Actually, I had graduated Bachelor Degree on Project Management at Build Bright University (BBU) and I have
successfully finished the Nurse Elementary at Royal Cambodian Armed at Kompongcham Province and I have
successfully finished short course 1 year of Management and Leadership, Administrator at Institute for Development
of Economy (IDE). Moreover, I am familiar with Microsoft Word, Excel, Power Point, SPSS and internet Email.

duty efficiently and effectively. I am purpose pursuing Master Degree of MBA and present, I studying General English 9
level at PUC University.
In the present I have career in position as Program Manager for Men’s Health Social Service (MHSS). I have managed 9
branches and 9 provinces such as Phnom Penh, Battambang, Pursat, Pailin, Banteay Meanchey, Kompong Thom,
Kompong Chhang, Kompong Pseu and Prey Veng provinces. The program managers have been working closely with all
of Provincial Coordinators and Financial Assistants each branches on HIV prevention project among Men who sex with
Men (MSM), and People who use drag (PWUD) under funding support from USAID and GF-SSF through KHANA
Organization.
In Program Coordinator positions with Save Incapacity Teenagers Organization (SIT) on HIV/AIDs Program I had
managed four projects such as Integrate Care Prevention (ICP) project among People Living with HIV/AIDs (PLIH) and
Orphan Vulnerable Children (OVC) with their family that affected by HIV/AIDs , Focuses Prevention among
Entertainment Workers (EWs) project, HIV prevention and Social Marketing among Indirect Sex Workers (IDSWs) and
Men Sex Men (MSM), I drove in my position with SIT since October, 2004 until March 30, 2013.
I possess a powerful commitment to task, a drive for excellence, and ability to respond to work needs. For example, in my
current position, I have learned a lot of project designs, planning, organizing leading and monitoring. It will arrange me to

WORK EXPERIENCE
01 Mar- 2013-Present : Program Manager of Men’s Health Social Service organization (MHSS).
Responsibilities
I- Representation as program manager
1. He represents MHSS at the donor office in replacement of MHSS Executive Director
or in any case that his presence is requested by the latter.
2. He is particularly responsible for liaising with the PAO Team and MHSS and
ensuring a smooth sharing of information between the two.
3. He liaises with Local and Provincial Authorities for efficient cooperation and
exchange of statistics/information for the implementation of activities
4. He verifies and ensure that the project activities are implemented in full compliance
with:
a. the Country regulation and Donors rules
b. MHSS rules and procedures
5. He guarantees the preparation and submission of project reports (narrative and
financial) at the due time required by the following subjects:
a. Donor Project Officer (quarterly narrative and financial reports)
b. MHSS Executive Director (monthly narrative and financial reports)

6. He identifies and plans eventual modifications, extensions and project elaboration
II- Project Implementation
In the framework of the project activities implementation, he will be responsible for:
7. Drawing up activities planning as well as administrative and financial planning
8. Ensuring efficient office organization and a correct registration of the project
documentation (data and reports on project activities)
9. Ensuring data entry and analysis of collected data and information
10. Conducting awareness campaigns in communities on HIV/AIDs and Drug Use
11. Setting up MSM and Vulnerable groups in communities with the participation of the
Provincial (PAO) and Local Authorities (Chief of villages)
12. Identifying the number of MSM and vulnerable groups and the most suitable location
for their conduct campaigns in each target area
13. Ensuring the supervision and management of each project Program Manager Region
II in different provinces as well as analysis on the quality of activities
14. Preparing the final baseline survey in the four target areas at the end of the project.
15. Ensuring efficient coordination with PAO teams in each province for project
implementation
16. Participating to MHSS staff meeting for the constant updating of activities and
problem solving
III- Administrative management
With the support of MHSS Administrative and Finance Officer, he guarantees a correct
and efficient administrative management by ensuring the control of financial movements
as well as the constant monitoring of costs and cash flow.
17. Collecting all relevant financial documentations (invoices, bills …) of expenditures
covered by MHSS, through the budget at disposal, or shared, and providing them
either to MHSS Administrative and Finance Director.
18. Verifying that all the financial documents submitted to MHSS Administrative and
Finance Director are correctly entered in the administrative program and stamped
with MHSS protocol number as well as that monthly financial reports are regularly
prepared by MHSS Administrative and Finance Director.
19. Carrying out the procurement process of goods and/or services in strict compliance
with the Donor, Organization and Local Government rules, in particular:

