• The goal of this document is to inform the community about the launch of the Algiers
Smart City Experimental Laboratory and Technology Innovation Hub
• It also provides an opportunity for comments and suggestions from the community
• It is addressed to all parties that would potentially contribute to, and benefit from, the
Algiers Smart City Project, and in particular the citizens of the city
• Proposals and comments shall follow the response template provided in this document
• Responses shall be sent to “alg-smartcity.alger@wilaya-alger.dz” by 26/05/2018

4. Algiers Smart City Project: Achievements
• The project was launched in the Spring of 2017 and is in active phases of execution
• A call for collaboration was launched on July 15th 2017:

• Over 150 responses were received from over 15 countries, including corporations,
startups, R&D labs, law firms, financial institutions, advisory groups, etc.
• This has led to various partnerships initiatives with startups, technology corporations,
incubators, R&D labs, etc. Development and commercial initiatives are ongoing.
• Engineering initiatives resulted in various in-house implementations (Cloud, Internet of
Things, Artificial Intelligence, Blockchain, etc.) and led to early stage commercial
applications and startups creation, incubation/acceleration, jointly with R&D labs and
universities.
• A global conference has been planned for June 27-28 2018: www.smartcityalgiers.com,
with the goal of bridging Algiers and the global technology and business communities.

5. Algiers Smart City Project: Learning and Challenges
• The Algiers Smart Project team has identified the following priorities to address
• Accelerate the linkage of the Algiers ecosystem with the global technology ecosystem:
Significant technology work is being conducted in startups, corporations and R&D labs in
Algiers. However, when it comes to advanced technologies, there is a relative isolation from
the leading technology clusters and corporations in the world. Goal: Reduce Isolation
• Optimized synergies between global technology companies and local technology
ventures: Advanced technology is in use within the various projects in Algiers, but there is a
need for a more efficient technology transfer and technology partnership models, and as such
tackle the technology dependency challenge. Goal: Reduce Dependency
• Increase the Confidence of the local ventures: Local technology corporations and startups
in particular having challenges scaling, and lacking the confidence in being able to build
advanced commercial solutions. Optimizing the mentoring and funding ecosystem shall allow
a better success ratio. Goal: Increase Confidence

• Focused on nurturing startups and supporting local incubators/accelerators on the
engineering, business, partnership and funding angles
• Focused on bridging the technology ecosystem in Algiers with the local, regional and
global technology and business community
• Focused on being a catalyst for a variety of initiatives in Algiers and a federating
project for the various stakeholders in Algiers Smart City project, including the
technology, business, government and others
• The execution plan moving forward will focus on addressing the identified challenges
identified over the first 12 months of the project, with a focus on technology
development, solutions experimentation and fast tracking startups growth
• In particular, the decision to immediate launch the following initiatives:
• (a) A Live Smart City Experimental Lab
• (b) A Technology Innovation Hub

9. Algiers Smart City Experimental Lab: Goals
• Providing a live environment where select state of the art smart city solutions are
tested, validated and experimented with, prior to launching at scale in the city
• Ensuring that lead global technology corporations and providers of advanced solutions
are able to test their solutions, interact and work jointly with the technology value chain
(startups, corporations, R&D labs, etc.)
• Providing a vehicle when live experiments lead to an evaluation and mastering of new
technologies, in a relaxed regulatory environment. This as well as contributing to
crafting an optimal regulatory framework and technology policy environment

• Providing a concentrated environment in a physical location, where the various actors
of the global technology value chain interact, creating win-win synergies
• Providing a link to global/local corporations that would both enable and benefit the
technology innovation and creativity value chain (e.g. startups, students, researchers)

• Brief presentation: Provide a brief presentation of the entity elaborating the
comments. There are no restrictions on the type of entities. It includes private and
public companies, research and development laboratories, universities laboratories,
local/regional/global entities as well as citizens
• Comments: Provide technical, business and process comments regarding the Algiers
experimental lab and technology innovation hub
• Technical and business needs: Describe the specific technical and business needs
that you may require from Algiers Smart City to enable an optimal experimental lab and
technology hub, based on your own needs and views
• Solution constraints: Describe potential constraints of the solution (regulatory,
technical, business, etc.) that need to be addressed to enable an optimal experimental
lab and technology hub, based on your own needs and views

16. Next Steps
• Questions will be answered as received. A synthesis of responses to questions, when
relevant, will be shared with the various parties if needed
• Based on the analysis of responses, selected parties will be invited for further
discussions with Algiers Smart City team
• Some of the selected suggestions will be integrated in the design and operations of the
experimental lab and technology innovation hub, with the goal of initiating the smart city
experiments in 2H 2018
• This will be an iterative process learning from ongoing Algiers Smart City experiments
and integrating the feedback from the community. Follow on information will be
provided to guide contributors on how to participate
• Updates on progress and guidelines will also be provided during the Algiers Smart City
