2. What is OHSAS 18000?
Published in April 1999 by British Standards Institution
It is not a formal standard, an official British Standard, nor is it an official
International Standard. It is an auditable protocol, against which a company's
health and safety management system can be assessed.
Thirteen co-operating organizations from around the world assisted in
development of this series like Spain, Malaysia, United Kingdom and several other
European standards organizations
Not mandatory - voluntary basis
3. WHY WAS OHSAS DEVELOPED?
In response to urgent customer demand for a recognizable occupational health
and safety management system standard
Need for health and safety management system that could be audited and
certified.
Intended to address OH&S for employees, temporary employees, contractors,
visitors and other personnel on-site
Not intended to cover product and service safety
4. EVOLUTION OF THE OHSAS 18000 SERIES
1992 British Health & Safety Commission publishes management of health and
safety at work
1993 British Health and Safety Executive publishes HS(G)65, successful health and
safety management
1996 British standard BS 8800 launched, used as model OHSMS
1999 OHSAS 18001 Specification published based on BS8800 2000 OHSAS 18002

6. Fundamental Elements of OHSAS 18001
OHSAS 18001 Occupational Health and Safety Standard uses a management
approach tool called the PDCA cycle in order to achieve an effective health and
safety system

8. 1.Initial status of review
OHSAS 18001 text
An initial review of a company’s existing arrangements for managing OH&S shall
be carried out prior to implementation.
It provides information on the scope, adequacy and current status of the OH&S
management system.
9. OHSAS 18002 text states that
An organization should consider, the following items within its initial review:
legal and other requirements
identification of the OH&S hazards and evaluation of risks faced by the
organization;
OH&S assessments;
an examination of existing systems, practices, processes and procedures;
evaluations of OH&S improvement initiatives;
an evaluation of feedback from the investigation of previous incidents, work
related ill health, accidents and emergencies;
10. 2.OH&S policy
OHSAS 18001 text
It shall be defined and authorized by the organization’s top management.
It establishes an overall sense of direction and sets up the principles of action for
an organization.
It demonstrate formal commitment of an organization towards good OH&S
management.
11. OHSAS 18002 text states that
In order to be appropriate, the OH&S policy should be consistent with a vision of the
organization’s future, and be realistic, neither overstating the nature of the risks the
organization faces, nor trivializing them.
Should include statements about the commitment of an organization to:
The prevention of injury and ill health,
Continual improvement in OH&S management,
Continual improvement in OH&S performance,
Compliance with applicable legal requirements
12. 3. Planning
OHSAS 18001 text
Plans must be formulated to fulfill the OH&S policy.
Hazard identification shall be performed together with risk assessment.
The legal requirement that are applicable to OH&S shall be identified and goals and
objective of the OH&S system established.
Risk assessment shall be suitable, sufficient and allow the organization to identify and
evaluate their risks on an on going basis.
13. OHSAS 18002 text states that, Hazard identification and risk assessment are the main
parameters in plan phase
Hazard identification- Hazard identification should aim to determine all sources, situations
or activities, with a potential for harm in terms of human injury or ill health.
Ex. : sources (e.g. moving machinery, radiation or energy sources),situations (e.g. working at
heights), or acts (e.g. manual lifting).
Inputs should be considered here are
Monitoring data , occupational exposure and health assessments, records of incidents.
Risk assessment- Risk assessment is a process of evaluating the risk arising from a hazard,
taking into account the adequacy of any existing controls, and deciding whether the risk is
acceptable
Inputs should be considered here are
Details of location where work is carried out, the proximity and scope for hazardous
interaction between activities in the workplace, toxicological data, epidemiological data and
other health related information, details from workers through proper consultation.
14. 4. Implementation and operation
OHSAS 18001 text
Capabilities and support mechanism developed to achieve the plan.
Person at the most senior level will ensure the proper implementation and
operation of OH&S management system.
Necessary training carried out to ensure workers understand their safety and health
responsibilities
latest information updates shall be spread throughout the organization effectively.
System of documentation established
It shall be fully integrated across the organization, where each employee
appreciates the importance and implication of OH&S.
15. OHSAS 18002 text states that The successful implementation, of plan are the
following are required
Commitment a commitment from all persons working under the control of the
organization is needed. Ex. of commitment of top management be like Top
management should, determine and make available, in a timely and efficient
manner, all the resources needed to prevent injuries and ill health in the
Documentation for OH&S management system procedures, operational
procedures or work station procedures, project and task descriptions etc.
Competence, training and awareness- The organization shall ensure that any
person under its control performing tasks that can impact on OH&S is competent
on the basis of appropriate education, training or experience, and shall retain
associated records
16. 5.Checking and corrective action
OHSAS 18001 text
Monitoring and measurement of performance to be performed on regular basis.
Measurement of performance of the OH&S system will give an indication of its
effectiveness.
Areas that need improvement can be identified and followed by taking necessary
action.
Corrective action shall be taken as soon as any deficiencies are found.
Relevant records of OH&S action taken shall be made to meet legal requirements.
Periodically, audits conducted by independent personnel will give a more in-depth
look at the system.
17. OHSAS 18002 text states that
The Ex. of activities to be implemented in checking and corrective actions are
like Ex.
assessments of compliance with legal and other requirements,
the effective use of the results of workplace safety tours or inspections,
evaluation of the effectiveness of OH&S training,
use of OH&S behaviour based observations
lost time incident rates, lost time ill health rates,
actions required following assessments by regulators
18. 6. Management review
OHSAS 18001 text
It involves the making of several decisions based on the organization structure
and size.
Frequency of audit and the effectiveness of system and its individual elements
are considered frequently.
Following an audit, a management review decides on what shall be done about
identified problems
19. OHSAS 18002 text states that
Management reviews should be carried out by top management, on a regular
(e.g. quarterly, semi-annually, or annually) and can be carried out by meetings or
other communication means
following inputs is considered for review:
reports of emergencies (actual or exercises),
worker satisfaction surveys,
incident statistics,
results of regulatory inspections,
results and/or recommendations from monitoring and measurement,
OH&S performance of contractors
