Introduction:
Effective communication is key in order facilitate a well-coordinated, thriving and successful
university; be it to staff, students, parents or with other members of the wider university
community. Begum Rokeya University, Rangpur (BRUR), aims to ensure that communications
between all members of the university community are clear, professional, timely and
appropriate.
To advance the science of international Politics, Economics and Jurisprudence, and the study
classifications and development of the lecturer of this subject for buildings institutions related
into good Governance, capacity building and development of human resource.
The institution meets these objectives through its researches, human resources development
programs, meetings, conferences, publications, libraries and information services and media
activities.
Communication
Communication is simply the act of transferring information from one place, person or group to
another.
Communication is the transmission of a message from a source to a receiver…or the process of
creating shared meaning.

So communication as a process that involves the transmission of message from a sender to the
receiver.
Policy
Generally we can say that A policy is a deliberate system of principles to guide decisions and
achieve rational outcomes. Policies are generally adopted by a governance body within an
organization.

The set of basic principles and associated guidelines, formulated and enforced by the governing
body of an organization, to direct and limit its actions in pursuit of long-term goals.
Communication policy
A communications policy is a particularly effective way of making clear the attitude of the
organization, defining the responsibilities of those involved in the process and detailing the
means of communications that will be used.
Strategic information dissemination and a protection of transmission of confidential data.

Begum Rokeya University, Rangpur:
Begum Rokeya University, Rangpur (BRUR), formerly Rangpur University, is a government-
financed public state university in Bangladesh. It is the only general categorised university in
Rangpur Division and the second public university in the region. It was named after the feminist
writer and social worker Begum Rokeya. It is the 30th public university of Bangladesh. It was
established on 8 October 2008 under Begum Rokeya University Act, 2009 (2009–29).
Campus:
The university is between Rangpur Cadet College and Carmichael College in Rangpur. It covers
an area of 75 acres (30 ha). The university has constructed four academic building and started
class from August 2011 in the main campus. Currently, the university has 21 departments and
almost 7,000 students. It contains three student halls (two male and one female). There is a
library and a cafeteria on the campus.

History:
Since 1947, a university in this region has been a long cherished dream. A popular demand for a
kind of university that can reach out to a large number of students desiring higher education in
this vast region has always been intensely felt but has never been fulfilled. In 2001, the then
Prime Minister, Sheikh Hasina, laid the foundations of Rangpur University of Science and
Technology. However, later on the establishment was cancelled.
It was not until August 2007 when Fakhruddin Ahmed, chief advisor of the Caretaker
Government, agreed in principle to establish a full-fledged university in Rangpur. Fakhruddin
Ahmad, in a historic cabinet meeting held in Rangpur on 2 February 2008, took the decision to
establish a university in Rangpur. The Rangpur University Ordinance was approved by the

cabinet on 15 June 2008. M. Lutfar Rahman was appointed the first vice-chancellor on 20
October 2008. Two days later Hossain Zillur Rahman, the then education and commerce advisor
to the Caretaker Government formally inaugurated the university.
Aims of Begum Rokeya University’s communication policy
• To ensure that staff, students, parents, and other stakeholders are kept well informed
• To ensure that there is a clear structure outlining which form of communication is to be used
for each purpose
• To use the method of communication that is most effective and appropriate to the context;
message and audience
• To be open, honest, ethical and professional
• To use jargon free, plain language and be easily understood by all
• To action communications within a reasonable time
• To take into account other related policies, in particular the ‘Data Protection Policy’,
‘Safeguarding Policy’, ‘Acceptable Use of Technology Policy’.
• To be compatible with the core values of the university

Policies of Begum Rokeya Unversity, Rangpur:
A policy is a set of ideas or plans that is used as a basis for making decisions, especially in
politics, economics, or business.
An official organization's policy on a particular issue or towards a country is their attitude and
actions regarding that issue or country.
A course or principle of action adopted or proposed by an organization or individual.
Procedures
Internal Communication – to Staff
(a) Time-Sensitive, Communications of High Importance – From time to time an important and
urgent message may need to be relayed to staff. In this case the communication must be made as
a face-to -face communication, or if to a wider audience by means of a mobile phone message
using one of the WhatsApp/ messenager/ facebook groups (limited to working hours only).
(b) Non-Time-Sensitive Communications of High Importance – If the communication is not time
sensitive it should be sent by Email, post a status in Facebook group which ensures a lasting
record of the communication made for reference.
(c) Communications of Low to Medium Importance – These may be made by Email or face-to-
face depending on the circumstances and how many staff need to receive the communication.
(d) Communications Involving Sensitive Data – Most importantly, these should be kept to a
‘Need to Know’ basis. Points (a), (b) and (c) apply, however, only specifically relevant staff
should receive the communication, and face-to-face communications are preferred.

