PART 1 – Company Profile
1.1. Background
Marcelino Acosta Serrano graduated from the University of Puerto Rico, Mayagüez Campus
in 1969 with a Bachelor’s Degree in Civil Engineering. He is a licensed Professional
Engineer and Surveyor in The Commonwealth of Puerto Rico, member of the “Colegio de
Ingenieros y Agrimensores de Puerto Rico (CIAPR)”, member of Chamber of Commerce of
Puerto Rico and member of American Society of Civil Engineers (ASCE).
Acosta Serrano has over 30 years of practice in the construction industry, mostly with Local
Government. In 1969, he started his work experience as a Construction Inspector for the
San Juan Municipality and then continued expanding his engineering knowledge as a Project
Manager for the Construction Department of Public Building Authority (PBA) in which he
administered the Minilla Government Center Project and several Government Center
Construction Projects in different towns, among others. In 1974, he was appointed as the
Maintenance and Operation Department Director for the Humacao Regional Area which
consists of 15 towns. As a result of his outstanding work performance and professionalism in
1985 he was appointed as the Construction Area Director and Board of Award Chairman of
Public Building Authority. As the Construction Area Director, he was responsible of the
administration of construction programs that yielded approximately 200 million dollars per
year. Also as the Board of Award Chairman, he was responsible of evaluating the bidding
proposals and documents; and present recommendation to the Executive Director of PBA for
the award of contract.
In 1999, Acosta Serrano retired with 30 years working for the Government but to keep his
knowledge current within the construction industry he decided to keep working as an
independent contractor through MAS Engineering Services.
Pablo Acosta Meléndez graduated from the University of Puerto Rico, Mayagüez Campus in
1997 with a Bachelor’s Degree in Civil Engineering. He is a licensed Engineer-in-Training in
The Commonwealth of Puerto Rico, member of the “Colegio de Ingenieros y Agrimensores
de Puerto Rico (CIAPR)”, member of Chamber of Commerce of Puerto Rico and member of
American Society of Civil Engineers (ASCE). Since his formative years, he arises as a
leader in the Boy Scouts of America with an exceptional performance receiving the
recognition of the Eagle Scout.
In 1998, Acosta Meléndez initiated his work experience as a Field Engineer in a Juvenile Jail
Renovation Project and later as a Project Inspector in several Government Projects. In 1999,
he was hired by Pavarini Construction as the Project Manager for the multi-million renovation
project of Condado Caribe Hilton in San Juan, Puerto Rico. In 2001, Hilton International
Management recognize the value of the work performance, professionalism and the high
quality standards that Acosta Meléndez consistently demonstrated in the renovation project
and they offered him a position as a Senior Project Manager for Hilton International.
However at the end of 2001, Acosta Serrano, his father, presented him a new project which
consisted in joining their knowledge and experience to work together in their own engineering
business as independent contractors. Eventually in 2004, they incorporated as Acosta
Engineering PSC.

Construction inspection of a new building expansion for the
Forensic Sciences Institute, San Juan, PR.
The work consists of the construction of an approximately
14,000 square feet building expansion of the existing
Forensic Sciences structure. The structure has been
constructed in stages, being the first stage a three story high
building to be upgraded in a later stage to a five story high
building. The building will be a reinforced concrete structure
with piles foundations and concrete walls.

CARIBE HILTON RENOVATION

In March 1999, Eng. Pablo Acosta was the Resident Field
Engineer of the General Contractor awarded the Caribe
Hilton construction project which consist of US$45 million in
renovations which include 300 additional rooms, new guest
and group entrances, a new lobby, new executive conference
center, newly designed and relocated public areas, all-new
swimming complex, a new pool bar and grill, brand new
Palmeras restaurant and 644 fully redesigned guest rooms.
In June 2000, Eng. Pablo Acosta was Project Manager under
Hilton International, Inc and he was responsibilities to assure
the construction of the San Cristobal junior ballroom to be
constructed as designed under the estimated budget and
time. The Junior Ballroom consisted of 65,000 square feet of
the finest, most flexible, sophisticated meeting space and 27
breakout rooms throughout the hotel including the auditorium,
ballrooms and other meeting spaces at the property.
Also, the Caribe Hilton project includes the new construction
of the hotel's first-class 15,000-square-foot spa, one of the
most luxurious in Puerto Rico. The spa constructions
included a three-lane lap pool, 14 massage and treatment
rooms, oversized Jacuzzi, a beauty salon, juice bar and
women and men's locker rooms with steam and sauna.

several renovations in the Ritz Carlton Hotel in Isla Verde,

US$2,066,000 in a twelve (12) month period.

PLAZA CENTENARIO
CLIENT: University of Puerto Rico
LOCATION: Cayey, PR
SERVICES: Construction Management and Inspection
Constructions of a passive park with the intention of creating a
space inclusive organized and articulate the distinctive
University buildings and their surroundings. This passive park
provides the incentive for the development of cultural activities
and solves the problem affecting building academic González
Carrión integration. This is materialized from a movement that
defines the boundaries of the Central square while connecting
all the entries in each of the adjacent buildings creating a
comprehensive strategy of pedestrian movement.
The work consisted of the construction of a lawn surrounded by
a pedestrian walk, a vehicular street, an area of recreation and
the installation of an electrical substation with a project cost of
US$1,501,851 in a twelve (12) month period.

middle of the buildings with the library, theater
and classrooms which were under normal
academic function and we need to assure

LAGUNA DEL CONDADO-JAIME BENÍTEZ
CLIENT: National Parks of Puerto Rico
LOCATION: San Juan, PR
SERVICES: Construction Management and Inspection
The Parque Nacional Laguna del Condado Jaime Benítez,
located on the eastern shore of the lagoon on Baldorioty de
Castro Avenue, serves as a passive park and reclamation
project. Native red mangrove trees are permitted to thrive in the
terrain where they once flourished, a habitat to birds and other
wildlife. Young Ceibas and assorted species of trees are planted
throughout the park, quietly reaching their maturity until their
dense foliage covers the area.
Non-motorized aquatic sports are routinely practiced from the
park, which includes a public ramp for guests to set off on kayak
adventures around the mangroves and coastlines of the picture
perfect lagoon.
The wide open space lends itself to outdoor communal activities,
whether it is a stroll along the boardwalk with kids in tow, or
sitting on the uniquely shaped benches contemplating the water
and its majestic views of the city.

new Krispy Kreme store in Ponce and on November 2012
another one in Mayagüez. Each one of the constructions was
done in four months, a fast track process.
The benefits of having our services are that we take care of the
daily technical issues that affect the stores in all the stores
around the island and we procure to keep the stores working
properly. Also in the new construction we procure that the
contractor complies with the owner requirements; that’s include
to finish on time, on budget and with the quality required.

The scope of work of our personnel includes the activities required to keep the entire built
environment as contained in the organization's Real Property Inventory of facilities and their
supporting infrastructure, including utility systems, parking lots, roads, drainage structures and
grounds in a condition to be used to meet their intended function during their life cycle. These
activities include:
