Introduction
This white paper defines the process and results of a usability test between the state agency
websites for the Idaho Department of Fish and Game and Washington Department of Fish and
Wildlife. Residents and non-residents alike primarily use these websites when purchasing
hunting permits and licenses. This white paper will review these two websites and determine
the resulting usability of each. Several different tests will be performed determining which if
these websites is more user friendly.
Methodology
Testing Environment
This test was done using my HP laptop using GoogleChrome to access each of the websites. The
homepages of each governmental website served as the basis for interface testing.
Each website was analyzed under a casual at-home setting in an easygoing environment. Every
task performed on a one website was then performed immediately on the other website.
Evaluations were made after each individual task compartmentalizing usability results. This
allowed the website judgement to be based upon a handful of predetermined standards and
criteria.

3. Find over the counter (general) hunt information
4. Find controlled hunt information
5. View historical harvest reports
6. Apply/view employment opportunities
7. Review game unit boundaries
8. Apply/take hunter’s safety
9. Determine private lands hunting laws/opportunities
10. Examine staff literature (wildlife/fisheries publications)
Test Metrics
Effective: The task was easily completed.
Efficient: I was able to complete the task quickly while performing relatively few actions.
Engaging: The style and appearance of the website improved upon user experience.

Error Tolerant: There were very few errors keeping one from completing a task.
Easy to Learn: The website was simple to understand making tasks simple.
Linkert Scale
A Linkert scale was used to evaluate each of the test metrics on a scale of 1-5. Ratings were
assigned upon completion of a task for each of the websites. The scales numbers are assigned
to a level of agreement as seen in the table below.

As there are five test metrics each with a 5-point potential, scores are based on a 25-point
maximum for each task. The ten tasks result in a possible 250-point total.

Results
Task 1: Find Local Contact Information
Contact information was relatively easy to find for each of the websites as the link was in the
same location for each. At the bottom of each home page there is a “contact us” option. A
search will also quickly permit access to this information. There were some issues with WDNR’s
website as it was temporarily not working during some of the testing.

Task2: Find general hunt permit/tag/license information
Each website made access to general licensing access very easy. The websites both had tabs on
the home page that with the information just one click away.

Task3: Find hunting rules and regulations
Hunting rules and regulations were accessed in an almost identical manner on each of the
websites. The hunting tab on the home screens provides access to hunting rules.

Task4: Find controlled/raffled hunt information
This hunting information was simple to find on each website. Although, WDFW placed the
content under a slightly more intuitive tab labeled “Hunting” whereas IDFG placed it under
“Licensing”.

Task5: View historical harvest reports/statistics
Harvest data required slightly less steps/clicks to view for the Idaho than Washington. Selecting
the species, year, and other specifics regarding the statistics was a bit more user friendly on the
IDFG website as well.

Task6: Apply/view employment opportunities
Titles and descriptions are easily accessible on each of the websites. The search tool became
the easiest way to find each of the job/career opening pages. Listings are laid in a very similar
fashion for each of the websites.

Task7: Review game unit boundary map
Each website provides both an interactive map and pdf style sill version map. Similar features
are displayed while viewing these maps, including major highways, drainages, and cities.

Task8: Apply/take hunter education
Finding the information for hunter’s education was easily done via the “Hunting” tabs on each
of the websites. Through a series of click you can find your way to the application or online
course registration page. This process was slightly quicker on the IDFG website requiring fewer
clicks to access.

Task9: Examine private lands hunting regulations/opportunities
This task was one of the most difficult to perform on the state websites. WDFW provided a
straighter forward path along with a concise overview of private land hunting. The IDFG website
had the information but requires the user to do some extra work finding it.

Task10: Examine scientific literature (wildlife/fisheries publications)
IDFG organizes all wildlife and fishery literature separately as pdf’s under the education tab.
Literature is easily searched via key words. For access to WDFW’s publications a search was
done. A user will most likely not be able to find a tab (click) access to this page. The page itself
is not as organized as Idaho’s. There is a simple search bar and list of every publication in
chronological order further down on the page.