Internal Communication – to Students
Communication between staff and students is of imperative importance towards facilitating the
teaching and learning process. The Begum Rokeya University, Rangpur is that the key to this is
through the development of positive relationships based on trust and respect. Every effort should
be made to nurture these important relationships.
Purpose
1) To provide a communication framework that enables the University to effectively
communicate essential and useful information to its students.
2) To define the responsibilities and authorities for the sending of communications to students.
3) To define the responsibilities of students in respect to formal communications from the
University.
4) To describe best practice in the drafting and retention of communications to students.
1. Communication Channels and Categories
(a) Primary communication channels are usually the most appropriate and/or reliable means for
contacting students:
• Email
• Whiteboard, Module and other approved learning management systems
• The University website
(b) Secondary communication channels may be appropriate for some messages:
• Telephone
• Text (mobile phone short message service)
• Social media (official University and Department Facebook pages, Facebook groups,
Messenger group etc.)
• Printed material
• Notice boards
• Digital signage
• Emergency Broadcast System

Admission:
BRUR enrolls undergraduate students. Students who want to get admitted need to pass and
compete on the merit list in the admission test which is highly competitive. Admission tests are
arranged by the university under authority of admission council for all faculties.
Grading system:
The academic year consists of two semesters. Academic courses are based on a credit system.
Result scale is out of 4. 80℅-100%= 4. Per course includes 3.00 credits and at last semester there
is a compulsory thesis for each student including 6 credits.
Central Library and Information Center:
The Central Library and Information Center (CLIC) of Begum Rokeya University was
established on 12 October 2008 with an aim to support the instructional and research programs
of the university. The vice-chancellor opened all activities of CLIC on 19 November 2009.
Initially, CLIC started functioning at the temporary campus of the university (Teachers' Training
College, Rangpur). It was shifted to the permanent campus on 19 March 2011. This library and
information center has large reading rooms with huge resources such as books, journals,
periodicals etc. The director is Dr. Porimol Chandra Barman.

Planning of Begum Rokeya University, Rangpur:
Planning:
Planning is the process of thinking about the activities required to achieve a desired goal. It
involves the creation and maintenance of a plan, such as psychological aspects that require

conceptual skills. There are even a couple of tests to measure someone’s capability of planning
well. As such, planning is a fundamental property of intelligent behavior. An important further
meaning, often just called "planning" is the legal context of permitted building developments.
Also, planning has a specific process and is necessary for multiple occupations (particularly in
fields such as management, business, etc.). In each field there are different types of plans that
help companies achieve efficiency and effectiveness. An important, albeit often ignored aspect of
planning, is the relationship it holds to forecasting. Forecasting can be described as predicting
what the future will look like, whereas planning predicts what the future should look like for
multiple scenarios. Planning’s combines forecasting with preparation of scenarios and how to
react to them. Planning is one of the most important project management and time management
techniques. Planning is preparing a sequence of action steps to achieve some specific goal. If a
person does it effectively, they can reduce much the necessary time and effort of achieving the
goal. A plan is like a map. When following a plan, a person can see how much they have
progressed towards their project goal and how far they are from their destination.

Conclusion:
The University has a good faculty of Lecturers, Assistant Professors, Associate professors and
Professors who were educated and earned their degrees at home and abroad. In the process of its
expansion, the University is still recruiting more teachers and officials. With the patronage of the
local philanthropists, Begum Rokeya Scholarship Foundation has been formed for the talented
students. Within a very short time, Begum Rokeya University, Rangpur has successfully
organized many different events and programs – Bangla New Year, Rabindra-Nazrul Birth
Anniversary, Inter-Department Debate and Football Competitions, National Mourning Day and
so on.
Begum Rokeya University, Rangpur is committed to play a vital role in poverty alleviation and
job creation, thereby raising the standard of living for the people of this northern zone of the
country. The University hopes to go a long way to meet the needs for quality education, and to
be an excellent center for research and other social activities.

