Main Purpose
DEFINITION
• Street children is a term used for both children who have no family and literally live on
streets and those who may have families but they make their money in streets.
• Any girl or boy who has not reached adulthood, for whom the street has become her or his
habitual abode or sources of livelihood, and who is inadequately protected, supervised or
directed by responsible adults. (Inter NGOs 1985)
History
• First mentioned by Lord Ashley ( a British politician) in 1848.
• Many English novelists had also featured street children as a humanitarian problem in their
novels.

• Many children become homeless and abandoned by the devastation of World War I
Characteristics of Street Children
• Not only homeless but also culturally rootless.

activities.

Rights of Street Children (UNCRC)
• In each articles (relevant to the circumstances of street children) UNCRC has recognized
these three broad categories of rights :
i. Protection
ii. Provision and
iii. Participation.
• Articles particularly pertinent to street children are:
i. Article 19 (protection from abuse and neglect).
ii. Article 20 (protection of a child without family).
iii. Article 25 (periodic review of placement).
iv. Article 36 (all forms of exploitation) and
v. Article 39 (rehabilitation).
