The traditional face-to-face classroom teaching-learning instruction had been challenged to embrace the positive effects of ICT classroom instruction through blended, hybrid and online way of learning. It is but proper to commend everybody who has been battling the difficulties and challenges brought by Covid-19 as we refuse to give-in with call of an academic freeze to safeguard one's safety, physically and mentally.

1. I would want to express my warmest congratulations to the unique and amazing completers and
graduates of this Batch 2021.
This school year had been an extraordinary challenge, a new normal not just to the Department
of Education but also to the entirety of every sectors of the world. It is in deep faith and fervor
prayer that this crisis will come to an end so that personal warmth will be felt which no
technological gadget can ever give.
Truly, our unity, perseverance and resilience as a community has been tested by the challenges
brought by this global crisis—Covid 19 pandemic. But just as how our national hero puts faith in
the spirit of every Filipino, we should be resilient amidst the odds.
It is in this high time that new normal ways and platforms of teaching-learning endeavors had
been explored and practiced. It is in this new normal setting that the calling for the global
competencies had been honed to application. Teacher, parents and learners embrace the
benefits and challenges of digital, blended and distance way of learning.
Please, bear in mind that I am as heartbroken as you that this special occasion is not celebrated
with personal warmth and felicitation with your teachers and people behind your success story.
Likely, I feel indebted to every parent whose role in this pandemic made them magnanimous. No
exact word can be described on how well you had played your primi parentes roles as we
continue the basic education implementation.
On a final note, I would like to highlight the well-known African proverb which states, “It takes a
village to raise a child.” Primi parentes (first parents), loco parentis (second parent), we all have
our equal share in molding the child. It is on us, adults and grown-ups that these young ones look
up to. We can set the good sample and make a difference in everyone’s lives.
