2. France: centered – led process of change in the justice service
(SAUJ)

design

design in the on line mediation

processes

sector
Policies adopted in Brazil to raise public awareness in fighting
corruption strategies
3. Each legal and political system offers different
resources and opportunities for actors to get
involved into the service design and planning
processes
Intervening variables: territorial differentiation; public
and private balance; third sector development; level of
fragmentation and of polarisation in the policy arena.
DATA should be collected or (if available) crossed
analyzed for each of this variable
4. Mapping the needs and the resources comes
first
Taking an overall view on the lead in terms of
responsibility and ultimate accountability
◦ however…
5. In the policy adoption stage: empirical
evidence driven logic of action is to be
welcome!
In the policy implementation stage horizontal
learning is needed
6. Needs mapping: citizens needs; barriers to the
understanding of how and what can be
asked in terms of right enforcement
Responsiveness: citizens trust and satisfaction
should be taken into consideration in the in
itinere monitoring and evaluation process
7. At the local level: they should be involved into
the design of type-tailored services
At the national level: satisfaction and differential
treatment perception across the country must me
assessed
In the design of type tailored services citizens’
needs and situations are the source of evidence
that needs to be taken into account
8. 1 phase: mapping the needs
and types, then design 2 phase: learning from the results
and scaling up the good practices
