- Conduct a close high level coordination CEOs & GM levels with the concerned Ministries
such Minstry of Housing, Municipalities, and others to presnt the projects with its
requirments such as land acquisition as per the new projects plans.
- Managing and leading change to ensure minimum disruption to core activities.
- Planning best allocation and utilization of space and resources for new buildings, or re-
organizing current premises.
- Supervising and planning essential central services such as electrical and civil maintenance
and waste disposal and recycling.
- Ensuring the building meets health and safety requirements.
- Using performance management techniques to monitor and demonstrate achievement of
agreed service levels and to lead on improvement.
- Responsible of all utility invoices, coordinate with other organizations, such as Oman
Telecommunication Company, Ministry of Electricity and Water etc.

controlled in strict accordance to policies and procedures.
- Manage and supervise the construction and engineering repairs for Haya Water
administrative buildings and sites.
- Conduct periodic reviews and checks to ensure that all company fixed assets of operations
building and all sites are registered in assets track register, are insured and physically verified
and ensure compliance to safety and security guidelines.

etc.) in buildings and conduct periodic checks for any faults that need immediate attention

JOB EXPERIENCES (B):
No Objection Certificate Supervisor (NOC Supervisor), Haya Water.
From: April 2007 till Jan. 2016= 7 Years):
Part A): Follow Up of Projects NOCs and Lands Acquisition.. etc:
- Work with the projects managers and assigned consultants to study the overall scope of
work and the required NOCs from government entities and agree on the lands needed for
the projects.
- Liaise with the Survey Team to conduct a geographic survey (site survey) at proposed
locations for lands (stations) and end-up with detailed proposals which to be presented to
the Organization Management, and Ministries in a later stage.
- Manage to prepare the submission in Arabic and English equipped with all supporting
documents such as letters/maps/reports/other approvals ..etc) to the Ministries and
Ministry of Housing (MOH) upon speciality and work nature and guide the team all formal
documents and Ministries internal processes to prevent any further requirements.
- Present the projects nature to the Ministries Key Staff/ Managers to highlight the needs for
the lands in a specific areas/locations.
- Evaluate the critical situation for any issue related to the submission and highlight the same
to the management, give advices in case of a need for a high level meetings.
- Organize and manage the high level meetings with Ministry GMs and Under Securities to
discuss the critical points and agree on the way forwards.
- Keep a proper recordings/registry of all conducted actions/tasks and prepare the necessary
reports/presentations to update the management ..etc).
- Manage the Section/Department by: reviewing and enhancing the work process, setting
T&T, and training needs, prepare all necessary procedures that should be in line with
organization policy and overall goals. Take into consideration all related internal and external
roles and legal requirements to prevent any upcoming conflicts.
- Ensure that the Section/Department/ staff are following all the organization related
procedures/polices such as HSC, Operations, Projects .. etc.

Part (B): Managing the Section in NOC processing:
- Managing of the Section of NOC processing and releasing of the final approvals/permits to
the external applicants (Contracctors, Consultants & Plot owners), who apply for Haya Water
aprovals to lay services lines such as (electricity cables, water pipelines, telephone FOC, ..etc
and to give approvals for any excavation outside the plot boundary to lay services.
- Standardize and manage an end to end efficient process for issuance of NOC certificates -
from application to request closure.
- Oversee registration of NOC applications submitted by second parties
- Supervise scrutiny of the documentation furnished by second parties such as letters,
drawings, approvals etc.to obtain NOCs and manage communication of discrepancies
- Oversee the electronic archiving of all received applications and reports produced by NOC
Team for future reference.
- Approve and oversee issuance of requisite clearances to permit the intended operations
requested by the applicants. Manage resolution of any potential technical issues and

recommend solutions for a mutually suitable outcome prior to issuing NOCs to second
parties.
- Supervise preparation of approvals or excavation permits to be issued to the applicants along
with required terms and conditions that reserve organization rights to the existing/ proposed
assets.
- Study proposals for new services and their scope to understand potential overlaps with
existing/ proposed Orgaization networks/ assets. Conduct site visits to ensure alignment of
new services with existing site conditions and confirm safety of existing and proposed
Organizatio assets. Oversee preparation of comprehensive reports from site visits.
- Manage applicants/ customers or any other relevant service authority representatives to
address overlapping issues or resolve any other technical issues of customers.
- Obtain information regarding work progress of other service contractors in critical areas that
may potentially impact Organizatio’s existing/ proposed pipelines and take necessary
measures in case of illegal activities.
- Manage a database of all permits and renewal details in custody and arrange for renewal of
expired permits.
- Highlight critical technical issues related to NOCs to the departmental head and recommend
corrective action plans. Maintain efficient records for all NOC related issues.
- Review periodic reports providing NOC section updates. Generate ad hoc/ temporary
business reports as required, to highlight the issues related to the NOC activities as may be
necessary.
- Ensure all the processes of the section are compliant with quality standards.
- Ensure that the quality, health, safety and environment related requirements as applicable
to performing the role are met at all times.
- Adhere to organizational policies and procedures at all times as applicable to performing the
role.
- Working as a Project Manager for some company projects. This require a related technical
background dealing with many project cercumistances.

