  • 2. ๏ฝ France: centered โ€“ led process of change in the justice service (SAUJ) ๏ฝ Italy: bottom up and territorial differentiated practices of service design ๏ฝ Netherlands: participated method of service design + experts led design in the on line mediation ๏ฝ Canada: cultural and needs responsive service design ๏ฝ Lebanon services on informal / formal justice ๏ฝ Tunisia justice reforms in the transition and consolidation processes ๏ฝ Colombia experiences of public awareness focused policies ๏ฝ Argentina experiences of public communication in the justice sector ๏ฝ Policies adopted in Brazil to raise public awareness in fighting corruption strategies
  • 3. ๏ฝ Each legal and political system offers different resources and opportunities for actors to get involved into the service design and planning processes ๏‚– Intervening variables: territorial differentiation; public and private balance; third sector development; level of fragmentation and of polarisation in the policy arena. DATA should be collected or (if available) crossed analyzed for each of this variable
  • 4. ๏ฝ Mapping the needs and the resources comes first ๏ฝ Taking an overall view on the lead in terms of responsibility and ultimate accountability โ—ฆ howeverโ€ฆ
  • 5. ๏ฝ In the policy adoption stage: empirical evidence driven logic of action is to be welcome! ๏ฝ In the policy implementation stage horizontal learning is needed
  • 6. ๏ฝ Needs mapping: citizens needs; barriers to the understanding of how and what can be asked in terms of right enforcement ๏ฝ Responsiveness: citizens trust and satisfaction should be taken into consideration in the in itinere monitoring and evaluation process
  • 7. ๏ฝ At the local level: they should be involved into the design of type-tailored services ๏ฝ At the national level: satisfaction and differential treatment perception across the country must me assessed ๏ฝ In the design of type tailored services citizensโ€™ needs and situations are the source of evidence that needs to be taken into account
  • 8. 1 phase: mapping the needs and types, then design 2 phase: learning from the results and scaling up the good practices ๏ฝ Literacy data ๏ฝ Education data ๏ฝ Demographic data ๏ฝ Urban and housing mobility ๏ฝ Social and economic data (salary, unemployment rate, etc) ๏ฝ Satisfaction survey ๏ฝ Cluster of unmet needs survey ๏ฝ In depth and field work about the responsiveness of the services (focus groups of mediators, lawyers, citizens representatives)
