Kang Choi Hwan was born into a loyal family that had once lived in the large Korean
community of Japan. In Kyoto, his grandfather had been supporter of Kim Il Sung, North Korean’s
Great Leader since 1945. In 1961 the grandfather returned with his family to North Korea and had
important government post.
Within months, however, he was complaining to friends that North Korea was not the country
he had expected. He was shocked to see so much poverty, which eventually came to blame on the
government’s stifling grip on the economy. One morning, in July 1977, when Kang was nine his
grandfather left for work and never returned.
A few weeks later, seven plain clothes security guard stormed into Kang’s house “Your
grandfather betrayed the fatherland,” one of them stated “You must be punished.”
Kang’s parents and grandmother sobbed as they forced to pack their belongings into two army
trucks. The family was driven off, but Kang’s mother was left behind, “spared” because her own father
was regarded as revolutionary hero. That was the last Kang ever saw her.

Death penalty for serious criminals has been discussed by our experts. Those who agree say
that death penalty will scare the criminals off. However, those who disagree say that it is inhuman,
not effective and we cannot correct the wrong sentence after the criminals die.
In Switzerland, this penalty does not exist. Most people argue that the possibility of making
the wrong decision is always there although it is true that spending life behind the bars is not easy
either. Also, every person should have a chance for rehabilitation. In this way, he or she can start
all over again in another life style.
Those who agree argue that there is no use to feed the terrorists in prison with their money.
When they get out, they will create a lot of trouble by blackmailing or killing people. So, who says
that jails will stop them from being bad guys?
My opinion is divided. On the one hand, I want to be human, and on the other hand, I
wonder if those people are worthy in my feeling.

Text 3 is for questions no 24 – 27.
Drugs users are usually ill people who need to be helped. Rehabilitation is one of the main
things that they should get. Instead of punishing and stacking them in prisons which are getting
full, the government should provide rehabilitation for them.
Most users actually victims of persuasive peddlers and they suffer from consuming the
drugs. Therefore, by rehabilitating them, we are actually helping them out of trap, which they
might accidentally step on. They then, can start a normal life again.
On the other hand, if we only arrest drug users and send them to jail it doesn’t solve the
problem because the drug users will still be addicted unless being properly treated. Jail will be
filled up with drug users. Moreover, the user will still be users after being released from prison.
They then, will be arrested again.
By providing rehabilitation programs for drug users and forcing them to participate on the
program is better than arresting them and do nothing on their illness. Only drug dealers, traffickers,
and wholesalers should be imprisoned instead.