Muscat Municipality, technical Studies Department
From 1998 to 2007= (9 Years)
NOC Issuance (excavation Permit):
- Review of maps/proposals submitted by external parties for laying of services/utilities and
conduct a site visit and give the technical opinoin.
- Based on the site condiction, give estimation for the refundable deposit and bank garanttee
for the applicant works/excvations.
- Prepare the necessary approvals/letters for the needed NOC & keep a proper records of the
same.
Maintenance Projects (Management & Supervising):
- Inspect projects areas/sites to be maintained (Culverts, Roads, Retaining Walls etc) and
conduct the necessary survey to estimate the extend of damages and prepare the necessary
technical report to the line mamanger.
- Obtain services and other authorities approvals prior to starting repair works.

- Supervising the maintenance /construction progress work over the contractor and give
comments/instructions to ensure that the work is carried out as per Muscat Municipality
requirements and regulations.
- Review and approve materials and some construction methods to be used in the project and
give approvals on them prior to commencement of work.
- Gathering of records, reports and documents during and after the project and save them in
a proper way for future use.
- Projects Supervised by me are: Repairs to culverts at Wadi Adai, Repairs to culverts and
retaining wall at Sidab,Repairs to retaining wall at Darsait and culverts at Qurm, Athaibah,
Amerat and reconstruction of the entire culvert at Al Qurum near Crown Plaza Hotel.
Other technical special tasks:
- Review of Jabal cutting applications (Mountain Cuttings) and give approvals; where a site
visit is to be conductted and give the technical opinoin and accordinly prepare the necessary
report / replay with approval or comments.
- Review applications for Heavy Load Vehicles and give approvals; where a technical study is
to be made and compaire the submitted data/information by the applicant with the related
specification of Highway Design Manual of Oman and give accordinly approval or Comment.
- Review applications for road layout for new Petrol Filling Station or other big buildings
complex and conduct the site visit and give the technical openion. And, accordinly prepare
the necessary approval or comments.
- Many other types of technical assignments/tasks upon request from the manager.

Oversee preparation of comprehensive reports from site visits. - Manage applicants/ customers or any other relevant service authority representatives to address overlapping issues or resolve any other technical issues of customers. - Obtain information regarding work progress of other service contractors in critical areas that may potentially impact Organizatio’s existing/ proposed pipelines and take necessary measures in case of illegal activities. - Manage a database of all permits and renewal details in custody and arrange for renewal of expired permits. - Highlight critical technical issues related to NOCs to the departmental head and recommend corrective action plans. Maintain efficient records for all NOC related issues. - Review periodic reports providing NOC section updates. Generate ad hoc/ temporary business reports as required, to highlight the issues related to the NOC activities as may be necessary. - Ensure all the processes of the section are compliant with quality standards. - Ensure that the quality, health, safety and environment related requirements as applicable to performing the role are met at all times. - Adhere to organizational policies and procedures at all times as applicable to performing the role. - Working as a Project Manager for some company projects. This require a related technical background dealing with many project cercumistances. JOB EXPERIENCES (C) : Muscat Municipality, technical Studies Department From 1998 to 2007= (9 Years) NOC Issuance (excavation Permit): - Review of maps/proposals submitted by external parties for laying of services/utilities and conduct a site visit and give the technical opinoin. - Based on the site condiction, give estimation for the refundable deposit and bank garanttee for the applicant works/excvations. - Prepare the necessary approvals/letters for the needed NOC & keep a proper records of the same. Maintenance Projects (Management & Supervising): - Inspect projects areas/sites to be maintained (Culverts, Roads, Retaining Walls etc) and conduct the necessary survey to estimate the extend of damages and prepare the necessary technical report to the line mamanger. - Obtain services and other authorities approvals prior to starting repair works.

And, accordinly prepare the necessary approval or comments. - Many other types of technical assignments/tasks upon request from the manager.
