• Purchase Order 07-5390 was issued on August 9,
2017 for $23,860 for the purchase of eighteen
body worn camera systems, software and
accessories from Watchguard Video
• The purchase order was closed by final payment on
October 23, 2017
• On November 19, 2017, Purchase Order 07-5432
was issued to Watchguard Video for the budgeted
purchase of video redaction software

• During the same fiscal year (2017-18), approval for
an emergency purchase was requested to replace
the failing L-3 mobile video and interrogation room
recording and storage systems
• Purchase Order 07-5444 for $46,900 was issued to
replace the L-3 video inventory
• The combined total for all three expenditures in
FY2017-18 totaled $75,540

• Staff is requesting a Resolution approving
the purchases exceeding $50,000 as
required by the Alamo Heights Purchasing
Policy

• Staff has followed all procedures required for the
solicitation of bids for equipment purchases
exceeding $50,000 during the process to
purchase the body worn cameras in FY2017-18
having knowledge the remaining L-3 Communi-
cations mobile video equipment was scheduled
for replacement in FY 2018-19
• Watchguard Video is registered with the Texas
Department of Information Resources as an
authorized vendor for video recording equipment

• The total price of the body worn camera system,
mobile video recording systems for all marked
police vehicles, and redaction software package
was paid from a $13,000 refund, $15,000 from
court technology, and surplus budget funds
• Extended warranties, software licenses and other
related accessories or costs will be projected into
future budgets
