OPEN CLOSED
Statusisachievedthroughmerit,andeffort.This
issometimesknownasameritocracy.TheUK isa
relativelyopensociety,althoughdisadvantaged
groupswithinsocietyfaceaglassceiling.
Statusisascribed,ratherthanachieved.Ascribed
statuscanbebaseduponseveralfactors,suchas
familybackground(e.g.thefeudalsystemconsists
oflandownersandserfs).Politicalfactorsmay
alsoplayarole(e.g.societiesorganisedonthe
basisofcommunism),ascanethnicity(e.g.the
formerapartheidregimeinSouthAfrica) and
religion.
Structureofinequality
Thepoweroftheelitewithinsocietyisbasedupon;

Incontrasttheleastpowerfulwithinsocietyhavefewopportunitiestoescapefrompoverty.There
aredifferentexplanationsforthis.ForexampletheNewRightsociologistCharlesMurrayargued
that thepoorestmembersofsocietyhadbecometooreliantuponwelfarebenefits.Thishadledto a
graduallossintheabilityofthepoortoadoptvaluesthatwouldtakethemout ofpoverty; suchas
self-relianceandpersonalinitiative.Mostpeoplewithinsocietyareneitherrichnorpoor.Theyform
partofthemiddle-class –whichisthemostnumericalsocialclasswithinsociety.
Duringyour revision,youneedtobeawarethatlifechancesaredeterminedbyfactorssuchas;

whichtheyfindverydifficulttoescapefrom.Thisisdespitechangestothewelfareandbenefits
systemdesignedtogetwelfareclaimantsintowork.
Social changeandstratification
You shouldbeawareofrecentchangestotheclassstructureofBritishsociety.Thereareseveral
pointsto consider;
 Societyhasbecomemoreopeninrecentyearsaspeoplehavefounditeasiertomovefrom
onesocialclasstoanother.Thismostcommontrajectoryisthemovementofpeoplefrom
theworking-classtothemiddle-class.Somesociologistsdescribethismovementas
embourgeoisement.
 Thelifechances availabletowomenhaveimprovedsincethe1970s.Oneexplanationfor
thisistheimpactoffeminism.
 Thelifechancesavailabletopeoplefromethnic minoritieshavealsoimprovedinrecent
years,inpartduetolegislationdesignedtopreventdiscrimination.Changingattitudes
within societyshouldalsobeconsidered
 Asmallminorityofpeoplestillgainapositionwithin societyviaascribedstatus(e.g.the
royalfamily)

o Anideologicalcommitmentto helpingthoselessadvantagedwithinsociety
Whilstthegapbetweenrichandpoorhascontinuedto grow,therehasbeenadeclineintherateof
childpovertysinceLabourcametopower.Thegovernment’stargetistoendchildpovertybythe
year2020.
Welfare State

You needtodistinguishbetweenthetwomaintypesofwelfarebenefits; universalandselective.
UNIVERSAL SELECTIVE
Universalbenefitsareprovidedtoallregardlessof
aclaimant’sfinancialstatus.Oneexampleischild
benefit,whichispaidouttoallfamilieswith
childrenregardlessofincomeandwealth.
Selectivebenefitsareprovidedonthebasisofa
claimant’sincomeandcircumstance.Anexample
ofaselectivebenefitistheChildTaxCredit.
Welfarebenefitsandservicesareusuallyprovidedbythestate,butanincreasingrangeofservices
arealsoprovidedbythethirdsector,andprivatefirms.
TheSTATE TheTHIRDSECTOR ThePRIVATE SECTOR
Thegovernmentprovidesboth Thethirdsectorconsistsof Privatehospitals aresometimes
selectiveanduniversalbenefits
viathewelfarestate
charitiesandnot-for-profit
organisations; suchasthe
SpecialistSchoolsandAcademies
Trust.
usedtotreatNHSpatients.The
governmentalsoworkswiththe
privatesectorinschemesfunded
bythe PrivateFinanceInitiative.
