Tuscany has a long history of participatory processes:
the first Regional Law dates back 2007 (Regional law
n.69/2007 now repealed with Regional law
n.46/2013) a pioneer initiative in the Italian and
European context and it can be considered one of the
first examples of perennial institutionalized social
participation guided by deliberative systems theories.
Regional Development Programme 2016-2020
foresees an horizontal approach and a strong
integration among policies to tackle the
multidimensional nature of quality of urban
life (socio-economic, environmental and
cultural) alongside sustainable development
and well-being.

The regional Government publishes a call for proposal entrusting the territory to
propose a local development strategy (Urban Innovation Project) aiming at
fostering social inclusion, cohesion and well-being.
Ability to address the ex-ante identified critical socio-economic features (through
sustainable employment, local well-being and overcoming discrimination), as well
as sustainability and profitability of interventions and participatory process are
considered as selection criteria.
While drafting Sustainable Urban Development (SUD)
strategies selection principles as part of the ERDF ROP, the
regional Government decides to pre-select 14 (out of 21)
Functional Urban Areas showing social, economic and
ecological/environmental hardships out of which the
territory itself should identify its target area (usually a
specific neighbourhood).
3. Urban Innovation Projects and operations were selected against an effectiveness and sustainability analysis according to their
ability of supporting sustainable employment, local well-being and overcoming discrimination, as well as sustainability and
profitability of interventions
To this end Regional Assessment board and Urban Authorities were supported by an IT system where data and information regarding
descriptive and financial information of each strategy and operation were electronically stored but also by an embedded web
application (IRPET-SdF) to evaluate the viability of projects

IRPET-SdF is a Web application devised to offer the public
manager a clear and user-friendly instrument for the pre-
feasibility analysis of public investments
The structure of the Web application provides for all the
necessary steps to organize an accurate cost-benefit
analysis, from the description of the investment’s
qualitative and quantitative characteristics to the
development of demand for infrastructure-related
services, the financial analysis and, at last, the economic
analysis thought the appropriate fiscal and market
corrections of financial flows

4. Monitoring functions are shared among the Managing Authority, Urban Authorities and beneficiaries:
Urban Authorities are entrusted to supervise the overall monitoring of each SUD strategy hence supporting the Managing
Authority in drafting Annual and Final Implementation Reports, evaluating achieved results and coordinating beneficiaries
reporting activities and involved in information and communication activities
Set up of a technical monitoring committee and a political college of supervisors for each strategy made up of representatives
from the Regional Government and the Municipalities involved (Urban Authority and beneficiary)
“Complex project code” data defined in the "Dialogue protocol" (Common Reporting Standard) of the National Monitoring System
Alphanumerical code used to identify all operations of a same Strategy (CLLD, Inner Area Strategy, SUD, ITI, Integrated
Production Chain Project, etc)
Automatic linking all operations by a single code eases monitoring and control activities at national and local level
Automatic recovery of overall data per SUD strategy to be used to feed information and communication activities

5. Along Common and national and local specific output indicators, Tuscany ROP introduces a specific indicator measuring perceived
quality of urban life (Quality of the living place: percentage of people aged 14 and more, stating that the Urban Innovation Project has
improved the urban quality, reducing local decay)
Output indicator: does not require the identification of a baseline
Indicator of perception: estimation requires a survey involving SUD Strategy target population
Evaluation exercise started in 2017 to verify the effectiveness of the territorial strategies (Urban and Inner areas) in terms of well-
being
Relate supported operations to eligible area selection criteria
Estimate potential effects of supported operations on quality of life and well-being
o Define urban well-being making use of Italian Equitable and Sustainable Well-being indicators (related to UN SDGs)
