2. SUMMARY
 COAH will receive $2,134,428 as part of the
American Rescue Plan Act (ARPA)
 One half of the funds or$1,067,214 was received
in August 2021
 Other half will be received one year later in
August 2022

3. BACKGROUND
 Specific uses defined by ARPA include:
 Response to Covid 19 - mitigation and prevention
 Revenue loss
 Water, Sewer and Broadband
 Premium pay for essential workers

4. BACKGROUND
 Time period March 01, 2020 - May 31, 2021
 One time payout with max being $3,000 or $100 /
pay check - different amounts for employees
 Reductions for W/C, PPL and other absences
 New employees - reduction based on months worked

5. BACKGROUND
 Some employees exempt from compensation due to 150% rule - says that workers
may not receive premium pay if it increases total pay above 150% of residing
state’s average annual wage for all occupations
 Intent of 150% rules is to prioritize those employees under 150% threshold but
does not limit other employees from consideration with justification
 Texas current average is $52,400 x 150% = $78,600 total
 Means that any supervisor or other high paid non-supervisors with total
compensation of $78,400 excluded yet these employees had no option but to
report for duty

6. POLICY ANALYSIS
 Rules and Regulations defined in the federal
register pages 26,797 - 26,799, May 2021
 Exception to 150% rule states chief executive
has discretion to include additional sectors to
the list provided that written justification is
made publicly and to the treasury department.

7. POLICY ANALYSIS
 Other local governments and private sector
employers have also provided premium pay to
essential employees
 83 of 101 FTE employees eligible
 2 - part-time workers eligible at 50% of FTE
 Department directors, CM, ACM and certain
other employees will not receive pay (16)

8. COORDINATION
 Coordination made with Mayor Bobby Rosenthal,
Mayor Pro Tem Lynda Billa Burke, Councilmember
John Savage, and the City Attorney

9. FISCAL IMPACT
 If approved, the total fiscal impact of
$227,400 plus $55,395 in fringe - grand
total of $282,795
 Leaves budget balance of $1,851,633 for
future council projects