Recommendation(s)/Conclusion
Each of these products (websites) were well constructed and seemed to share many
similarities, although IDFG’s scored higher overall at 244 vs 237. Several of the features that I
tested were nearly identical in terms of user interface and construction. In general, the IDFG
website seemed more organized and had more straightforward access to desired information
found on the homepage. Each website was very user friendly, and the search bar became useful
if things were difficult to locate on the homepages. From a common user’s standpoint, the
interface will most likely seemsimple efficient, and engaging for both state agencies. These
websites will do well in aiding those looking to review information about fish/wildlife in each
state or preparing for a hunting/fishing trip.

  • 3. 2 Introduction This white paper defines the process and results of a usability test between the state agency websites for the Idaho Department of Fish and Game and Washington Department of Fish and Wildlife. Residents and non-residents alike primarily use these websites when purchasing hunting permits and licenses. This white paper will review these two websites and determine the resulting usability of each. Several different tests will be performed determining which if these websites is more user friendly. Methodology Testing Environment This test was done using my HP laptop using GoogleChrome to access each of the websites. The homepages of each governmental website served as the basis for interface testing. Each website was analyzed under a casual at-home setting in an easygoing environment. Every task performed on a one website was then performed immediately on the other website. Evaluations were made after each individual task compartmentalizing usability results. This allowed the website judgement to be based upon a handful of predetermined standards and criteria. Tasks 1. Find local contact information 2. Find general permit/tag/license information 3. Find over the counter (general) hunt information 4. Find controlled hunt information 5. View historical harvest reports 6. Apply/view employment opportunities 7. Review game unit boundaries 8. Apply/take hunter’s safety 9. Determine private lands hunting laws/opportunities 10. Examine staff literature (wildlife/fisheries publications) Test Metrics Effective: The task was easily completed. Efficient: I was able to complete the task quickly while performing relatively few actions. Engaging: The style and appearance of the website improved upon user experience.
  • 4. 3 Error Tolerant: There were very few errors keeping one from completing a task. Easy to Learn: The website was simple to understand making tasks simple. Linkert Scale A Linkert scale was used to evaluate each of the test metrics on a scale of 1-5. Ratings were assigned upon completion of a task for each of the websites. The scales numbers are assigned to a level of agreement as seen in the table below.   • 5. 4 Results Task 1: Find Local Contact Information Contact information was relatively easy to find for each of the websites as the link was in the same location for each. At the bottom of each home page there is a “contact us” option. A search will also quickly permit access to this information. Task2: Find general hunt permit/tag/license information Each website made access to general licensing access very easy. Task3: Find hunting rules and regulations Hunting rules and regulations were accessed in an almost identical manner on each of the websites. Task4: Find controlled/raffled hunt information This hunting information was simple to find on each website. Task5: View historical harvest reports/statistics Harvest data required slightly less steps/clicks to view for the Idaho than Washington. Selecting the species, year, and other specifics regarding the statistics was a bit more user friendly on the IDFG website as well. Task6: Apply/view employment opportunities Titles and descriptions are easily accessible on each of the websites. The search tool became the easiest way to find each of the job/career opening pages.   • 12. 11 Task8: Apply/take hunter education Finding the information for hunter’s education was easily done via the “Hunting” tabs on each of the websites. Through a series of click you can find your way to the application or online course registration page. This process was slightly quicker on the IDFG website requiring fewer clicks to access.   • 13. 12 Task9: Examine private lands hunting regulations/opportunities This task was one of the most difficult to perform on the state websites. WDFW provided a straighter forward path along with a concise overview of private land hunting. The IDFG website had the information but requires the user to do some extra work finding it.   • 14. 13 Task10: Examine scientific literature (wildlife/fisheries publications) IDFG organizes all wildlife and fishery literature separately as pdf’s under the education tab. Literature is easily searched via key words. For access to WDFW’s publications a search was done. A user will most likely not be able to find a tab (click) access to this page. The page itself is not as organized as Idaho’s. There is a simple search bar and list of every publication in chronological order further down on the page.   • 15. 14 Recommendation(s)/Conclusion Each of these products (websites) were well constructed and seemed to share many similarities, although IDFG’s scored higher overall at 244 vs 237. Several of the features that I tested were nearly identical in terms of user interface and construction. In general, the IDFG website seemed more organized and had more straightforward access to desired information found on the homepage. Each website was very user friendly, and the search bar became useful if things were difficult to locate on the homepages. From a common user’s standpoint, the interface will most likely seemsimple efficient, and engaging for both state agencies.
