The State Board of Community Colleges is requested to approve the allocation of $5 million to support health care and first responder program equipment for each of the NC community colleges in response to the COVID-19 pandemic, with the exception of Cleveland Community College which received direct funding. The NC General Assembly appropriated these funds from the Coronavirus Relief Fund to be used by December 30, 2020 for expenditures related to the public health emergency. Allocation for Health Care and First Responder Program Equipment
July 1, 2020 - December 30, 2020
Request: The State Board of Community Colleges is requested to approve the allocation of
$5,000,000 to support the cost of health care and first responder (fire/rescue, EMT, law
enforcement) program equipment for each of the NC Community Colleges in response to the
COVID-19 pandemic. Cleveland Community College is excluded from this allocation as the
college received a direct appropriation of $1,000,000 in coronavirus relief funds to support PPE
and equipment in response to the COVID-19 pandemic.
Background: The NC General Assembly has determined that State government must serve as a
facilitator in assisting local governments, communities, families, workers and other individuals,
and businesses in accessing federal relief and recovery funds related to the COVID-19
pandemic. Under the NC General Assembly's constitutional duty to appropriate all funds,
including federal funds appropriated or otherwise made available under the COVID-19 Recovery
Legislation, and to direct the use of those funds consistent with the authorizing federal
legislation, they directed the Office of the State Controller to establish a Coronavirus Relief
Reserve in the General Fund to maintain federal funds received from the Coronavirus Relief
Fund created under the CARES Act, P.L. 116-136, to mitigate the impact of the COVID-19
outbreak in North Carolina. They further established the Coronavirus Relief Fund to provide
necessary and appropriate relief and assistance from the effects of COVID-19. All funds
allocated from the Coronavirus Relief Fund must be used for necessary expenditures incurred
due to the public health emergency with respect to COVID-19. Only expenditures incurred
during the period that begins on March 1, 2020, and ends on December 30, 2020, are eligible
for funding from this Fund. Recipients of these funds must meet all State and federal reporting
requirements and are subject to State and federal audit.
Rationale: The COVID-19 pandemic has necessitated the purchase of equipment for health
care and first responder (fire/rescue, EMT, law enforcement) programs necessary for the
State's response to the COVID-19 pandemic. In Session Law 2020-97, enacted into law
September 4, 2020, the NC General Assembly appropriated $5,000,000 from the Coronavirus
Relief Fund to be allocated to community colleges for this specific purpose in response to the
COVID-19 pandemic.
Each college receives a proportionate funding with a base amount of $10,000 per college
(totaling $570,000) and the remaining $4,430,000 distributed using 2020-21 Tier 1A, Tier 1B,
and Tier 2 weighted Budget FTE for a total allocation of $5,000,000. Cleveland Community
College is excluded from this allocation as the college received a direct appropriation of
$1,000,000 in coronavirus relief funds to support PPE and equipment in response to the COVID-
19 pandemic.