Introduction: Effective communication is key in order facilitate a well-coordinated, thriving and successful university; be it to staff, students, parents or with other members of the wider university community. Begum Rokeya University, Rangpur (BRUR), aims to ensure that communications between all members of the university community are clear, professional, timely and appropriate. To advance the science of international Politics, Economics and Jurisprudence, and the study classifications and development of the lecturer of this subject for buildings institutions related into good Governance, capacity building and development of human resource. The institution meets these objectives through its researches, human resources development programs, meetings, conferences, publications, libraries and information services and media activities. Communication Communication is simply the act of transferring information from one place, person or group to another. Communication is the transmission of a message from a source to a receiver…or the process of creating shared meaning. [Ref. Obe, J. (2008). INTRODUCTION TO MASS COMMUNICATION, p. 3] So communication as a process that involves the transmission of message from a sender to the receiver. Policy Generally we can say that A policy is a deliberate system of principles to guide decisions and achieve rational outcomes. Policies are generally adopted by a governance body within an organization.

Communication policy A communications policy is a particularly effective way of making clear the attitude of the organization, defining the responsibilities of those involved in the process and detailing the means of communications that will be used. [https://www.igi-global.com/chapter/strategic-managerial-communication-in-the-digital- era/226066] Begum Rokeya University, Rangpur: Begum Rokeya University, Rangpur (BRUR), formerly Rangpur University, is a government- financed public state university in Bangladesh. It is the only general categorised university in Rangpur Division and the second public university in the region. It was named after the feminist writer and social worker Begum Rokeya. It is the 30th public university of Bangladesh. It was established on 8 October 2008 under Begum Rokeya University Act, 2009 (2009–29). Campus: The university is between Rangpur Cadet College and Carmichael College in Rangpur. It covers an area of 75 acres (30 ha). The university has constructed four academic building and started class from August 2011 in the main campus. Currently, the university has 21 departments and almost 7,000 students. It contains three student halls (two male and one female). There is a library and a cafeteria on the campus.

A popular demand for a kind of university that can reach out to a large number of students desiring higher education in this vast region has always been intensely felt but has never been fulfilled. In 2001, the then Prime Minister, Sheikh Hasina, laid the foundations of Rangpur University of Science and Technology. However, later on the establishment was cancelled. It was not until August 2007 when Fakhruddin Ahmed, chief advisor of the Caretaker Government, agreed in principle to establish a full-fledged university in Rangpur. Fakhruddin Ahmad, in a historic cabinet meeting held in Rangpur on 2 February 2008, took the decision to establish a university in Rangpur. The Rangpur University Ordinance was approved by the
  • 4. 3 cabinet on 15 June 2008. M. Lutfar Rahman was appointed the first vice-chancellor on 20 October 2008. Two days later Hossain Zillur Rahman, the then education and commerce advisor to the Caretaker Government formally inaugurated the university.   • 5. 4 Public Relations Office Telephone Face-to-Face Policies of Begum Rokeya Unversity, Rangpur: A policy is a set of ideas or plans that is used as a basis for making decisions, especially in politics, economics, or business. An official organization's policy on a particular issue or towards a country is their attitude and actions regarding that issue or country. A course or principle of action adopted or proposed by an organization or individual. Procedures Internal Communication – to Staff (a) Time-Sensitive, Communications of High Importance – From time to time an important and urgent message may need to be relayed to staff. In this case the communication must be made as a face-to -face communication, or if to a wider audience by means of a mobile phone message using one of the WhatsApp/ messenager/ facebook groups (limited to working hours only). (b) Non-Time-Sensitive Communications of High Importance – If the communication is not time sensitive it should be sent by Email, post a status in Facebook group which ensures a lasting record of the communication made for reference. (c) Communications of Low to Medium Importance – These may be made by Email or face-to- face depending on the circumstances and how many staff need to receive the communication. (d) Communications Involving Sensitive Data – Most importantly, these should be kept to a ‘Need to Know’ basis. Points (a), (b) and (c) apply, however, only specifically relevant staff should receive the communication, and face-to-face communications are preferred.
  • 6. 5 Internal Communication – to Students Communication between staff and students is of imperative importance towards facilitating the teaching and learning process. The Begum Rokeya University, Rangpur is that the key to this is through the development of positive relationships based on trust and respect. Every effort should be made to nurture these important relationships. Purpose 1) To provide a communication framework that enables the University to effectively communicate essential and useful information to its students. 2) To define the responsibilities and authorities for the sending of communications to students. 3) To define the responsibilities of students in respect to formal communications from the University. 4) To describe best practice in the drafting and retention of communications to students. 1. Communication Channels and Categories (a) Primary communication channels are usually the most appropriate and/or reliable means for contacting students: • Email • Whiteboard, Module and other approved learning management systems • The University website (b) Secondary communication channels may be appropriate for some messages: • Telephone • Text (mobile phone short message service) • Social media (official University and Department Facebook pages, Facebook groups, Messenger group etc.) • Printed material • Notice boards • Digital signage • Emergency Broadcast System

