considers you less than a person, despite any number of laws
against discrimination or the PM declaring that one should use the
term “divinely-abled”, in itself a contentious premise.

Sugamya Pustakalaya
An online library for person with visual disabilities launched on 24th August
2017.

Libraries in Digital India
• “Sugamaya Pustakalaya” online platform that makes accessible content
available to print-disabled people.
• Library houses publications across diverse subjects and languages and
multiple accessible formats.
• Created by Department of Empowerment of Persons with Disabilities
(Divyangjan), Ministry of Social Justice and Empowerment in
collaboration with member organizations of Daisy Forum of India and
powered by TCS Access.

Sugamya Pustakalaya @ Stakeholders
Key Stakeholders @ Sugamya Pustakalaya
• Persons with print disabilities | Access through DAISY Forum
• Accessible Content Creator | They will be able to upload their
contents collection to the Sugamya Pustakalaya portal
• Universities, Schools, College and Public Libraries | They can take
membership of DAISY Forum & can be able to download books from
the Sugamya Pustakalaya for their local members/students.
• Publishers | With membership of DAISY they can directly contribute
accessible versions of their publications.

Adapted Books Library (ABL) @ Chetana Trust
• Adapted books library an action project for children with varying
disabilities
• ABL through a partnership with Little Sparks delivers books to its
members homes
• From children wish list two books can be issued for a month
• ABL also involved in conducting National Tactile Book Competition
• It operates only in Chennai
• Motto of the Initiative | To bridge the gap between children and youth
with disabilities, and create opportunities that promote learning and
development

Samarthan Trust @ Paper & Apps
• Started 20 years ago by Mahantesh GK, he started Samarthan in 1997
• Library has over 200 Braille Books & 15000 Audio books
• Membership is free
• Braille postage is free across the world
• They are also focuses on making Braille & Audio books in Regional
Language
• Braille is also not universally accessible to all
• Braille books are slowly being replaced by digital and audio books
• This is where audiobooks play a crucial role

Landmark Move @ e-Library for Print Disable
• Tie up NAB (Jharkhand), Lakshay(Ranchi) & Bookshare will
comp up World’s largest digital library for the differently abled
• It will allow special readers in the state free access to a collection of
over 5 lakh books

• "NCPEDP-Mphasis Universal Design Awards 2017" that honours
individuals and organisation

Govt Initiative @ Divang Sarathi – Mobile App
• Providing all relevant information pertaining to the Department of
Empowerment of Persons with Disabilities (DEPwD), Ministry of Social
Justice and Empowerment
• It includes various acts, rules, regulations and guidelines, schemes,
information about the various outreach institutions, employment
opportunities, and the disability market in an accessible format.
• This application has been developed by the two assistant secretaries
Anunaya Jha and B Susheela in the DEPwD.
• The mobile application 'Divyang Sarathi' is compliant with the principles
of UNCRPD for Universal Access and the provisions of the Rights of
Persons with Disabilities Act, 2016.

Govt Promote @ Sign Language Policy
• To formulate a policy so that private news channels can devise
ways to display sign language to enable the disabled.
• Currently, channels under the Prasar Bharati, including DD News,
DD Bharati and DD Urdu broadcast some of their programmes in
sign language, especially the Republic Day parade

Marrakesh Treaty (MVP) @ India
• India has become the first country to ratify the Marrakesh Treaty, it
ratified on 30 June 2014.
• India being a developing nation does not have access to many books,
due to price and stringent intellectual property laws of respective
countries
• It will facilitate access to published works for the millions of blind
and visually impaired persons in India
• Treaty will facilitate import of accessible format copies from the
member stats by Indian authorized entities such a educational
institutional, libraries etc.
• Indian Copyright (Amendment) Act 2012 is in harmony with
Marrakesh Treaty

Fair Use Provisions Amendment of Section 52
Fair User Rights for the Disabled
• New Clause (zb) has been added to Section 52 (1) providing for
fair use of the work for the benefit of the disabled
Compulsory License for the Disabled
• New Section 31 B has been introduced to provide compulsory
license in works for the benefit of the disabled

NCRT Project @ Special Students
NCERT @ Releases 40 booklets - Reading Inclusive
• NCERT unveiled a 40-booklet series to enable students with special
physical needs
• The 40 booklets have been published in both print and digital versions
to benefit students having a hearing and visual impairments.
• These books will also enable children suffering from speech or
language disorders, learning disability, autism, visual impairment,
cerebral palsy and attention deficit hyperactivity disorder to follow
the same reading assignment as the other students.
• The 40 illustrated story booklets cover five themes, relationships,
birds-animals, musical instruments, games and toys and food, and
four reading levels that are aimed at enabling children in learning at
the foundation level.

Special Apps @ INCLOV
The Inclov founders are now looking at taking
the app abroad, and to include speech recognition
and video calling, as well as to make it
multilingual. Users would also be able to access
the features on a web portal, by next month.

Stephen Hawkins
Disability | Suffers from rare motor neuron disease and speaks with
the help of a voice synthesizer. When he was 21 years old, the doctors
declared that he would not survive more than 2 or 3 years.
Achievement | One of the most brilliant scientists alive, wheelchair-
bound British theoretical physicist Stephen Hawking, attended
Oxford University in England, as an undergraduate student.
He received his Ph.D in 1966 from Cambridge University.
By the time he was 35 years old, Hawking was Cambridge's first
Gravitational Physics professor and received the Lucasian
Professor of Mathematics award.

Stephen Hawking’s @ PhD Gets Published online –
Cambridge Website Crashes
• On 23rd October, science legend Stephen Hawking’s PhD
thesis was uploaded online, all for free.
• The deluge of enthusiasts trying to read the 1966 document
ended up crashing the publications section of Cambridge
University’s website.
• In the few days since it was published online, it became the
most accessed research paper on the university’s website,
possibly in the world.
