SUMMARY
This Ordinance would approve the following individuals to serve on the various Boards and
Commission for the City of Alamo Heights for a term ending on May 1, 2025.
*Newly appointed members.
All other remaining members of the Architectural Review Board, Board of Adjustment and
Planning & Zoning Commission will retain their seats.
BACKGROUND INFORMATION
The City Code specifies that board and commission members are appointed by the Mayor, subject
to confirmation by the City Council, to serve for terms of two (2) years or until their successors
are duly appointed and approved by City Council. Applications have been received from citizens
who wish to serve on a City board and commission and City staff has conducted interviews of all
eligible candidates.

2. POLICY ANALYSIS
The process is consistent with the “Procedures for Commission and Boards Selections and
Appointments” adopted by the City Council on July 10, 2006. In addition to outlining the
appointment process, the “Procedures” also specify that board and commission members must
attend at least seventy (70) percent of all meetings within a calendar year.
The newly appointed board member will “serve for terms of two (2) years or until reappointed or
replaced by action of the mayor and city council” per Sec. 2-48 Architectural Review Board of the
Code of Ordinances. The new appointment fills the current vacancy on the Architectural Review
Board.
FISCAL IMPACT
No projected fiscal impact from this project has been calculated.

COMMISSION; SETTING AN EFFECTIVE DATE.
WHEREAS, the City of Alamo Heights City Council adopted “Procedures for
Commission and Boards Selections and Appointments” on July 10, 2006; and
WHEREAS, the terms of office for said boards expired in May 2023 so that it is necessary
and appropriate to appoint new members and leaders of such boards.
NOW THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF
ALAMO HEIGHTS, TEXAS:

Mac has a variety of interests and influences that he has combined into a unique experience in
classical design, architectural master planning, and historic preservation. Mac attended the University
of Houston, receiving a Bachelor of Architecture. During this time he studied as a Fellow at the
Centre D’Etude D’Architecture et Urbanism in Saintes, France and at the Centre D’Etude Des
Bastides in Villefranche de Rouergue, France. His thesis project was a study in the creation of a new
bastide as part of a new economic development zone between the two historic 11th century bastides
of St. Justin and La Bastide d’Armangac. Following his graduation, he worked as an exhibit designer
at the Houston Museum of Natural Science with work focused on the Chemistry Hall and other new
exhibits. At the University of Texas in Austin, he received his Master of Architecture while studying
under Charles Moore. His work included the study of both traditional and contemporary architectural
forms throughout Texas, New Mexico, and Mexico. This work culminated in a thesis study of
Mexican Modern Architecture and the integration of contemporary architecture into traditional
contexts.
Mac began his professional architectural career at Ford, Powell, and Carson, in San Antonio, where
his work focused on two facets—residential work on a variety of ranch projects and historic
preservation work. He worked on historic Texas courthouses, including the Hays County
Courthouse in San Marcos and the Caldwell County Courthouse in Lockhart, as well as several of
the Historic Missions in San Antonio including Mission Concepcion, Mission San Jose, Mission San
Juan, and the Alamo Shrine.
Joining Michael G. Imber, Architects in 1998, his experience has covered a broad range of projects
including residential work interpreting the regional vernacular of several areas, commercial,
institutional and ecclesiastical design including the School of Rhetoric for the Regents School of
Austin, the Escondido golf clubhouse, residences throughout Texas, New Mexico, Colorado, as well
as charrette planning work for projects in the Caribbean, Germany, Russia, Saudi Arabia and other
locales. As a principal in the office, his current projects include St Joseph’s College Seminary for the
Diocese of Charlotte, N. C., the Phi Mu and Delta Gamma sorority houses at the University of
Arkansas, the Danelly and the Varien- two mixed-use condominiums in the town center of Alys
Beach, the Linda L. Bean Center at the Intercollegiate Studies Institute, as well as a master plan for
a historic golf club outside of Chicago. His residential work includes recent and current projects in
Maine, Tennessee, New Mexico, Florida, on the gulf coast, in central Texas, and in the Bahamas.
In addition to his professional work, Mac is also a founding board member of the Texas Chapter of
the Institute of Classical Architecture & Art and is a past Chapter President. In his work with this
chapter, he has created and overseen a wide variety of events, lectures and exhibitions, and has most
recently focused on the formation of the New Heights Program in San Antonio. Working with the
Alamo Heights School District, this is a program for high school students fostering an appreciation
of the practice of architecture through experiences in the classroom and in the field. The course
introduces fundamental concepts of building, design, and architectural language to help students
develop observational, creative, and critical skills to engage the built environment. This program has
just completed its sixth year and is now looking to expand to other cities across the state. Through
the Texas Chapter of the ICAA, he has created local lecture series, moderated talks, instructed classes
and lead tours.
In exploring his interests in the gardens of Andre Le Notre, he was named a finalist for the Gabriel
Prize.
Mac is NCARB Certified and a registered Architect in the following states: Texas, Arkansas,
Tennessee, Delaware, Kentucky, Ohio and New Mexico.
His work has been recognized with Palladio awards in 2019 for the Phi Mu Sorority House and 2014
for Rancho del Cielo.
The 2015 Faith & Forum International Awards Program for Religious Art and Architecture
recognized the St. Joseph Seminary, Diocese of Charlotte, NC.
The 2014 Tucker Design Awards recognized the Escondido Golf Preserve and Casa en las Lomas
His work has also sited numerous times for John Staub Awards in 2022 for the Civic project for the
Delta Gamma Sorority House at the University of Arkansas and a residence on Moosehead Lake in
Maine, 2019 for the institutional project of the Phi Mu Fraternity House at the University of
Arkansas, 2013 for the Turnberty Residence, 2012 for the Rancho del Cielo residence and Casa en
las Lomas residence, 2011 Escondido Golf Preserve and the Olmos Park Masterplan.
