WELCOME
CRITICALLY ANALYSING SPQEM

Introduction
 A specific type of religious school or college for
the study of Islamic religion
 Used to refer to any educational institution,
secular or religious whether for elementary
instruction or higher learning
 SPQEM seeks to bring about qualitative
improvement in Madrasas to enable Muslim
children attain standards of the national
education system in formal education subjects.
 Trains teachers every two years in new
pedagogical practices.
 Provides science labs and computer labs.
 Take ample steps for strengthening libraries
and supplying teaching learning materials at
all levels.
 It encourages linkage of madrasas with
National Institute for Open Schooling (NIOS),
as accredited centres for providing formal
education and enable children to get
certification for class 5,8,10 & 12
OBJECTIVES
 To trace out how far the schemes framed by
the central government have been successful
for the upliftment of Muslim children.
 To find out whether the target groups are
actually benefitted or not.
METHODOLOGY
 Analytical, Interpretative and narrative
methodology.
 Sources used include books, Journals,
Newspaper articles, Audit Reports,
handbooks etc.
 Interviews with concerned officials.
DISCUSSION AND ANALYSIS
• Failure of SGIAC to utilize the grant to
eligible Madrasas.
• Failure in providing assistance for National
Institute of Open schooling
• Payment made to Teachers of madrasas in
violation of the guidelines of scheme
• Mode of Payment of salary to teachers
against the Government of India’s
instructions.
• Improper monitoring and Evaluation
SUGGESTIONS
 Formation of State Madrasa Board by the Government of
Kerala for the proper running and execution of the
scheme.
 Conducting Awareness Programmes regarding the
scheme.
 Participation of NGO’s and GO’s.
 Strict action to be taken against those who undertake
fraudulent actions.
 Constituting SGIAC with sincere and dedicated members
in it to ensure that the target groups of the scheme will
be benefitted.
 Orientation to be given to the teachers and secretaries of
eligible Madrasas once in three months and the report of
the above to be submitted to GOK
