Session 3 - Sustainable Mining and green growth
1. Sustainable mining and green
growth
Workshop
18.4.2019
Liimatta Jonas
What are the major challenges and opportunities
in transitioning to a more sustainable mining
paradigm
2. Liimatta Jonas2
Regulation plays a major role in environmental
management in Finnish mining
๏ง EIA
๏ง Environmental permit
๏ง Mining permit
๏ง Mining safety permit
๏ง Permit to storage explosives
๏ง (Government permit for uranium extraction, Commissioning permit and
supervision for uranium extraction)
๏Regulation needs also sound SUPERVISION by Companies and
Authorities!
๏Communication between Authorities and Companies is important
for knowledge sharing
3. Liimatta Jonas3
Finnish regulation with an influence on mining
๏ง Mining Act (621/2011)
โ objective of this Act is to promote mining and organise the use of areas required for it, and exploration, in a socially,
economically, and ecologically sustainable manner
๏ง Environmental Protection Act (527/2014)
โ Implements the European Union directive on industrial emissions (integrated pollution prevention and control, IED), which
obliges EU member states to integrate the control of emissions caused by industry. A general act on the prevention of
pollution, which is applied to all activities that cause or may cause environmental damage. The act defines more explicitly
the requirements of environmental permits and the prerequisites for granting a permit.

๏ง Off-Road Traffic Act (1710/1995)
๏ง Dam Safety Act (494/2009), Finnish Government Decree on Dam Safety (319/2010)
๏ง Chemicals Act (599/2013), CLP regulation (1272/2008/EY), REACH regulation (1907/2006/EY)
๏ง Waste Act (646/2011)

Towards Green Mining in Finland
๏ง Sustainable mining network is established and work started. Network
members are mining companies, regulators, policy makers,
stakeholders.
๏ง The more we demand, the more we get! Benefit for whole cluster
โ R&D โ new technologies
โ Circular economy โ fex. pilots for geopolymer production
โ Enhanced water chemistry and water treatment know-how
โ Energy efficiency and savings
๏ง Step by step towards sustainable mining
โ Increasing use of electricity โ less fossil fuels
โ Boliden, Sweden - electric mine truck project โ tram type trucks
โ Accumulator usage coming
