The SEND review cited the need to align system incentives and
accountabilities to reduce types of behaviours that lead to high costs and
poor outcomes in the current system. In response, the government has
put forward several measures, including those detailed below.
3. Clarity on Roles
The government proposes to de-
liver clarity on responsibilities and
roles relating to all partners across
health, education, care and local
government via the new national
standards, with associated aligned
responsibilities. This will mean that
all parties have the right levers and
incentives to undertake their roles
and be held accountable.
Funding Reform
The government also proposes to
deliver funding reform by introduc-
ing a new national framework of
banding and price tariffs for fund-
ing, matched to need levels and
types of education provision as
set out in the new national stand-
ards. This will give providers clarity
on how much funding they can ex-
pect to receive for delivering a ser-
vice or support while also ensuring
the right support structures are in
place, which will to help control the
high costs associated with expen-
sive provision.
