The remit of Cluster 4
The remit of Cluster 4 is:
1 UK international preparatory process (ITU WRC, EC, etc.)
2 EU Regulatory Framework Review (spectrum aspects)
The main ‘customers’ will be DCMS and Ofcom
Cluster 4 will be the ‘interface’ to Ofcom for contributions directed towards
international bodies such as CEPT and ITU
- Developing contributions in suitable formats for the respective body
- Ensuring that there is representation when they are presented
- Addressing current issues in international meetings, where there is not an active
work item in Cluster 1 or 2.

UK interests in spectrum
UK interests in spectrum include at least the following:
- Benefits to UK citizens and consumers through spectrum use in UK
- Benefits to UK citizens and consumers from global harmonisation
- Opportunities and threats to UK spectrum users
- Government use of spectrum
- EU policy objectives (especially binding Decisions)
- Benefits to UK stakeholders from global harmonisation
- Both spectrum users and vendors
- Use of spectrum outside UK by UK stakeholders
- Societal benefits
- e.g. EESS (earth observation satellites), meteorology
Ofcom has lead responsibility for all international spectrum-related bodies except ITU
Plenipotentiary
Ofcom’s formal duties focus on the interests towards the top of this list

International bodies involved in spectrum
• WRC-19, and ITU and CEPT bodies undertaking preparatory studies
• ITU- R Study Groups
- e.g. Study Groups 1, 3 and 6
• CEPT groups
- Studies in response to Commission Mandates
- Preparation of CEPT contributions to ITU
- ITU-T and ITU-D
- These are increasingly encroaching into spectrum
- Of most importance to UK stakeholders with overseas interests
- European Commission Radio Spectrum Committee and TCAM
- RSPG and BEREC
- Commonwealth Telecommunications Organisation

UK international preparatory process
WRC-15 was generally successful for UK
• However, the path to that success during the Conference was often painful!
• Some things were not achieved
- e.g. identification of 1452 - 1492MHz for IMT in CEPT countries
Ofcom and DCMS are conducting a review post-WRC-15
• The Spectrum Policy Forum has been invited to contribute
• Possible topics to consider:
• How should UK respond to increased ‘politicisation’ of the WRC?
• How can the experience of industry members of the UK delegation be fully utilised?
• How should the different types of UK interest be balanced, in developing UK
positions?
• How can UK stakeholders be kept informed without compromising negotiating
positions?

EU TFR and other International items for 2016
EU - Telecoms Framework review and spectrum
- Spectrum Policy Forum held a workshop on the EU Telecoms Framework Review last
November
- This was during the Commission consultation period
- There may be opportunities to provide further input to DCMS
- The Commission itself is unlikely to consult further
- EU High level dialogue on spectrum issues on 3 February 2016
- Commission proposals are expected to follow later in the year
ITU - WRC-19
- Agenda item 1.13 on IMT-2020 (5G)
- An immediate opportunity to build a UK consensus on an important aspect
- Which other agenda items would it be productive to address?

Planned meetings of Cluster 4
4th February – Focussed meeting on 5G parameters
- How to define parameters for 5G for use in studies, ahead of development of
specifications
- These need to be finalised by March ‘17 at the very latest
- Intended to provide input for Ofcom, ahead of WP5D meeting in Feb ‘16
- To build consensus among UK stakeholders on this topic
- Aim to develop a UK contribution on this topic, probably for a later meeting
14th March – First meeting of Cluster 4
- Develop workplan and meeting schedule for 2016
- Identify external timelines for deliverables
- Review of WRC process