Thereisadebateamongstsociologistsoverthedesirabilityofwelfareprovision.Thosewhodefend
thewelfarestateintermsofprovidingbasicwantsandneeds,andforensuringsomedegreeof
equalitywithin society,tendto beontheleftofthepoliticalspectrum.Incontrast,themain
criticismsofthewelfarestateinrecentyearstendtoderivefromtheNewRight,whoarguethatthe
welfarestate;
o Isinefficient.
o Underminespersonalinitiative.
o Createsacultureofdependency.
o Leadstohighlevelsoftaxation,whichdamagestheeconomy.
TheNewRighthasitself beencriticisedforblamingthepoorfortheirownproblems.However,the
argumentsputforwardbytheNewRightwerehighlyinfluentialduringthe1980sand1990sunder
theConservativegovernmentsofMrs.ThatcherandJohnMajor. SinceLabourgainedpowerin
1997,theinfluenceoftheNewRighthasdeclined.
You alsoneedtobeawarethatsince1997 thegovernmenthasprovidedasubstantialincreasein
resourcesforthewelfarestate.Theyhavealsoattemptedto;
o Encouragepeople togainemploymentandmoveoffwelfare.
o Endchildpovertybytheyear2020.
o Createamorejustsocietywhereopportunitiesareheldbythemany,notthefew.
TheLabourparty,andtheLiberalDemocrats; aremoresupportiveofthewelfarestate.Incontrast,
theConservativesaremorecriticalofthewelfarestate.Howeverin2006theToriessigneduptothe
government’stargetofendingchildpoverty(by2020)
Poverty
Whilstitisdifficulttomeasurepoverty,therearetwowidelyacceptedmethods;
o Absolutepoverty– Thisiswhenapersoncannotprovideforhis/herbasic needs
suchasfoodandshelter.Homelesspeoplesufferfromabsolutepoverty.
o Relativepoverty-Thegovernment’sofficialstatisticsdefinethepovertylevelas
thoseearningbelow60% ofaverageearnings.
Thereareothermeasurementsofpoverty; suchassubjectivepovertyandenvironmentalpoverty,
but theyarelesswidelyused.
You willneedtorefreshyourknowledgeofthepovertycycle.Thisoccurswhenthoselivingbelow
thepovertylevelfinditdifficulttoescapefromtheircircumstances.Thereareseveralreasonsfor
this;
o Welfareclaimantseitherlosebenefits,orexperienceadeclineinthelevelofbenefits
received; whentheyreturntowork.Theymaythereforebeworse offiftheygaina
job.
o Welfareclaimantsadopta‘cultureofpoverty’whichconsistsofasetofnormsand
valuesthatdiffertothoseofmainstreamsociety.Thismakesitverydifficultfor
themto re-enterthelabourmarket.
o NewRighttheoristsarguethatwelfarepaymentsunderminepersonalinitiative,
thustrappingmany peopleintopoverty.Assuch,thepoorbecomemoreandmore
dependentuponthe welfarestate – andthereforefinditverydifficulttoescape.
Theimpactofpovertycanbehugelysignificant.Thiscanincludea;
 Lossofstatusandincome(ifthepersonwaspreviouslyinemployment).
 Adeclineinself-esteem.
 Adeclineinpersonalhealth.
 Afeelingofsocialexclusion.
Therearealsoimplicationsforsociety.Forexample,awidegapbetweenrichandpoorwithin
societycanresultinsocialconflict.
InequalitybasedonGender
 Feministapproachesexploregenderinequalitiesinsociety.Overthelast40years,reformsin
areassuchaseducationandemploymenthaveaddressedaspectsofgenderinequality.The
governmenthaveintroducedanti-discriminationlawssuchastheEqualPayAct(1970)to
reducegenderinequalities.
 Todaywomenareincreasinglylikelytoachievehighleveleducationalqualifications,highstatus
jobsandgoodsalaries.Despitethis,feministapproachesarguethatgenderremainsthemost
significantsocialdivisionincontemporarysociety.
 SomeFeministsociologistsseesocietyaspatriarchal.Thisiswheremenhavealotofpower
within families,politicsandtheworkplace.Menalsogenerallyreceiveabiggershareofthe
rewardssuchaswealthandstatus.
