3. • India signed UNCRPD in 2007 and it came into
force in May 2008
• On 16th December 2016, Lok Sabha passed "The
Rights of Persons with Disabilities Bill - 2016".
• As per this act, Responsibility has been cast upon
the appropriate governments to take effective
measures to ensure that the persons with
disabilities enjoy their rights equally with others.
• To achieve this aim government has offered
various concession to disabled person to have
equal opportunity and equal rights to the disabled
person.
5. A. Concession in fares:

6. B. Reservation in trains
• A reservation quota of two
sleeper class berths has
been earmarked in all trains
running on non-suburban
sections for disabled persons
performing their journey on
handicapped concessional
ticket.
• The person accompanying
the disabled person as an
escort is also allotted the
berth out of this quota
7. C. Additional Facilities
• For the convenience of the
physically challenged persons,
facilities like wheel chairs have
been provided at all important
stations on IR.
• In allotment of STD/PCO
booths at Railway Stations,
25% booths have been
reserved for disabled persons
(including blind) with disability
of 40% and above
8. 2. Air Travel
• The Indian Airlines Corporation
allows 50% concessional fare to
Blind persons or single journey or
single fare for round trip journey on
all domestic flights.
• Locomotor Disabled persons
(Disability 80% and above) : 50% of
normal Economy Class INR Fare or
Point to Point Fare.
9. Conveyance Allowance

Orders issued by the Ministry of

11. Income Tax Concessions:
FY 2016-17
• Section 80U and 80DDB provide
tax benefits to individuals and
their family members with
disabilities.
• An individual suffering from
disability himself gets tax benefit
under section 80U while an
individual gets tax benefits
under section 80DDB if any
dependent family member of the
individual is suffering from a
disability.
12. Deduction limit Financial year
2019-20
• For deduction under section 80U, individuals or persons
with disability are categorized into two types:
• a) Person with Disability: If an individual has at least
40% of a disability then he is eligible for a deduction of
Rs. 75,000 INR.
• b) Person with Severe Disability If an individual has
severe disability (i.e., 80% or more of a disability) then
he is eligible for a deduction of Rs. 1,25,000 INR.
13. Section 80DD Deduction
• As per section 80DD of the Income Tax Act, a person
can claim deductions for medical expenses either for
himself or dependents which can be one’s spouse,
parents, children or dependent siblings.
• One can claim deduction, if he/she is a resident,
individual or part of Hindu Undivided Family.
• It’s mandatory that a person should be a resident of
India for given tax year by which one claims the
deduction.
14. Section 80DD Deduction Limit
• A person can claim the deduction, for the actual
expenses on the treatment, upto Rs. 40,000 INR.
Whereas the amount of deduction varies for different
age groups.
• For senior citizens, aged sixty to eighty years, the
benefit extends up to Rs 60,000 INR for the medical
expenses.
• For those aged above eighty years, the limit is up to
Rs 80,000 INR.
15. Award of retail outlets, kerosene- LDO
dealerships and LPG distributorships
• Ministry of Petroleum and Natural
Gas has reserved 7.5 % of all type of
dealership agencies of the public
sector oil companies for disabled
persons.
• The oil industry appoints its
dealers/distributors through an
advertisement in one English daily
and one regional daily having
maximum circulation in the district in
which the dealership distributorship
is to be located.
16. • Persons applying for dealership/distributorship under
"PH" category should have minimum 40%
permanent/partial disability of either upper limbs or 50%
permanent /partial disability of both upper and lower
limbs together.
• Totally blind persons are also eligible to apply under this
category for Retail Outlet/Kerosene/LDO dealership.
They are, however, not eligible for LPG distributorship
• "Partially Hearing Handicapped" candidates are also
eligible.
• Totally paralysed and mentally unsound persons
applying under any category will not be eligible

17. Reservation In Jobs For Disabled
Persons
• As per memorandum issued in 1997
and 2005, the Department of
Personnel and Training (DoPT) has
suggested 3% reservations in
Group 'C and 'D' posts.
• However the Supreme Court in
June 2016 has ruled that three per
cent reservation shall be provided to
disabled in posts to be filled through
promotion/ Direct recruitment in
Group A and Group B categories in
all posts and services under the
Government of India
19. • As per PWD act 2016;
which has came into force
from 19th April 2017;
Reservation in vacancies