  • 9. 8 Admission: BRUR enrolls undergraduate students. Students who want to get admitted need to pass and compete on the merit list in the admission test which is highly competitive. Admission tests are arranged by the university under authority of admission council for all faculties. Grading system: The academic year consists of two semesters. Academic courses are based on a credit system. Result scale is out of 4. 80℅-100%= 4. Per course includes 3.00 credits and at last semester there is a compulsory thesis for each student including 6 credits. Central Library and Information Center: The Central Library and Information Center (CLIC) of Begum Rokeya University was established on 12 October 2008 with an aim to support the instructional and research programs of the university. The vice-chancellor opened all activities of CLIC on 19 November 2009. Initially, CLIC started functioning at the temporary campus of the university (Teachers' Training College, Rangpur). It was shifted to the permanent campus on 19 March 2011. This library and information center has large reading rooms with huge resources such as books, journals, periodicals etc. The director is Dr. Porimol Chandra Barman. Planning of Begum Rokeya University, Rangpur: Planning: Planning is the process of thinking about the activities required to achieve a desired goal. It involves the creation and maintenance of a plan, such as psychological aspects that require
  • 13. 12 conceptual skills. There are even a couple of tests to measure someone’s capability of planning well. As such, planning is a fundamental property of intelligent behavior. An important further meaning, often just called "planning" is the legal context of permitted building developments. Also, planning has a specific process and is necessary for multiple occupations (particularly in fields such as management, business, etc.). In each field there are different types of plans that help companies achieve efficiency and effectiveness. An important, albeit often ignored aspect of planning, is the relationship it holds to forecasting. Forecasting can be described as predicting what the future will look like, whereas planning predicts what the future should look like for multiple scenarios. Planning’s combines forecasting with preparation of scenarios and how to react to them. Planning is one of the most important project management and time management techniques. Planning is preparing a sequence of action steps to achieve some specific goal. If a person does it effectively, they can reduce much the necessary time and effort of achieving the goal. A plan is like a map. When following a plan, a person can see how much they have progressed towards their project goal and how far they are from their destination.  Ensuring standard education.  Establishing ultramodern research lab.  Constructing ultramodern auditorium.  Development infrastructure.  Establishing ICT Cell.  Running online radio in campus based.  Organize national and international conference, seminar, training workshop.  Constructing to separate medical center. In the process of its expansion, the University is still recruiting more teachers and officials. With the patronage of the local philanthropists, Begum Rokeya Scholarship Foundation has been formed for the talented students. Within a very short time, Begum Rokeya University, Rangpur has successfully organized many different events and programs – Bangla New Year, Rabindra-Nazrul Birth Anniversary, Inter-Department Debate and Football Competitions, National Mourning Day and so on. Begum Rokeya University, Rangpur is committed to play a vital role in poverty alleviation and job creation, thereby raising the standard of living for the people of this northern zone of the country. The University hopes to go a long way to meet the needs for quality education, and to be an excellent center for research and other social activities.