Inequalitybasedonethnicity
 Overthelast40 years,reformsandpolicieshaveaddressedinequalitybasedonethnicityinareas
suchaseducation,employmentandcriminaljustice.Forexample,ethnicityinareassuchas
educationandcriminaljustice.
 Many employershaveequalopportunitypoliciestosupportequalityanddiversity.
 The1976 RaceRelationsActoutlaweddiscriminationbasedonethnicity.
 TheequalityandHuman RightsCommissionhaspowerstoenforcetheequalitylawsandto
shapepublic policyonequalityissues.
 Asaresultofsuchchanges,sociologistsbelievethatethnic inequalityislesssignificantnow,
although othersarguethattherehasbeenlittlechangeinthefieldsofemployment,education
andcriminaljustice.
 Unemployment ratesinEnglandandWalesarehigheramongpeopleofPakistani,Bangladeshi
andBlackCaribbeanheritagethanamongWhiteBritishorWhiteIrishpeople.
 ResearchhasalsofoundthatmenandwomenofPakistaniandBangladeshiheritagehavemuch
worsechancesofgettingprofessionalandmanagerialjobsthantheirwhitepeersofthesameage
andeducationallevel.
InequalitybasedonAge
 Sociologistsarguethatageissociallyconstructed.Thismeansthatsocietydecideshowagewill
beinterpreted.Thiscanbeseeninhistoricalandcross-culturaldifferencesinexpectations
surroundingage.
 ChildLabourisnowillegalinBritain,itwasthenormamongworking-classfamiliesinthe19th
Centuryandexistsinsomepartsoftheworldtoday.
 Thestatusofolderpeoplecanalsovarybetweencultures.Insomecultures,gettingoldisseenas
somethingto beavoided.Inothercultures,olderpeopleareseenashavingahighstatusin
societyastheirexperienceisvaluedandappreciated.
 Thetermageismdescribesasituationwheresomeoneistreateddifferentlybecauseoftheirage.
InBritain,therearenowtworegulationsagainstagediscriminationinemploymentand
training.
Social inequality studies
Roberts – The children of unskilled workers are 50% more likely to die in
infancy than those of professionals. They are also 6 times less likely to go to
university.
Shaw - Inequalities in health care exist in Britain. There are fewer doctors in
areas where people had the highest need for medical care. Poverty and poor
health are closely linked.
Holmes – As part of the socialisation process, boys and girls are channelled into
doing different kind of things i.e. boys are seen as tough and talk about cars,
girls are seen as more delicate and talk about clothes or cooking.
Li – Women has worse pay levels than men of similar ages and educational levels
and had worse chances of getting managerial jobs.
Li – All ethnic minority groups had a much worse chance of accessing
employment than their white peers.
Social Trends – in 2001, the wealthiest 1% owned 33% of the wealth, up from
29% in 1991. The most wealthy 50% owned 97% of all the wealth in 2001, up
again from 93% in 1991.
Goldthorpe – Found in 1972-74 there was social mobility and working class kids
could end up in middle class jobs, they were less likely to do so than middle class
kids.
Crompton – Found that by 2008, social mobility is in serious decline and there is
little movement between the classes now.
Poverty and Social Exclusion Survey (PSE) – 26% of British population were
living in poverty, that is unable to afford two or more necessities.
Millar – Two groups with the highest risk and the longest durations of poverty
comprise females: lone mothers and older women living alone.
Murray – Welfare benefits encourage crime, single parenthood and
unemployment and takes away the incentive to work from people.
Burchardt – Social exclusion means being unable to participate in key activities
in society: consumption, production, political engagement and social interaction.

