The Company is young one developed with Monitoring & Evaluation Specialists that have
played significant roles in the Public and in the Private sector accumulatively for over 25
years.
The Managing Director, Mrs Rishila Moonilal has extensive experience in the
Development field with key focus on Monitoring & Evaluation as key to municipalities,
Provincial & National Government sectors as well as the Non -governmental Sector.
Against this background the company aims to sustain and improve high quality
development programs and has the confidence to move into the international arena.
The Company provides consulting services such as program evaluation, grant writing,
sustainability planning, professional development, meeting facilitation, capacity building
and training on Monitoring and Evaluation methodologies , Strategy planning and
building cross-sector partnerships.
We work with organizations driven by world-changing missions, with the goals of building
internal capacity, strengthening partnerships that will extend ones reach, and ensuring
that the programs have the greatest possible chance of achieving organisational goals.
We have made an impact in the global arena in the first few months of the company’s
initiation and currently we are acting in an advisory capacity to one of the larger
programmes in the EUROPEAN UNION.
RM M&E AND IT Specialists evaluates small- and large-scale projects using rigorous
mixed-method qualitative and quantitative research methodology. We work to develop
an evaluation plan that fulfils all requirements of the funder and addresses specific goals
and values that make your project unique. We view the role of program evaluator as one
of technical assistance, including participating in a data-driven decision-making
environment ensuring that the data is both useful to both program leaders and direct
service staff.
We work with organisational teams to craft proposals that fit with your organizational
mission. We can support both local and state grant-writing projects, which typically last
for 6-10 weeks, as well as proposals requiring months of advance planning.
We support organisations in developing a comprehensive sustainability plan, articulating
feasible funding goals, identifying appropriate funding sources, planning your development
calendar, and developing a diversified portfolio of funding.
We approach consulting from a research perspective – by learning as much as we can about
your organization, we provide you with recommendations and action steps that emerge
from the data.
Conducting M&E reviews
As M&E Technical consultant, we have led and supported government practice teams, and
provincial offices in the development, aligning, harmonizing, linking programme monitoring

WORK EXPERIENCE
Advocating for Evidence-Based Assessment and Intervention Practices.
Driven by a deep commitment to promoting community based education, linking students with community
practices through sharing and networking.
Rishila Moonilal has fashioned her academic career in a service oriented and intervention practices in the
Social Sciences. Her dual expertise in research, evaluation and Information Technology Management is
essential as she helps to complement innovative development practices .She was the Associate Dean of the
Health Science Faculty in 1996-1997; led Health transformation in the Faculty with emphasis on Community
Based Education; led several partnership interventions among Health Professionals and Communities on
Health Promotion
Public Sector Management leading and directing Monitoring & Evaluation
Rishila Moonilal has 16 years of experience in the Public Service leading in Monitoring & Evaluation both at a
programme level and policy level. During the 16 years she played a leading role in the implementation of the
GW Monitoring & Evaluation System with the Presidency.
She has experienced working with all sectors heading the Monitoring & Evaluation Unit in the Office of the
Premier in North West Province and later in KwaZulu-Natal. The job scope included guiding all sector
departments and public entities to comply with Governments’ development imperatives.
Mrs Moonilal also played a significant role in the facilitation and compilation of strategic reports such as the
Annual Report of the Office of the Premier, providing background information for State of the Province (2004 -
2014); the 20 year Provincial Government review report and made regular provincial performance
presentations at the Provincial Cabinet Lekgotla. Furthermore Mrs Moonilal led the Province towards
adherence to Treasury Guidelines on Performance Information reports aligned to the APP; adherence to
Performance information standards and performance auditing
