international recognition

Innovation can be an idea - to check the feasibility for implementation the exhaustive evaluation
criteria included which covers - uniqueness, replicability, scalability, financial viability etc.
05 The database of entries will be available on the website for reference of all the ULBs

07 National framework for long term engagement of these ideas across state/ cities will be

ULBs to ensure sustainability of the solution
Municipal Corporations have setup incubation centres/ innovation labs some it includes –
a) SURATi i-LAB : Surat Ideas & Innovation Lab - to promote culture of innovation, Startup
incubation, trade facilitation and skill development,
b) Noida has setup a Research & Innovations Cell to promote innovation and Start-ups.

solution and use collaterals available in SBM Urban Portal
2 ULBs to handhold/ support applicants in the process of submitting the entries

ULBs to upload the details of the top solution(s) (max. 2) on Swachhatam Portal. All
required information to be captured.aq

Unique, low cost, indigenous, replicable, scalable solutions and financially viable
solutions to be promoted

ULBs to look for the sustainability of the solution and providing incubation/
mentoring support to the winning solutions
6 Innovative solution submitted in earlier to MoHUA will not be considered
7 ULBs and Municipal bodies are not encouraged to submit the solutions

ULB to submit best entries to State on ‘Swachhatam’ Platform after screening
State to constitute a committee/ jury to finalize top solutions
Top solutions from startups can participate in ‘Swachhata Start-up Challenge’
State to felicitate top entries and share the details of solutions with MoHUA
ULB level committee/ jury to finalize maximum 2 solutions

Swachh Technology Challenge – Process flow
To promote an enabling environment for enterprise development in the waste
management sector we need to capitalize on huge opportunities created by SBM-U 2.0
for entrepreneurship
- ULBs to conduct
the challenge at city
level by inviting
innovative solutions
from individuals,
startups, companies,
academic
institutions, CSOs,
parastatals,
municipal bodies etc.
- ULBs to evaluate
solutions as per
defined evaluation
criteria and submit
maximum 2
solutions to State.
Post that, ULB
eligible to get marks
in SS 2022.
(max.185 out of
2,250)
- Respective state to
evaluate solutions
and share top 3
solutions to MoHUA
- Indicator added in
SS 2022 State

The challenge will evaluate and select innovative start-
ups and reward with financial support, mentoring and
national/ international visibility
MoHUA to release the ‘Swachhata Start-up Challenge’
in collaboration with Agence Française de
Développement (AFD) in January 2022

Up to 10 selected projects could receive seed funding of
approx. ₹ 25 Lakhs per selected project and 1 year
dedicated incubation support from French Tech

• Innovation and best practices has been an indicator under Swachh Survekshan since 2018.
• Above solutions are received in various domain areas including non-technology interventions
• Since technology promotion and encouragement of social enterprises is one of the guiding principles of
SBM 2.0, therefore, an additional indicator of ‘Swachh Technology Challenge’ is added under SS 2022

  • 3. 3 Swachh Technology Challenge – Salient Features 07 National framework for long term engagement of these ideas across state/ cities will be formulated 06 ULBs to ensure sustainability of the solution Municipal Corporations have setup incubation centres/ innovation labs some it includes – a) SURATi i-LAB : Surat Ideas & Innovation Lab - to promote culture of innovation, Startup incubation, trade facilitation and skill development, b) Noida has setup a Research & Innovations Cell to promote innovation and Start-ups.

Dos and Don’ts # Activity/ Task Do / Don’ts 1 ULBs to widely publicize the challenge at city level for getting large number of solution and use collaterals available in SBM Urban Portal 2 ULBs to handhold/ support applicants in the process of submitting the entries 3 ULBs to upload the details of the top solution(s) (max. 2) on Swachhatam Portal. All required information to be captured.aq 4 Unique, low cost, indigenous, replicable, scalable solutions and financially viable solutions to be promoted 5 ULBs to look for the sustainability of the solution and providing incubation/ mentoring support to the winning solutions 6 Innovative solution submitted in earlier to MoHUA will not be considered 7 ULBs and Municipal bodies are not encouraged to submit the solutions
  • 6. 6 Swachh Technology Challenge Indicator Scheme of Marking for ULBs # Scheme of Marking Marks (185) 1 Whether ULB has constituted the committee/ Jury in the timeframe 10 2 Whether the ULB has popularized the challenge at city level via the following mediums/stakeholders: (Note: a) Collaterals shared by MoHUA to be used. b) ULB to upload the events photos on the IEC module of Swachhatam platform, c) Citizen validation will be done.) i) Social media campaigns/ mid-media engagement platforms 10 ii) Educational institutions/ technical institutions– by conducting workshops/ event/ any other means of dissemination (online/offline) 10 iii) Chamber of Commerce or any other similar body or Local Business / Market Associations at City level 10 iv) Citizen and Citizen groups, CBOs (RWAs, NGOs, Voluntary Organizations etc.) – by conducting workshops/ any other means of dissemination (online/offline) 10 3 Whether the ULB has provided handholding support to the applicants (individuals/ organizations) during the application process/ at the time of seeking entries 30

  • 10. 10 Swachh Technology Challenge – Process flow To promote an enabling environment for enterprise development in the waste management sector we need to capitalize on huge opportunities created by SBM-U 2.0 for entrepreneurship - ULBs to conduct the challenge at city level by inviting innovative solutions from individuals, startups, companies, academic institutions, CSOs, parastatals, municipal bodies etc. - ULBs to evaluate solutions as per defined evaluation criteria and submit maximum 2 solutions to State. Post that, ULB eligible to get marks in SS 2022. (max.185 out of 2,250) - Respective state to evaluate solutions and share top 3 solutions to MoHUA - Indicator added in SS 2022 State Ranking - The top solutions received from Startups to be submitted in ‘Swachhata Start- up Challenge- 2022’ to be organized by MoHUA in collaboration with AFD
  • 11. 11 Swachhata Start-up Challenge- 2022 04 The thematic areas for the challenge include: i) Social Inclusion ii) Zero Dump iii)Plastic Waste Management iv)Transparency 02 01 The challenge will evaluate and select innovative start- ups and reward with financial support, mentoring and national/ international visibility MoHUA to release the ‘Swachhata Start-up Challenge’ in collaboration with Agence Française de Développement (AFD) in January 2022 03 Up to 10 selected projects could receive seed funding of approx. ₹ 25 Lakhs per selected project and 1 year dedicated incubation support from French Tech

Top 3 solutions in each of the thematic areas across the country will be felicitated with an award in the Swachh Survekshan Award ceremony Top 3 solutions from State will be felicitated with an award by the respective State Govt.
