2. INTRODUCTION
The Ministry of Social Justice and Empowerment is the
nodal Ministry for overall policy, planning and
coordination of programmes of Persons with Disabilities,
Scheduled cast and Other Backward Classes.
In regard to sectoral programmes and schemes of
development pertaining to these communities, policy,
planning, monitoring, evaluation etc. as also their
coordination will be the responsibility of the concerned
Central Ministries, State Governments and Union
Territory Administrations

RAILWAY
Railway will allow disabled persons to travel at
concession fare up to 75% in first and second classes.
Escorts who are accompanying the blind, orthopedically
and mentally handicapped persons are also eligible for
75%

AIRWAY
The Indian Airlines Corporation allows 50% Concessionals
fare to completely blind persons without escort on single
journey or single fare for round trip journey on all
domestic flight.

TELECOMMUNICATION
STD,PCO- Educated unemployed persons are
eligible for allotment STD,PCOs. The educational
qualification for the applicant is-
- 8th or middle school pass for rural areas.
- At least 10th or high school for urban areas.

CUSTOMS&EXCISE
Exemption (Concessional rate of duty of 15%) on
specified goods, Braille Printer,, Low Vision Aids, audio
cassettes, Tricycles, hearing aids, and its parts.
Full exemption on Braille watches, alarm clock, and its
part.

POSTAGE
Payment of postage both inland & foregin, for
transmission by post of ‘blind literature 'is exempted if
sent by surface route.
CONVENYANCE ALLOWANCE
Disabled employees who have been provided govt.
accommodation within a distance of one kilometer from
the place of work within a campus housing the places of
work & residence, the allowance shall be admissible.
They will be having 5% from their basic pay.

Exemption from payment of examination fee
5 % Marks relaxation in admission & 5% Reservation in
all educational institutions in admission.

DELARSHIP&AGENCIES OF OIL COMPANIES
Ministry of Petroleum & Natural Gas has reserved 7.5%
of all types of dealership for physically disabled and
blind persons.
Ministry has also reserved 7.5% of dealership/agencies
for defence personnel.
10. Persons having their own motorizedvechicles granted
exemption from the payment of road tax.
Vehicle upto 2Hp -15ltrs per mnth.
Vechiles more than 2Hp -25 per mnth.

Government of India have also decided to observe
3rd December as World Disabled day. On this
occasion, National Awards are given by the President
of India for the following.

- Best Disabled employee & self employed.

- Placements officers
- Best technology

ADIP SCHEME -OBJECTIVES
Its main aim is to assist the needy disabled persons in
procuring durable ,sophisticated & scientifically
manufactured, modern, standard aids appliances.
The aids & appliances supplied under the scheme must be
ISI.

ADIP-ELIGIBILITY
He/she shld be an indian citizen of any age.
Persons who is employed /self employed or getting
pension &whose monthly income does not exceed Rs
10,000/- per mnth.
If any person who have not received assistances from
last 3 yrs for the same purpose

ADIP SCHEME- ASSISTANCE
If more than one aid is required, the ceiling will apply
separately.
- Total income upto Rs. 6,500/ PM full cost of aids.
- Total income Rs. 6501 to 10,000/ PM 50% cost of aids.
- All educational/mobility/ADL/ Low Vision aids/
recreational may be allowed as the case may be to
disabled individual
16. SCHEMES & BENEFITS FOR PWDS
NHFDC SCHEME
The NHFDC has been incorporated by MSJE, Govt. of
India on 24th January 1997 U/s 25 of the Companies Act
1956 as a company not for profit.
NHFDC has an authorized share capital of Rs. 400
Crores only.
NHFDC has been providing loans on Concessional terms
for promote economic development, self employment,
extends loans for higher studies to PWDs & assist
companies/ cooperatives of disabled persons through
State Channelizing agencies.

Rozgar Yojana (SGRY) The Indira Awaas Yojana (IAY). -
Financial Assistance : Under the SGSY upto 30% of the
Project Cost subject to a maximum of Rs. 7500/-.

They need to implement more &some has to be come into
existence.
