The barometer of public delivery:
Driving public sector delivery through results and transparency
The barometer of public delivery allows the French
people to follow the progress and results of 43
priority reforms carried out by the government since
2017, in eight essential areas of daily life: ecological
transition, employment and the economy, health,
family and disability, education, security, culture,
public services and housing.
It is a powerful tool for steering the State’s public
action at national, regional and departmental level,
led by the Minister for Public Sector Transformation
and the Civil Service and implemented by the DITP
(Interministerial Directorate for Public Sector
Transformation), the DINUM (Interministerial Digital
Directorate) and the SIG (Government Information
Service).

Published online in January 2021 on the French
government website (www.gouvernement.fr), the
“Barometer of public delivery” enables French
citizens to see the state of progress of a selection of
the Government’s priority reforms (43 of the 83
reforms identified) via an easily navigable data
visualisation web interface. The barometer presents
the progress and concrete results of these reforms
carried out by the Government through 57
indicators.
With 2,12 million unique visits since its launch and
around 90,000 visits per month, the Barometer is
starting to become known in public life. It is
updated every trimester, with the underlying data
published in as open on data.gouv.fr.

The transparency of the results of these priority reforms provided by the Barometer has also made it possible to
mobilise stakeholders (elected representatives, civil society) who, at local level, can push forward reforms when
local authorities are in the driving seat. Publishing the results has also facilitated dialogue between the Prefects, who
are responsible for delivering national priorities at regional and departmental level, and local authorities in order to
objectively evaluate the concrete actions to be implemented.
The nation reforms driven by the state are monitored by both the central administrations and decentralised
national delivery services via the PILOTE tool, which covers all 83 priority reforms.
The barometer was updated for the fifth time in January 2023. It allows each citizen to follow the progress and
tangible results of the reforms implemented by the Government, policy by policy, department by department, but
also to find out about each policy and how to benefit from it if necessary.
Furthermore, the barometer is a valuable tool that can be used by members of the government during their official
visits to establish a structured dialogue with elected representatives and citizens on the transformations underway.

Security Culture, Sports
Each priority reform contained in the Barometer:
Sets out an indicator to measure the impact of the policy for the citizen.
This indicator is presented at national and local levels, thanks to a mapped representation of the results.
PILOTE, the internal reporting tool which enables the data oriented delivery of national priorities, is
managed by the Interministerial Directorate for Public Sector Transformation. For each reform contained
in the Barometer the published data includes the starting point of the indicator in 2017 or, if the reform
commenced after 2017, the date on which the government measure was launched, the latest available data,
and, where applicable, the target figure for the end of 2022 (the current version of the Barometer covers
the period of the 2017-2022 government).

including how to benefit from the measures put in place.
A strong lever for mobilising local delivery
The barometer is an effective tool for driving local public delivery: it makes it possible to organize a dialogue
between representatives of the State and public delivery actors at regional and local levels, to identify blockages
and remove obstacles to the implementation of announced reforms. Some Prefects, at the regional or departmental
level, already rely on the regular updating of indicators to establish and maintain an exchange on the priority areas
of public action and their perceptible impact on the ground.