Welfare State You needtounderstandchangeswithinthewelfarestatesincethe1970s.Therearethreemaineras you needtobeawareof; Era Changesmade Influencedby Goldenageofthe welfarestate(1945– 1979) Thescopeandscaleofthewelfare stateexpandedunder governmentsofbothmain parties TheBeveridgereportwhichaimedto combatthe5 evilsfacingsociety (want,ignorance,disease,squalorand idleness)
  • 11. Conservative government(1979– 1997) Thelevelofbenefitswasreduced, andtheavailabilityofmany welfarepaymentswasrestricted. Theleveloftaxationwasalso loweredinanattempttoreduce theroleofthestate. TheNewRightarguedthatthe welfarestatecreatedadependency cultureinwhichwelfareclaimants hadlittleincentivetoreturntowork. TheNewRighthadamajorimpact upon theConservativegovernments ofthe80sand90s Labourgovernment since1997 Taxation hasbeenraisedinorder to fundanincreaseinthelevelof public expenditure.Benefitshave alsobeentargetedtowardsthose whoarelessabletoprovidefor themselves; suchaspensioners andchildren. Anideology calledtheThirdWay.The mostprominent sociologist associatedwiththeThirdWayis Anthony Giddens. You needtodistinguishbetweenthetwomaintypesofwelfarebenefits; universalandselective. UNIVERSAL SELECTIVE Universalbenefitsareprovidedtoallregardlessof aclaimant’sfinancialstatus.Oneexampleischild benefit,whichispaidouttoallfamilieswith childrenregardlessofincomeandwealth. Selectivebenefitsareprovidedonthebasisofa claimant’sincomeandcircumstance.Anexample ofaselectivebenefitistheChildTaxCredit. Welfarebenefitsandservicesareusuallyprovidedbythestate,butanincreasingrangeofservices arealsoprovidedbythethirdsector,andprivatefirms. TheSTATE TheTHIRDSECTOR ThePRIVATE SECTOR Thegovernmentprovidesboth Thethirdsectorconsistsof Privatehospitals aresometimes

Thereisadebateamongstsociologistsoverthedesirabilityofwelfareprovision.Thosewhodefend thewelfarestateintermsofprovidingbasicwantsandneeds,andforensuringsomedegreeof equalitywithin society,tendto beontheleftofthepoliticalspectrum.Incontrast,themain criticismsofthewelfarestateinrecentyearstendtoderivefromtheNewRight,whoarguethatthe welfarestate; o Isinefficient. o Underminespersonalinitiative. o Createsacultureofdependency. o Leadstohighlevelsoftaxation,whichdamagestheeconomy. TheNewRighthasitself beencriticisedforblamingthepoorfortheirownproblems.However,the argumentsputforwardbytheNewRightwerehighlyinfluentialduringthe1980sand1990sunder theConservativegovernmentsofMrs.ThatcherandJohnMajor. SinceLabourgainedpowerin 1997,theinfluenceoftheNewRighthasdeclined. You alsoneedtobeawarethatsince1997 thegovernmenthasprovidedasubstantialincreasein resourcesforthewelfarestate.Theyhavealsoattemptedto; o Encouragepeople togainemploymentandmoveoffwelfare. o Endchildpovertybytheyear2020. o Createamorejustsocietywhereopportunitiesareheldbythemany,notthefew. TheLabourparty,andtheLiberalDemocrats; aremoresupportiveofthewelfarestate.Incontrast, theConservativesaremorecriticalofthewelfarestate.Howeverin2006theToriessigneduptothe government’stargetofendingchildpoverty(by2020) Poverty Whilstitisdifficulttomeasurepoverty,therearetwowidelyacceptedmethods;