increased from 3% to 4%.
• 5 % reservations has been
given for higher education
in government institutions /
government aided
institutions.
20. Financial Help to disabled
• In a bid to instill self-confidence
amongst the physically
handicapped community, several
banks and government entities
have come up with prioritized
loans at low interest rates for the
differently-abled.
• Lenders like BOI, Vijaya Bank,
SBI etc., have come up with
special loan products that cater
exclusively to the disabled.
21. • The National Handicapped Finance and Development
Corporation (NHFDC) has been set up by the Ministry of Social
Justice & Empowerment, Government of India on 24th January
1997.
• NHFDC functions as an Apex institution for channelizing the
funds to persons with disabilities through the State
Channelizing Agencies (SCAs) nominated by the State
Government(s).
23. • Applications on prescribed format are submitted through
the State Channelising Agencies.
• Projects upto Rs. 5.0 lakh are sanctioned by State
Channelising Agency .
• projects more than Rs. 5.0 lakh are sanctioned by NHFDC.
• It extends loan to the persons with disability through
Punjab National Bank, Andhra Bank, IDBI Bank, State
Bank of Hyderabad and also through Regional Rural
Banks in the State of Haryana, Gujarat, Uttar Pradesh and
Uttaranchal.

27. Indira Gandhi National Disability
Pension Scheme (IGNDS)
• The Indira Gandhi National
Disability Pension Scheme
started by Central Government
(Ministry of Rural Development)
for Disable persons of the
country.
• Under this scheme, the
beneficiary is given monthly
financial help for better and
easier life.
• The scheme is introduced under
National Social Assistance
Program.
28. • The main objective of this scheme is to make
independent to those people who are physically
handicapped or have other kinds of disability.
Monthly financial help can make them independent
till the last movement of life.
• Under this scheme, any person of age 18 years and
above with 40% disability and below the poverty line
is eligible and will get Rs. 300 per month up to 79
years and above that Rs. 500 per month.
29. • Application procedure:
• Forms and procedures for the scheme are very
well explained at local govt. bodies like gram
Panchayat, municipalities so the applicant can get
there and can get detailed information along with
forms and other procedure

• Aadhar card, Certificate of Disability
• Residence proof e.g. certificate from residence

30. Disability pension – Delhi government
Application process
• a) Application to be made online on e-District portal
www.edistrict.delhigovt.nic.in by registering through citizen log in or by
approaching concerned District Social Welfare Office.
• b) Aadhaar number is mandatory for filling up the application- without
Aadhaar, application portal will not work.
• c) For applying, documentary proof for following needs to be scanned and
uploaded. Same document or different set of documents out of the list given
below may be submitted as proof for all.
• 1. Age proof *
• 2. Residence proof **
• 3. Bank a/c number (Single a/c). This provision may be relaxed in the case of
minors.
• 4. Disability Certificate issued by a Govt. Hospital as per norms. 5. One
passport size photo of the applicant
• 6. Income self-declaration in the format given on the portal itself
• Quantum of AssistanceRs. 2500/- per month
31. Bus traveling facility for Visually impaired /Bus
concession- Delhi state
Delhi Transport Corporation provides facility of free traveling in DTC Buses to the persons
with vision impairment. Facility of concession to the escort is given to those who have not
less than 100% blindness. Before applying to the concerned depot, applicant needs to
get card from Sub Divisional Magistrate(SDM).
Eligibility criteria
• Applicant should have 40% and above disability
• Applicant having 100% disability will get 50% concession for their escort/attendant
• Applicant must be resident of Delhi

• Residential proof
• Passport size photograph
• Copy of Disability certificate
• Procedure for application
• Application form can be obtained from respective depot by paying only rupees one. Filled
form with all documents can be submitted at the same depot.
32. Special Concessions to blind
person
• 1. Postage: 'Blind Literature' packets are exempted from
payment of registration fee, fee for acknowledgement and
fee for the attested copy of the receipt.
• Postage free 'Blind Literature' packets will be transmitted
by surface route only, and if they are to be sent by air, the
airmail charge as prescribed for packets has to be paid.

• Telephone facility to blind persons should be given on
concessional and priority basis on the following terms:
• Rental rebate - 50% of the normal rental.
• Advance Rental - 50% of the annual advance rental and
bi-monthly rental as applicable
• Preference should be given in Allotment of STD/PCO to
disabled person.
34. • 3. CUSTOMS CONCESSIONS
• Notification No. 105186 dated 17.2.86 Annexure IV Issued
• by the Deptt. of Revenue, M/Finance
• The Central Government exempts goods specified, when
imported into India by disabled person for his personal
use, from the whole of the duty of customs and the
additional duty subject to the condition that the importer
produces a certificate from competent authority that the
importer suffers from the particular disability and that the
imported goods in respect of which the exemption is
claimed are essential to overcome the said disability
