Gender Equality
In the last decades, Mexico has been transformed to advance in Gender Equality.
The main actions implemented by the Federal Government are the following:

Regulatory Framework
Article 1 of the Constitution:
Elevates to constitutional rank, the principles and
rights contained in the international treaties of
which Mexico participates.

Established equality between men and women.
General Law for Equality between Women
and Men:
Tasks the federal government with the design and
implementation of gender equality policies.
General Law on Women´s Access to a Life Free
of Violence:
Design to strengthen co-ordination and co-operation
between federal and state authorities in response to
instances of violence against the women.
Mexico has an official government statement, in which recognizes
the equality between women and men.
Federal Government has made a series of reforms to narrow the gender gap currently present in public service:

In 2011 the Planning Act was reformed and for the first time, the gender
perspective is included as a transversal axis in the elaboration of the NPD.
1. National Programme for Equality and Non-Discrimination. 2. Budget and Fiscal Responsibility Act.
In addition, the BFRA2, was reformed to consider gender perspective in:
1. Programmatic Structure.
2. The budget cycle, specifically in the Federal Expenditures Budget.
3. Performance Evaluation System indicators (PES).

policies as part of a transversal strategy that

Article 24: The Federal Government will promote equality between men
and women through incorporating the perspective of equality in the design,
development, implementation, monitoring and evaluation of programmes.
The gender perspective is incorporated in an annex to Mexico´s national
expenditure (Annex 13), that allocates funds to programmes aimed that
seek to promoting gender equality and women´s empowerment.

Mexico has a special temporary system, which promotes
affirmative actions in strategic programmes for equality between
women and men.
This year in Mexico, the Chamber of Deputies approved in the
Annex 131 MXN 27,425 million (USD 1,406 million) for equality
between Women and Men.
During this

women and men grew by 44.5% while the gender-based violence budget
increased by 35.3% in real terms.

The Federal Government reduces gender gaps through strengthening the
Agencies in Mexican states, which co-ordinate and drive gender policy at the
local level.

In 2017 the expenditure for Mexican states was USD 104 million. Two of the main
programmes have 33.8% of its budget (USD 35 million):

Gender Units have been created in the Federal Public Administration to support
their Secretariats as they seek to incorporate the gender perspective into their fields
of work and promote the advancement of women in the public sector.

• It also has a gender institution (National Institute for Women)
that coordinates gender equality actions at the federal, state and
local levels.

The country evaluates, through a system, the public policies
focused on reducing the inequality gap between women and men.
Economy: With the “Temporary Employment Program”, the
government generates 98,458 formal jobs for women in marginal
communities.
Education: The National Scholarship Program awarded 16,040
scholarships for women in High school and 5,925 scholarships to
improve women´s access to formal employment.

Federal Government Structure
In Mexico the participation of women in the Public Administration, nowadays they
represent 53.4%, however, there are still two major challenges:
– Promote women's economic empowerment and leadership.
– Eliminate gender stereotypes.
In 2014, gender parity was promoted in the nomination of the parliamentary
candidatures: We are one of the OECD countries with the highest proportion of
women in the Federal Congress: Women hold 42% of seats in the Chamber of
Deputies and 34% in the Senate.

The Ministry of Finance, has encourage the participation of women in middle
and senior management. In 2016 they occupied 40% of these positions.