  • 13. o Absolutepoverty– Thisiswhenapersoncannotprovideforhis/herbasic needs suchasfoodandshelter.Homelesspeoplesufferfromabsolutepoverty. o Relativepoverty-Thegovernment’sofficialstatisticsdefinethepovertylevelas thoseearningbelow60% ofaverageearnings. Thereareothermeasurementsofpoverty; suchassubjectivepovertyandenvironmentalpoverty, but theyarelesswidelyused. You willneedtorefreshyourknowledgeofthepovertycycle.Thisoccurswhenthoselivingbelow thepovertylevelfinditdifficulttoescapefromtheircircumstances.Thereareseveralreasonsfor this; o Welfareclaimantseitherlosebenefits,orexperienceadeclineinthelevelofbenefits received; whentheyreturntowork.Theymaythereforebeworse offiftheygaina job. o Welfareclaimantsadopta‘cultureofpoverty’whichconsistsofasetofnormsand valuesthatdiffertothoseofmainstreamsociety.Thismakesitverydifficultfor themto re-enterthelabourmarket. o NewRighttheoristsarguethatwelfarepaymentsunderminepersonalinitiative, thustrappingmany peopleintopoverty.Assuch,thepoorbecomemoreandmore dependentuponthe welfarestate – andthereforefinditverydifficulttoescape. Theimpactofpovertycanbehugelysignificant.Thiscanincludea;  Lossofstatusandincome(ifthepersonwaspreviouslyinemployment).  Adeclineinself-esteem.  Adeclineinpersonalhealth.  Afeelingofsocialexclusion. Therearealsoimplicationsforsociety.Forexample,awidegapbetweenrichandpoorwithin societycanresultinsocialconflict. InequalitybasedonGender  Feministapproachesexploregenderinequalitiesinsociety.Overthelast40years,reformsin areassuchaseducationandemploymenthaveaddressedaspectsofgenderinequality.The governmenthaveintroducedanti-discriminationlawssuchastheEqualPayAct(1970)to reducegenderinequalities.
  • 14.  Todaywomenareincreasinglylikelytoachievehighleveleducationalqualifications,highstatus jobsandgoodsalaries.Despitethis,feministapproachesarguethatgenderremainsthemost significantsocialdivisionincontemporarysociety.  SomeFeministsociologistsseesocietyaspatriarchal.Thisiswheremenhavealotofpower within families,politicsandtheworkplace.Menalsogenerallyreceiveabiggershareofthe rewardssuchaswealthandstatus. Inequalitybasedonethnicity  Overthelast40 years,reformsandpolicieshaveaddressedinequalitybasedonethnicityinareas suchaseducation,employmentandcriminaljustice.Forexample,ethnicityinareassuchas educationandcriminaljustice.  Many employershaveequalopportunitypoliciestosupportequalityanddiversity.  The1976 RaceRelationsActoutlaweddiscriminationbasedonethnicity.  TheequalityandHuman RightsCommissionhaspowerstoenforcetheequalitylawsandto shapepublic policyonequalityissues.  Asaresultofsuchchanges,sociologistsbelievethatethnic inequalityislesssignificantnow, although othersarguethattherehasbeenlittlechangeinthefieldsofemployment,education andcriminaljustice.  Unemployment ratesinEnglandandWalesarehigheramongpeopleofPakistani,Bangladeshi andBlackCaribbeanheritagethanamongWhiteBritishorWhiteIrishpeople.  ResearchhasalsofoundthatmenandwomenofPakistaniandBangladeshiheritagehavemuch worsechancesofgettingprofessionalandmanagerialjobsthantheirwhitepeersofthesameage andeducationallevel. InequalitybasedonAge  Sociologistsarguethatageissociallyconstructed.Thismeansthatsocietydecideshowagewill beinterpreted.Thiscanbeseeninhistoricalandcross-culturaldifferencesinexpectations surroundingage.
  • 15.  ChildLabourisnowillegalinBritain,itwasthenormamongworking-classfamiliesinthe19th Centuryandexistsinsomepartsoftheworldtoday.  Thestatusofolderpeoplecanalsovarybetweencultures.Insomecultures,gettingoldisseenas somethingto beavoided.Inothercultures,olderpeopleareseenashavingahighstatusin societyastheirexperienceisvaluedandappreciated.  Thetermageismdescribesasituationwheresomeoneistreateddifferentlybecauseoftheirage. InBritain,therearenowtworegulationsagainstagediscriminationinemploymentand training. Social inequality studies Roberts – The children of unskilled workers are 50% more likely to die in infancy than those of professionals. They are also 6 times less likely to go to university.
  • 16. Shaw - Inequalities in health care exist in Britain. There are fewer doctors in areas where people had the highest need for medical care. Poverty and poor health are closely linked.