- Advocacy: I received Training on Advocacy from ADHOC, Training on Advocacy and
planning skill from Pact Cambodia and the Policy and Advocacy workshop from KHANA. I
had experiences to organized events and campaigns such as International Women Right,
Children Right day, Wald Aids Day, Human Right Day and Community forum related
stigmatize and discrimination among Entertainments worker, Men’s who have sex with
Men, OVC and People living with HIV. I was jointed with AHF and HACC to organized
campaign in water festival day and Wald Aids Day.
- Innovation: To keep abreast of developments in fields relevant to the Advocacy
Programmed and to maintain an overview of the social and political climates affecting
target communities. In particular to focus on communities facing eviction, and options for
non-violent action and civil resistance at both local and international level.
- Networking: To contribute to building networks and alliances with grassroots and civil
society actors both locally and internationally.
- Strategic Planning: To support strategic planning in accordance with the Vision and
Mission of STT. To work with MC colleagues in ensuring that STT operates efficiently and
effectively, with clear goals, policies and a productive working atmosphere.
- Member of Management Committee (MC): to be an active participant in the MC and
support overall management of STT.
- Programme Management: to support development and design of programmes and
projects in STT. To lead the Advocacy Programme implementation and monitoring &
evaluation and ensure programmes and projects meet the needs of STT’s stakeholders.
- Project Management Support: to support Advocacy Project Managers in all stages of the
project cycle. To oversee project work and ensure all activities conform with programme
goals and objectives.
- Reporting: to coordinate and contribute to regular internal and external reporting, ensuring
team members provide timely information for reporting. To lead the programme-specific
monitoring and evaluation process.
- Financial Management and Administration: to implement appropriate financial
management systems within the Advocacy Programme and oversee programme
expenditures in accordance with STT policies and procedures. Contribute to development
of budgets.
- Human Resource Management: to oversee and manage Advocacy Programme staff,
including contributing to and participating in bi-annual staff performance appraisals, and
take an active role in the recruitment of Advocacy Programme staff and external
consultants for the programme.
- Fundraising: To support the fundraising strategy for STT projects, including building links
with potential donors, and support the development of proposals to potential donors.
- Representing the Association: To represent STT in external forums and the media with
particular reference to donors and partners as required.
- Other duties: may be required to work on other projects as agreed within MC or as
directed by the Board.
- Communication skills: Strong communication skills in Khmer and English with a range of
stakeholders, including communities, representatives of other NGOs and colleagues.
- Reporting and Writing skills: The ability to write reports in Khmer and English for a range
of audiences including target communities, international funders, senior management in
other NGOs, the media and government. Strong computer skills and ability to make use of
various media such as social media, SMS and email to enable the voices of vulnerable
urban communities to be heard. To be able to write good funding proposals to develop the
financial security of the organization and to develop the work into new areas.
- Presentation skills: The ability to present data and information in a clear and engaging
way to a range of audiences from local community members to Government officials using
various media such as traditional flipchart presentations to powerpoint projections.
- Networking skills: To enable STT’s capacity and skills to be widely understood across
communities, particularly those under threat of eviction in Phnom Penh and to link with
partner NGOs and organizations, both informing them of STT’s remit as well as listening to
and feeding back on what other organizations and groups are involved in.
- Research skills: Research and analytical ability to be able to gather information from a
variety of sources to produce clear, concise reports concerning the housing rights of
communities living under threat of eviction and in informal settlements.
