings from the respondents. Data was collected to elicit
information on socio-economic and demographic characteristics of participants; land
acquisition; building characteristics; condition of the buildings, choice of building
materials and construction techniques, as well as, level of development control and the
conditions of infrastructural facilities/services available in the study area. This was
guided by information from the updated cartographic map showing the delineated
boundary and development pattern of buildings in the study area. Some of these digital
tools to conduct Slum regeneration surveys and community engagement programs for
online and participatory mapping are used, these include; ArcGIS Hub, Maptionnaire,
Carticipe, SurveyMonkey Enterprise, Loomio etc.
The result of the study are analyzed on chart below based on the percentage of
Age group, provision of external drainages, Toilet and Sanitary system,
leakages/moisture seepages structural failure, flaking /surface-peeling structure failure
and collapse/dilapidated and distorted condition of the buildings

The foregoing therefore shows that, the use data in carrying out this study as
proffered the following solutions listed below in the physical development scenario
of the study area which is predominantly comprised of dilapidated houses and
infrastructures.
3. 1. It help discovered facilities/services is a linearly transformed variable of the mode
of transportation, road and drainage network, source of water supply and other
facilities desired by the respondents.
2. It help to know that, many of the dwelling/buildings were spontaneously
developed in an uncontrolled manner and occupied without recourse for planning
and development regulations or standards.
3. The study as shown that the development scenario in the study area is supportive
of socio-economic activities, economic development; job creation, human capital
development; improvement in the possible taxable net/base for the enhancement
of government revenue and physical development for the attainment of decent,
safe and healthy built environment.
4. It presents possible solutions to the implications of the current physical condition
of the study area that is possessing potential threat to good sanitation and public
good health.
5. The results of study further elicit quantitative information on the assessment of
the level of observation of the compliance of the building design with the extant
building regulations and standards, as well as the structural state of the randomly
selected buildings.
The Nigeria government have developed various policies to support a culture
of data such as:
Increasing the data volumes for every departments and agencies to have access to
diverse types of data and specific needs to maximize its value and maintain the
databases or files.
It’s making sure that data systems continue to evolve by training of staff.
Provision for new data-driven decision and roles for analyzing complex data to
achieve the potential value of that data for regeneration plan.
Constant monitoring, tracking, and compliance on public intense data regulations
to ensure people are using the right data.
Putting adequate processes in place for the various agencies to focus and improve
the quality of data to ensure data is correct at all time.
Ensuring that the right people have access to data when and where they need it by
setting up different levels of permissions to each to avoid loss of time and money.
Putting adequate protections in place to keep the data secure and save from
outsiders and reuse for further regeneration of other communities.
