Around 150 transgender persons are registered in the district. As a first in the country, the Palghar district administration has initiated disaster management training for transgender individuals. Previously, the focus of disaster management has been largely on gender issues with specific attention on women. The transgenders suffer equally or more when calamity strikes. Unfortunately, they do not get assistance and support from the general public. According to censes of 2011, 4.88 lakh transgenders are registered in India. If the transgenders community is left from the disaster risk reduction mechanisms, it leads to neglect of part of the community.. Palghar District took this initiative focusing on a specifically vulnerable group. The training serves as an eye-opener.

4. Objectives of the study
• To understand the impact of disasters on third gender
personal.
• To bring them into the mainstream of disaster risk
management.
• To highlight the importance of the inclusion of the third
genders.
• To promote inclusive and right-based approaches, equality,
leadership in disaster risk reduction.

5. Methodology
Empirical research design was used for this research. Case
study method was adopted for conducting this study. It is based
on primary as well as secondary data. Secondary data was
collected from govt. reports, SC orders, News papers, and
research documents. Primary data was collected from office of
the disaster management office, Palghar.

6. Training Content
• The programme introduced the participants to disaster types of disasters, disaster
management approaches, addressing key gender issues and practical first aid, CPR,
rescue, methods of moving and lifting of trauma patients. The programme emphasised the
need to stop overlooking the role of third gender personals in Disaster Management.
• Also, the programme introduced how to make bandage to fractured patient, which is
already having community, bleeding control, direct and indirect bleeding control methods,
stretcher making with comble and shirts, making floating devices from water bottles,
plastic can, Coconut, which should be very helpful for flood recue for their society.

7. Recommendations
1. Detailed training modules should be developed for Transgenders
2. Transgenders Participation should be included in Disaster Management Capacity Building.
3. Organiser should be given them some amount as wages.
4. Since transgenders are separate part of the society their community should be fully prepared for disaster
response. This responsibility goes to Social Welfare Department and Disaster Management Department.
5. Their voice should be heard, and due attention should be given to the transgender community in disaster risk
management, by bringing them into the mainstream.
6. Local and regional languages should be used in the training programmes.
7. Government and other relevant agencies should give them more moral support.

8. Conclusion
This innovative training programme has been aimed at all
transgender persons, a neglected community in the society
deprived of disaster management support.. This initiative takes
into account the ‘’all of society’’ approach promoted in the
Sendai framework for Disaster Risk Reduction 2015-2030.
