A RESOLUTION APPROVING AN INTERLOCAL
GRANT AGREEMENT WITH BEXAR COUNTY

2. SUMMARY
Bexar County has prepared an Interlocal Grant
Agreement, referred to as ILA, for Alamo Heights in
order for the City to seek reimbursement of eligible
Covid-19 expenses.
The deadline to submit the Resolution and ILA is July 1,
2020.
3. BACKGROUND
Bexar County has received federal funds for grant
distribution to suburban cities within Bexar County under
the Coronavirus Aid, Relief and Economic Security Act
2020, CARES Act, to facilitate protective measures for
and recovery from the public health emergency in areas
affected by Covid-19 which are Presidentially-declared
major disaster areas under Title IV of the Robert T.
Stafford Disaster Relief and Emergency Assistant Act
4. BACKGROUND
The Coronavirus Relief Fund was provided to federal, state and
local governments to offset unbudgeted expenses related to
responding to the Covid-19 pandemic.
Federal funds may only be used to:
cover costs that are necessary expenses incurred due to the public
health emergency with respect to the Coronavirus Disease 2019 and
were not accounted for in the budget and
were incurred during the period from March 1, 2020 and ends on
September 30, 2020.
The term for the grant agreement will terminate on October 30,
2020.
5. POLICY ANALYSIS
The Resolution and ILA to seek reimbursement for
eligible Covid-19 related expenses is a financially
sound practice.
This Resolution and ILA have been reviewed by the
City Attorney.
6. FINANCIAL
The Cares Act stipulated the U.S. Department of
Treasury would give funding directly to counties with a
population greater than 500,000 and Bexar County
has received $79,626,415.
The maximum amount that could be reimbursed to
Alamo Heights is $472,616 calculated as follows: $55
per capita using the 2018 Census population estimate,
8,593.
The total expenses so far are $32,765.
